The study examines energy and energy-related environmental policies in the international context and their impact on the economy and businesses in the context of energy efficiency. The focus is on Ukraine's integration into the European energy market and the legislative features of energy policy. The purpose of the article is to determine the content and features of the administrative and legal regime for the use of solar energy facilities in Ukraine in the light of ensuring the requirements for the viability of human settlements. The tasks of the article were to determine the EU energy efficiency policy, its economic and regulatory justification, which can be adapted to the needs of meeting the energy needs of Ukraine in the crisis conditions of war, and to determine the strategy for the development of energy efficiency of settlements in post-war conditions. The study used general scientific and special methods, the main of which were: abstract-logical, deductive, inductive, historical, modelling and forecasting, methods of system structural, system and functional analysis, economic-statistical (grouping, comparison, etc.). As a result, the authors conclude that the reason for this is its clear advantages over traditional sources, which are difficult to refute. In some countries, the government is implementing complex public programmes with huge financial investments for gradual replacement, but so far the results remain insignificant. Ensuring an adequate level of energy efficiency in Ukraine requires the activation of processes of harmonization of the current national legislation with the standards of the EU energy and climate policy, which is connected with: amendments to the Tax Code of Ukraine in order to create conditions for attracting investors to the market of energy services; further processes of decentralization of the energy system and the spread of alternative, independently separated energy subsystems and energy resource traders; formation of artificial raw materials as sources of thermal energy.

The relevance of the research is due to the change in the monetary policy regime of the National Bank of Ukraine (NBU), which consists in the transition from inflation targeting with a floating exchange rate to a fixed exchange rate as the nominal anchor of monetary policy under martial law. Such a plan to change the monetary policy regime was carefully calculated and outlined in the NBU's Monetary Policy Guidelines for the Duration of Martial Law. The timeliness and effectiveness of the NBU's monetary policy decisions enabled it to mitigate the impact of the military shock on the macro-financial stability of the national economy. The purpose of the article is to consider the theoretical and practical aspects of the NBU's monetary policy under martial law. Methodology. The study uses a systematic method of cognition to determine the sequence of application of monetary policy instruments to smooth out monetary shocks of the wartime period; an abstract-logical method to understand the future monetary policy strategy based on the abandonment of the fixed exchange rate regime and a gradual return to inflation targeting; and a statistical method to analyse the dynamics of monetary indicators of the national economy. Results. The paper presents the main principles of the NBU's monetary policy under martial law. The first shock from the war led to changes in the conduct of monetary policy and a shift to unconventional instruments of its regulation. The gradual adaptation of the economy to the new conditions determined the NBU's further steps to ease monetary policy and move to greater exchange rate flexibility. Practical implications. The practical significance of the research results is to assess the conditions for the transition from the key policy rate-based inflation targeting regime as the main monetary policy instrument to the use of foreign exchange interventions as the main operation in the foreign exchange market under martial law. Value / Originality. The originality of the article is due to the need to identify the prerequisites for the transition to a new monetary policy strategy in a wartime economy. Conclusions. The NBU's timely response to the negative phenomena associated with deteriorating inflation expectations, multiple exchange rates and pressure on international reserves helped prevent the development of a currency and financial crisis in Ukraine. Despite the active hostilities, the NBU is trying to find options that will allow it to conduct an effective monetary policy in the face of a full-scale invasion and unprecedented internal and external shocks. Internationally, Ukraine has exceeded expectations and the NBU has shown a high degree of responsibility, professionalism and creativity in the conduct of monetary policy. Over the past few decades, the use of e-commerce in business has increased significantly. More and more companies that used to focus exclusively on offline operations are beginning to consider e-commerce as a promising area of strategic development. As a result, studying the state of the e-commerce market in Ukraine, as well as trends and barriers to its development, will allow to develop an understanding of the peculiarities of the functioning and growth of business entities in the context of the Ukrainian online environment. In this regard, it is worth paying special attention to the study of the specifics of the development of the e-commerce market as a strategic recovery of the Ukrainian economy. The subject of the study is the process of development of the Ukrainian e-commerce market in the conditions of war. The purpose is to research and analyse the state of the e-commerce market in Ukraine in the context of growing instability caused by the war, as well as to identify key issues and trends in the development of the e-commerce system in an unstable and changing environment. The questions of this study require the use of a combination of general scientific and modern research methods, among which the most important are the method of system analysis (when studying the approaches and points of view of Ukrainian and Western scientists), economic and statistical analysis (to determine the trends in the development of e-commerce in Ukraine), analysis and synthesis (when studying the types and models of e-commerce), graphic analysis (to visualize a number of theoretical and practical provisions of the article). The article examines the state of the e-commerce market in Ukraine during the war. It finds that until 2022 there was a significant increase in the volume and growth rate of the e-commerce market. With the outbreak of the war, the market experienced a dramatic drop in volume, but from 2023 significant stabilisation processes took place. The importance of further development of the e-commerce market not only during the war, but also to overcome its consequences during the post-war recovery period is determined. Conclusions. Ukrainian e-commerce is experiencing high growth rates. The barriers to entering the online market are relatively low and the benefits of e-commerce for users and entrepreneurs are tangible. However, at the current stage, the Ukrainian e-commerce market has many unresolved issues that hinder its development. If the key issues are effectively addressed, the development of e-commerce in Ukraine will have a future.

