The Problem with Templates: Learning from Organic Gang-Related Violence Reduction 模板的问题:从有机的帮派暴力减少中学习

This article considers what demobilisation, disarmament, and reintegration (DDR) programmes might learn from research on gangs and the problems associated with government-instituted ‘wars on gangs’ putatively aimed at reducing or fighting gang-related violence. It begins by considering interventions associated with the global war on gangs, and compares their underlying premises and practices with those of DDR programmes while highlighting how both are plagued with problems associated with drawing on de-contextualized templates. Drawing on long-term ethnographic research carried out in Nicaragua and South Africa, the article then goes on to explore why individuals leave gangs, focusing in particular on the more organic processes that deplete gangs of their members, as well as the consequences that the different possible occupational trajectories of ex-gang members can have for patterns of violence. These offer a number of potential lessons for DDR programmes, particularly with regard to reducing violence in a realistic and sustainable manner.

Resonating, Rejecting, Reinterpreting: Mapping the Stabilization Discourse in the United Nations Security Council, 2000–14 共鸣、拒绝、重新诠释:描绘联合国安理会的稳定话语,2000 - 2014

This article charts the evolution of the conceptualisation of stabilization in the UN Security Council (UNSC) during the period 2001–2014. UNSC open meetings provide an important dataset for a critical review of stabilization discourse and an opportunity to chart the positions of permanent Members, rotating Members and the UN Secretariat towards this concept. This article is the first to conduct an analysis of this material to map the evolution of stabilization in this critical chamber of the UN. This dataset of official statements will be complemented by a review of open source reporting on UNSC meetings and national stabilization doctrines of the ‘P3’ – France, the UK and the US. These countries have developed national stabilization doctrines predominantly to deal with cross-governmental approaches to counterinsurgency operations conducted during the 2000s. The article therefore presents a genealogy of the concept of stabilization in the UNSC to help understand implications for its future development in this multilateral setting. This article begins by examining efforts by the P3 to ‘upload’ their conceptualisations of stabilization into UN intervention frameworks. Secondly, the article uses a content analysis of UNSC debates during 2000–2014 to explore the extent to which the conceptualisation of stabilization resonated with other Council members, were rejected in specific contexts or in general, or were re-interpreted by member states to suit alternative security agendas and interests. Therefore, the article not only examines the UNSC debates surrounding existing UN ‘stabilization operations’ (MONUSCO, MINUSTAH, MINUSCA, MINUSMA), which could be regarded as evidence that this ‘western’ concept has resonated with other UNSC members and relevant UN agencies, but also documents the appearance of stabilization in other contexts too. The article opens new avenues of research into concepts of stabilization within the UN, and seeks to provide a thorough accounting of the origins, spread, and potential trajectories for the concept and practice of stabilization in UN contexts.

Rethinking Disarmament, Demobilization and Reintegration Programs 重新考虑解除武装、复员和重返社会方案

This article introduces the special issue on DDR and ‘Armed Non-Statutory Actors’ (ANSAs) which we prefer to the less precise label of Armed Non-State Actors. The understanding that disarmament, demobilization and reintegration (DDR) programs are essential in helping to prevent the recurrence of war in post-conflict situations is at the heart of current peacebuilding practice and the academic literature on peacekeeping and stabilization. But the changing strategic context of DDR programs and in particular the proliferation of ANSAs presents new challenges, the responses to which have been characterized as ‘second generation’ DDR. The changing context poses new questions and forces us to rethink assumptions and templates of DDR as the concept is blurred and expanded. The question is if it makes sense to hold on to the concept or whether the assumptions associated with it will get in the way of rethinking templates for violence reduction in the future.

From War to Peace: Security and the Stabilization of Colombia 从战争到和平:哥伦比亚的安全与稳定

Foreword for the Special Collection Citizen Security Dialogues in Colombia: Controlling the territory and building security and justice in post-conflict contexts From war to peace: security and the stabilization of Colombia, gathers research form leading scholars and practitioners to discuss key topics regarding recent developments around the peace process, between national government and the FARC rebels, in Colombia. After taking into account the impact of security policies implemented during the first decade of the twenty-first century (demobilization of paramilitary groups, strengthening of national armed forces and the containment and weakening of guerrilla groups), this issue further explores challenges, as well as policy options, faced by the state during a post conflict scenario, given a positive outcome of the ongoing peace process. Specifically, and using a broad data analysis, issues such as the ability of organized crime to sabotage post-conflict policy implementation, the absence of state and the rule of law in isolated areas of the country or the importance of local justice as an institutional strengthening strategy for stabilization, are addressed in order to draw important conclusions regarding the problems associated to the persistence of ungoverned and unstable territories in post-conflict contexts all over the world.

