Gender perception in the development of online legal information system for the Indian environment 印度环境在线法律信息系统开发中的性别认知

Purpose The study aims to identify gender differences and similarities in the awareness of legal information resources and problems faced by legal professionals. Further, the study identifies the differences on the basis of gender, regarding the requirements in developing an online legal information system (OLIS) for the Indian environment. Design/methodology/approach The study was carried out in eight law libraries in Delhi using a structured questionnaire. Data were collected through the questionnaire having 27 questions including dichotomous (Yes/No), multiple-choice questions, rating and opinion questions. A need assessment survey was conducted using the structured questionnaire circulated among 750 respondents of eight institutions in Delhi. In total, 397 filled in questionnaires were received back. A total of 246 of the respondents were males and 151 females. The design and development of an OLIS went through five phases, i.e. preliminary preparation, designing and planning phase, development of OLIS covering preparation of software, data structures, metadata, search form, testing and implementation phase and maintenance. Findings The study found that 100 per cent of the female respondents were aware of online legal information resources. Maximum 28.4 per cent female respondents rated legal e-resources “very good”, whereas only 19.9 per cent male ranked them “very good”. Female respondents were found less aware about open access resources. In addition, of 246 male respondents, 213 (86.6 per cent) responded “Yes” about awareness of open access resources and 33 (13.4 per cent) marked “No”. In comparison, 116 (76.8 per cent) female respondents revealed they are aware of open access resources; 35 (23.2 per cent) were not aware of open access resources. Fifty-eight (23.6 per cent) male respondents were very dissatisfied, and 60 (24.4 per cent) completely dissatisfied. However, in contrast, 29 (19.2 per cent) female respondents were very dissatisfied and 24 (15.9 per cent) completely dissatisfied in using open access resources. Research limitations/implications The study covers only eight institutions in Delhi, India. High courts and law universities in other parts of the country are not covered. In addition, OLIS contains a sample collection. Practical implications The study explores the inhibitions faced by female and male legal professionals. A suitable legal information system is developed to match the requirements of female legal professionals, research scholars and faculty members. The study is expected to address problems faced by female legal professionals in accessing the desired judicial and legislative information. Originality/value OLIS (www.olisindia.in) has been developed on the basis of a need assessment survey conducted on male and female legal professionals in India. Shall we chat? A statistical case study of chat reference utilization 我们谈谈好吗?聊天参考利用率的统计案例研究

Purpose This paper aims to evaluate the performance of a chat reference service implemented at an academic library in a private liberal arts college by gauging its impact on other forms of reference service in terms of usage volume, with a focus on research-related face-to-face reference questions. Design/methodology/approach Two statistical methods are used, namely, the difference-in-differences method and a simple moving average time series analysis, to analyze both the short-term and long-term impact brought by chat reference. Findings This study finds that the usage volume of the traditional face-to-face reference is significantly affected by chat reference in its first service year. The long-term analysis suggests that chat reference volume displays a significant declining trend (−2.06 per cent academic month) since its implementation. Yet, its usage volume relative to other reference services remains stable over time. Originality/value The findings in this case study will be of value to libraries with similar scale and institutional features that are also interested in assessing their chat reference service. In addition, this paper is the first to apply the difference-in-differences approach in the field of library science, and the two statistical methods adopted in this case study can be readily adapted and applied to other similar volume-based library assessment projects.

Status of collection in agricultural libraries of Northern India with an overview of the trend in acquisition 北印度农业图书馆的收藏现状与收购趋势概述

Purpose This paper of this study is to attempt to explore the status of collection in agricultural libraries of Northern India and assess the magnitude of impact of the advent of electronic information resources (EIRs) on the contemporary acquisition. Design/methodology/approach While adhering to the survey method, the questionnaire was used as a data collection tool to collect data from university librarians. Telephonic interaction and e-mail correspondence were also used to clear doubts, remove ambiguities and obtain data of higher significance from the respondents. Findings The majority of the agricultural libraries in Northern India have a sound collection of information resources in the print form, which may continue to act as a source of attraction for users in the future for a long time to come. Yet, the acquisition of information resources in the print form across the studied libraries continues at routine pace, and as such the advent of e-resources seems to have not yet laid any prominent impact on acquisition of resources in print form. E-Books have not yet been fully incorporated into the library collection and that e-journal collection “CeRA” (Consortium for Electronic Resources in Agriculture) seems to gratify the needs of users of these libraries, as no additional e-journals are seen to be subscribed to at present. Research limitations/implications Only seven agricultural libraries have been taken as a sample. Moreover, the work is confined to only two aspects, i.e. current status and the impact of EIRs on acquisition of information resources. Other aspects like those of collection development, storage and accommodation, preservation, library functionality and library services need to also be studied. Originality/value This is first work of its nature in Northern India with agricultural libraries as their domain. The findings will help the librarians and the library advisory committees decide on logical grounds about the proportion at which the print and electronic forms of information resources need to be acquired.

Organizational adoption of digital information and technology: a theoretical review 组织对数字信息和技术的采用:一个理论回顾

Purpose This paper aims to review previous studies on how organizations, particularly small and medium enterprises (SMEs), adopt digital information and technology, especially on the drivers and the outcomes of the adoption itself. Design/methodology/approach The present study follows a literature review design. Previous studies that examine SMEs’ digital information and technology adoption are taken into account in building the conclusion. Findings The review reveals that digital information and technology that is used for marketing-related position allows SMEs to be more competitive. In general, there are three main theories that have been used to understand the adoption process (i.e. diffusion of innovation theory, technology-organization-environment framework and institutional theory). These theories should be used in conjunction with each other to better explain the adoption process. Additionally, there are three characteristics (i.e. innovation, firm and environmental) that are related to the risks and barriers of the adoption process. Originality/value This theoretical review is among the few that put forward the findings reported in research articles on the digital information and technology adoption process within SMEs. Moreover, this paper summarizes the issues (i.e. drivers, outcomes, risks and barriers) related to the adoption process.