The development of the smart economy is a topic of great relevance in the contemporary world, particularly in the context of rapid technological advancement and digital transformation. The smart economy is predicated upon the utilisation of sophisticated technologies, including artificial intelligence, the Internet of Things, data analytics, blockchain, and others, with the objective of optimising processes across a multitude of domains, including production, transportation, healthcare, education, energy, trade, and others. The principal advantages of the advancement of the smart economy are that the utilisation of the most recent technologies permits the automation of processes, the optimisation of resources and the enhancement of production efficiency. Those countries and companies that adopt smart technologies proactively can secure a competitive advantage in the market through innovation supported by digital solutions. The objective of this article is to conceptualise the development of the smart economy as the primary source of competitiveness and sustainability. The successful development of the smart economy requires the right management strategy, investment in innovation and education, and partnership between public authorities, the private sector and the public. The growing role of the smart economy defines it as a key factor of competitiveness and sustainability for countries and companies in the modern world. The research methodology includes the integration of different philosophical methods (axiological, systemic, synergistic) with the Agile methodology, which has made it possible to comprehensively analyse the development of the smart economy as the main source of competitiveness and sustainability. Agile methodology, as a methodology of complex adaptive systems, flexible management and innovative components, has allowed to show the practical levers of using mechanisms to ensure sustainable growth, the role of information technologies in the development of a smart economy to achieve the goals of ESG (environmental, social and corporate management) of sustainable development. Research results. The emergence and development of the smart economy as an economy of knowledge, innovation, science and progress, based on intelligent machines and information networks, platforms and tools, which is an integral part of the innovative economy, is presented; the criteria and advantages of the smart economy are defined. The directions of development of the smart economy, its potential impact on competitiveness and sustainability are identified. The relevance of research on the conceptual foundations of personnel strategy formation in industrial enterprises under the conditions of digitalisation appears to be very relevant, which is due to the following factors. The digital transformation of industrial enterprises leads to the emergence of new technologies, processes and personnel requirements. The HR strategy must adapt to these changes in order to ensure that the company has the necessary qualifications and skills. Under the conditions of digitalisation, the demand for specialists in the field of information technologies and digital data processing is increasing. Companies need to develop strategies to attract, retain and develop such personnel in order to remain competitive. Digital technologies make it possible to automate and optimise business processes, so the HR strategy must reflect these changes and take into account the new roles and requirements for personnel. As technologies and processes change, there is a need for continuous training and development of personnel. The HR strategy should include training and development programmes aimed at increasing digital skills. Studying the conceptual foundations of personnel strategy development in the conditions of digitalisation will help companies to effectively adapt to contemporary challenges and ensure their competitiveness. The purpose of the article is to disclose the conceptual foundations of forming a personnel strategy at industrial enterprises in the context of digitalisation. The methodology of the study is an interdisciplinary approach based on the idea of effective development of an industrial enterprise as a sociotechnological system, which allowed to combine systemic knowledge that will help to understand how social factors affect the implementation of technologies and the development of the enterprise as a whole. The enterprise as a complex social and technological system should be analysed within the framework of the socio-humanistic approach, which is based on the recognition of the human being as the subject and object of all processes. In the context of a socio-humanistic approach to business analysis, it is important to address aspects related to social relations, human needs and values, and the interaction between employees and management. The fundamental principles of the socio-humanistic approach, such as taking into account the individual needs of employees, supporting their development and satisfaction from professional activities, can be applied to the analysis of an enterprise's performance. This means that the efficiency and success of an organisation is assessed not only by financial indicators, but also by the level of satisfaction and development of its employees. In the context of the global digital transformation, new communication systems are being formed based on networking and platforms, increased attention to environmental issues and social needs of the population. The purpose of the article is to identify the peculiarities of smart marketing development in the context of global logistics networks. Using the methods of system analysis, the article summarises the processes of spreading smart technologies at all stages of marketing: from smart supply to smart consumption. Graphical visualisation confirms the growth of spending on the latest information technologies in marketing strategies. The essence of the smart marketing concept is revealed: it is becoming digitised and focused on sustainable development, based on personalisation of offers and advertising, acceleration of the purchase or delivery of goods, and focuses on reasonable consumer requirements. A market for new products is emerging, with a high share of digital components, eco-friendly and organic products. Smartisation processes are transforming the logistics activities of companies. New technical solutions (big data, cloud solutions, augmented reality, drone delivery, etc.) help create competitive advantages for the company, increase the efficiency of its solutions, and significantly expand the range of opportunities: personalisation of demand, satisfaction of individual customer requests, improved communications and service, scaling up operations, deeper analysis and forecasting, and the introduction of dynamic pricing.