The Evolution and Reform of Palestinian Security Forces 1993-2013 1993-2013年巴勒斯坦安全部队的演变和改革

This article provides a contextual analysis of the evolution and reform processes of Palestinian security forces over the last two decades. It categorises the evolution of security reform processes into three phases: the Oslo Accords phase; the Second Intifada phase; and the Fayyadism phase. The article argues that despite the attempt to reverse the conditions of insecurity through security reform under Fayyadism (the Palestinian Authority’s state-building project between 2007–2013 in the occupied West Bank), fundamental tensions between the Palestinian Authority’s security forces and the Palestinian resistance movement have emerged. This tension manifested in authoritarian transformations and trends and therefore the entire security reform project constituted yet another form of institutionalised insecurity, but framed in a state-building and good governance framework. This article concludes that the enhanced functionality of the Palestinian Authority’s security forces and the reformed style of governance, resulted in the criminalisation of resistance against the Israeli occupation. In this way, the state-building project during the Fayyadism era directly and indirectly sustained the occupation. Conceptually, the Palestinian case demonstrates the fundamental flaws of conducting a security sector reform in the absence of sovereign authority and local ownership of the reform processes, and while living under a foreign military occupation.

The Afghan Local Police – Closing the Security Gap? 阿富汗地方警察——填补安全缺口?

The Afghan Local Police (ALP) was designed as an international counterinsurgency programme that works by raising small, village-level defence forces from within rural Afghan communities. Despite being driven by counterinsurgency objectives – that is, seeking to defeat insurgents - its emphasis upon harnessing local populations reflects broader fashions in development and security policy circles. Such policies, in turn, are commonly seen as emerging from a body of theoretical literature that is rethinking the nature of political order in conflict-torn spaces. At face value the range of well-documented controversies surrounding the ALP suggests, however, that the practice is much more ‘messy’. Using the case study of the ALP in the district of Andar, we make two main arguments. First, the mess and ambiguity surrounding the ALP reveal a gap between objectives and practices, suggesting that interventions that work by seeking to harness the ‘local’ introduce problems that have yet to be fully recognised. Second, however, in explaining the ‘mess’ of the ALP we argue that the theoretically-driven work that is commonly taken to justify ‘bottom-up’ interventions, if taken seriously, is well-suited to understanding and even anticipating the supposedly unexpected consequences of intervenors seeking to tap local dynamics.

‘It’s Not a Gift When It Comes with Price’: A Qualitative Study of Transactional Sex between UN Peacekeepers and Haitian Citizens “有代价的不是礼物”:联合国维和人员与海地公民之间性交易的定性研究

Sexual exploitation of civilians by peacekeepers undermines the fragile stability established in post-conflict settings. Despite this, it continues to be an ongoing problem for peacekeeping missions worldwide. Efforts to respond to sexual exploitation and abuse (SEA) have focused on the establishment of rules prohibiting this behavior, condom distribution, and the training of peacekeepers before and during deployment. In an effort to further our understanding of the dynamics that surround SEA by peacekeepers, 231 Haitian citizens who have engaged in transactional sex with peacekeepers were interviewed about their opinions and experiences. Themes which emerged from these interviews included the triggering events or situations which facilitated engagement in transactional sex, the individual’s understandings of their own experiences in relationship to cultural and social factors, sex as a strategy for filling unmet economic needs, and the differences between the relationships with peacekeepers and normal romantic relationships. Experiences with condom use, pregnancy, abuse, and barriers to reporting assault and harassment were also discussed.

One of the world’s most ambitious experiments in mobile money is underway in the Somali territories. In the absence of a strong central government and internationally recognized banking institutions, remittance companies and the telecoms industry have been innovating to provide services unique to the Somali context, which is making the economy increasingly ‘cashless’. Mobile money has posed new regulatory and legal challenges, particularly when disputes involving consumers are involved. This article focuses on a case study from Somaliland (the northern, self-declared independent region of Somalia) and examines Zaad, the dominant mobile money platform. Given the weak state institutions, there are a variety of actors, including private companies, government police and courts, sharia courts and traditional elders that play an active role in resolving conflicts that result from mobile money transactions, forging a hybrid judicial approach. We examine how these different actors intervene and create an enabling environment to allow innovation and foster trust in a region of the world that is frequently characterized as violent and lawless.

Iraq: Learning Civilian Protection the Hard Way 伊拉克:艰难地学习保护平民

This article—based on the author’s interviews with civilians and security forces in areas retaken from the Islamic State (also known as ISIS) in Northern Iraq in 2015—examines challenges in civilian protection when pro-government forces take control of areas formerly under control of anti-government forces.1 It recommends to the Iraqi and Kurdish leadership specific harm mitigation training for their forces, a protection-based approach to shield civilians from harm from all sides, and provision of security to returnees, including protection both from crime and revenge attacks. Such preventative measures, if enacted before major military operations to retake populated areas under ISIS control begin, would better protect civilians, strengthen the government’s mission against ISIS and provide building blocks for a stable Iraq.

The Geography of Justice: Assessing Local Justice in Colombia’s Post-Conflict Phase 司法地理:评估哥伦比亚冲突后阶段的地方司法

This article combines descriptive empirical research with theoretical reflections to offer policy guidelines on what the role of local justice institutions in Colombia’s post-conflict phase should be. The article is divided into two parts. In the first, we present empirical evidence to illustrate the ways in which justice operates differently across the territory. In addition to illustrating these disparities, we also demonstrate the connection between these disparities and some phenomena relevant to understanding the Colombian conflict. Based on these findings, the second part of this article defines the state-building challenge confronted by the Colombian State during the post-conflict phase. Following this part, we propose a solution to this state-building challenge: the State must adopt a combination of efficacy and justice, and we provide guidelines on how a post-conflict justice system can operate to achieve that combination.