Research funding opportunities and challenges 研究经费的机会和挑战

Purpose The purpose of this study is to investigate the extent to which academic staff members in tertiary institutions in Nigeria access research grants, and to bring to light the factors that hinder their effort to accessing research grants. Design/methodology/approach An online questionnaire was designed using the SurveyMonkey software to collect the qualitative data from academic staff in tertiary institutions in Nigeria. Findings The study revealed that only a few number of academic staff members in the tertiary institutions in Nigeria have received research grants. The study also revealed that a large number of research works carried out by academic staff are funded by themselves from the meager salary they receive. It also emerged that Tertiary Education Trust Fund is the highest funding body that academic staff have received research grants from. Different research funding agencies/organizations both local and international that support studies in Nigeria were also mentioned to create awareness for others to utilize. Politics in the selection of research proposals, inadequate publicity/advertisement for research grants applications and lack of knowledge about funding agencies/organizations were identified as the most mentioned hindrances to accessing research grants in Nigeria. Research limitations/implications A limitation of this study is the low response rate obtained, considering the number of tertiary institutions in Nigeria which does not permit generalization. The low response rate suggests that responding to an online questionnaire is not high on the agenda of academic staff members in tertiary institutions in Nigeria, and this is a major challenge for researchers undertaking evidence-based research considering the number of institutions. Purpose This paper aims to provide academics and practitioners working with collaboration of technology information and innovation with a review of key interfirm-collaboration topics, such as the determinants of innovation activity, innovation, imitation, the impact of competition, collaboration versus competition and a review of game theoretic approaches. Design/methodology/approach This paper is a comprehensive review of extant literature, conducted and analyzed systematically. Findings This paper highlights that when firms absorb collaboration opportunities that involves information, there are critical elements for success, which need to be considered, including economies of scale, knowledge sharing, market size and volatility, strategic partner selection, intellectual property rights, spillover effects, collaboration costs, trust and commitment, opportunism and overall collaboration strategy. Originality/value This paper contributes to existing information literature by emphasizing various game theoretic approaches, which highlight how collaboration costs are shared when collaboration occurs. In conclusion, ten managerial implications are offered about collaboration of information technological innovation.

Purpose This paper aims to propose and test a ten-factor framework of four contexts from technology-organization-environment (T-O-E) theory and unified theory of acceptance and use of technology (UTAUT) to provide insight(s) that complements and extends extant inquiries on technology adoption. Design/methodology/approach Survey data were collected from small service enterprises with strong operations in Port Harcourt, Nigeria, and the mode of sampling was purposive and snow ball, whereas analysis involved structural equation modeling. Findings The results show that factors in the technological, organizational and environmental contexts have direct statistically significant relationship with adoption; thus, adoption is more driven by T-O-E factors than by individual factors. For individual context, social factor equally was statistically supported, whereas hedonistic drive was not. Research limitations/implications The study is limited by its scope of data collection and phases; therefore, extended data are needed to apply the findings to other sectors/industries/countries and to factor in the implementation and post-adoption phases and business to business (B2B) adoption to forge a more holistic framework. Practical/implications Implicit is that the findings encourage vendors and policy makers to recognize the strength of interpersonal and group relationships in addition to T-O-E contexts in developing investment decisions. Originality/value The paper contributes to the growing research on innovation adoption by using factors within the T-O-E and UTAUT frameworks to explain SMEs’ adoption of technologies.

Purpose This paper aims to attempt to study the adoption of social media technologies in the process of recruitment and selection process of library professionals and faculty members in India. Design/methodology/approach Extended Unified Theory of Acceptance and Use of Technology (UTAUT) model was used for the study. Two additional constructs, namely, impact of the position of recruiters and level of education were added for the study. Data were collected from 230 recruiters for the study. Findings Results of the study highlighted that the hypotheses of UTAUT model were supported. The constructs were performance expectancy, effort expectancy, social influence as well as facilitating conditions that triggered the behavioral intention of recruiters to adopt social media. Originality/value Till date, no any study has been carried out on the application of social media in the process of recruitment of faculty members and library professionals.

Purpose The paper aims to examine the constructs laid down by the information technology (IT) adoption theories to the cloud computing phenomena in conjunction with academic libraries of India to determine the factors responsible for the adoption of cloud computing. Design/methodology/approach Keeping the objectives into consideration, descriptive survey and constructive research method were used in the study. Library professionals engaged in the selected 28 central universities of India were chosen to participate in this study. To find the core drivers responsible for the adoption of cloud computing in academic libraries, constructs were taken from ten IT adoption theories. Findings The findings validate the fact that perceived ease of use, usefulness and ubiquitous availability of the enabling technology are strong drivers of the adoption of cloud computing technology in the libraries. Also, attitude is significantly correlated with the behavioral intention to adopt cloud computing services. High level of correlation was obtained between the cloud computing-perceived attributes and the librarian’s intention to use cloud computing technology. However, security risk is the biggest issue that has been affecting the behavioral intentions. Originality/value The study is a self-conscious attempt to fill the void and determine factors for the adoption of cloud computing in libraries. Further, it attempts to find out the preparedness of Indian academic libraries in adopting cloud computing.