The theoretical and methodological basis of the research presented in the scientific paper is based on the solution of the problem of the effective functioning of the market environment, agricultural market infrastructure in Ukraine, problems and prospects that Ukrainian agrarian modernity has today in the development of global food markets. An important block of issues is also the role of the state in building new mechanisms of restrictions and incentives, implementation of the whole set of regulatory policies during the war in the context of global political, economic, food and financial challenges. The purpose of the study is to improve scientific approaches and practical recommendations for solving the problem of ensuring the organisational and economic foundations of the functioning of the agrarian market in Ukraine under martial law. In order to achieve this goal, a wide range of research methods was used, the most important of which were the methods of generalisation and synthesis, scientific abstraction, analytical diagnostics, descriptive statistics. The methodical basis of the research were general and special methods, namely: system analysis - in order to comprehensively characterise the strategic potential of agricultural development; statistical analysis (method of standard deviation) of the dynamics of gross production by main types of agricultural products, generalisation and synthesis - in order to examine the legislative and regulatory bases in the direction of diagnosis of the potential of the agricultural sector to ensure the sustainability of national food security. The dialectical method of understanding socio-economic processes, the formal-logical method and the method of system analysis have been applied in order to better understand the processes of the country's food supply, the formation of food independence from imports, the identification of the regularities of the processes of food self-sufficiency, as well as to take into account the influence of macroeconomic factors on the improvement of the level of national food supply and food security. The main set of indicators and factors (conditions) of national food security and the set of indicators of national food security were formed to address important issues of food supply in accordance with the country's potential capabilities in the production, storage, processing of agricultural products to provide food for all categories of the population with appropriate levels of consumption, as well as food of adequate quality and safety. The study determines that the economic focus of regulatory measures on the food sector, on the protection of domestic consumers, will lead to the provision of agricultural producers with the necessary and optimal level of income, and will help to increase the competitiveness of the agricultural sector as a whole. The research examines the prospects for using the potential of the agro-industrial complex of Ukraine to study green technology innovations during economic development under martial law. Based on the study, it is proved that technological innovations in the agricultural sector contribute to economic development and improve the quality of agricultural land. The article analyses the successful implementation of the case of LLC Yuzhef-Mykolayiv Biogas Company, which has successfully restructured the production of a sugar plant and produces biogas and digestate with further processing into electricity and fertiliser. The modern capacities of the studied enterprise are highlighted, which allow to produce 2800 m3 of biogas and ensure the production of 5200 kWh of electricity, while consumption does not exceed 150 kW, at a load of 80%. The volume of digestate produced per year is 100,000 tonnes. In the regional context, innovative environmental technologies aimed at improving the quality of agricultural land have been introduced. An effective mechanism of spatial synergy with adaptation of this practice at most sugar factories through restructuring of production - creation of biogas production facilities on the basis of sugar factories - is proposed. As a long-term development perspective, the paper presents further creation of alcohol production facilities to use excess heat energy from mini-thermal power plants for the production of alcohol and bioethanol. Furthermore, this study confirms the non-linear effect of economic development; a significant result shows that the impact of green technology innovations on improving the quality of agricultural land (soil humus content, amount of mineral and organic fertilisers, pesticides, area of land under organic production, etc.) contributes to the increase in the level of regional economic development of the agricultural sector. The article clarifies the intermediary role of economic development of the agro-industrial complex. The results of the study implement the tasks of sustainable development, such as improving the environment through the innovation of green technologies and achieving regional synergy in green development.

In recent years, there has been a sharp decline in the population of Ukraine. For this reason, the promotion of measures aimed at maintaining and improving health is becoming increasingly important. Its implementation requires financial and social support from the state, which is essential. The purpose of this study is to determine the impact of economic and social factors on the adherence to a healthy lifestyle by medical school staff and future doctors. Methodology. The study involved 73 respondents in the age groups of 22-24 and 25-35, of whom 37 were students of 4-6 years of KNMU; 26 were KNMU educators and 10 were educators from V. N. Karazin KNU. The sociological research was conducted by means of a survey. The questionnaire was distributed using Google forms in the relevant groups on Viber, Telegram and Instagram. Results. When analysing the data of the study, the following data were obtained: the observance of a healthy lifestyle is mainly influenced by the lack of financial support, the lack of preferential conditions for the purchase of season tickets or sports equipment. In addition, there is a lack of safe places for mass sports and/or physical culture. Another factor that has a significant impact on the observance of a healthy lifestyle is insufficient health education, as none of the respondents mentioned the implementation of educational activities to clarify the importance and benefits of maintaining and improving one's health and the degree of responsibility that the individual bears. At the same time, the data obtained point to a number of issues that need to be addressed: firstly, it is necessary to improve the legal framework to ensure compliance with a healthy lifestyle; secondly, it is essential to implement measures to support and promote the maintenance of health, in particular the abandonment of bad habits. It is also advisable to provide funding for the creation of safe places for mass sports/physical culture and assistance in the provision of subscriptions and necessary sports equipment on preferential terms. Conclusion. Thus, summarising the above information, it can be concluded that the issue of supporting a healthy lifestyle requires close attention from the state, justification for attracting economic resources and society as a whole. The data obtained are a prerequisite for the development of measures to promote a healthy lifestyle, in particular the promotion and clarification of the positive consequences of observing and maintaining health, with mandatory visual confirmation and clear justification of this statement. At the same time, in order to implement this line of action, it is necessary to take into account the experience of the countries of the European Union, especially with regard to the improvement of the regulatory and legal framework.

The purpose of this study is to analyse the current state of the economy and public finances in Ukraine and to develop an inclusive and collaborative framework for their post-war recovery. The main research methods used were quantitative, qualitative and documentary analysis. Quantitative analysis was used to evaluate and compare key economic and financial indicators between different countries, as well as to identify trends, including inclusive ones, in the development of the economy and public finances. Qualitative analysis was used to study and analyse the political, social and economic factors that influence the development of an inclusive economy and public finance after conflicts. The documentary analysis was used to assess the legal and regulatory framework governing economic and financial relations in Ukraine and other countries, and to determine the capacity of the existing regulatory system to ensure inclusive post-war recovery. The results of the study, based on the study of empirical material and typologies of best practices of countries that have been in various types of conflicts, prove the need for an in-depth study of the interactions and interdependencies between the inclusive economy and public finance based on the Inclusive Growth Index and structural changes in the issues of the impact of inclusion on the ontogeny of public finance, solving problems with corruption, involvement of civil society institutions and adaptation of SMEs to the conditions of the military economy. The paper also identifies structural, fiscal and debt obstacles to ensuring the sustainability of public finances, which threatens Ukraine's further post-war recovery based on an inclusive paradigm. The authors present the key determinants of post-war recovery based on an inclusive country ranking, which should underpin further progress in public finance in the context of short-, medium- and long-term post-war goals. The study's conclusions are based on the inclusive economy paradigm, which forms an ecosystem of rationalisation of natural resources and the use of innovations, which should become the basis for post-war recovery, ensuring sustainable and balanced development of public finances and inclusive economic policy based on the Ukrainian Peace Formula. To this end, the article substantiates the need to develop a modified version of the strategy (in the tactical projection – more broadly adapted to the conditions of the wartime economy, the need to provide financial resources for the shift in economic policy from raw material orientation to inclusive development, in the medium term – anti-crisis correction of behavioural models of economic agents in the direction of imbuing the Ukraine Facility Plan for 2024-2027 with the spirit of inclusion and barrier-free access, and in the long term – achieving the goals of post-war recovery, ensuring the sustainability of public finances and the national economy) for reforming the public finance management system, w
