M. George, Camille Quamina, Honor Ford-Smith, J. Allen-Paisant
The following is a transcript of a roundtable discussion between Camille Quamina, Senior Lecturer in the School of Drama at the Edna Manley College of the Visual and Performing Arts, Kingston, Jamaica; Marvin George, Dean of the School of Drama at the Edna Manley College; Honor Ford-Smith, Associate Professor of Cultural and Artistic Practices for Environmental and Social Justice at York University in Toronto, Canada; and Jason Allen-Paisant, Associate Professor of Aesthetic Theory and Decolonial Thought at the University of Leeds. It took place online on April 26, 2021. The topic of discussion was the use of rituals in Quamina’s and George’s theatre practices. Additionally, in speaking about the function of festivals, rituals, and everyday performance in Caribbean life, we opened up a discussion about how to define Blackness in the Caribbean context, and about whether there were several such definitions, since we felt that this was significant in framing the notion of Black Caribbean futures.

Speaking in April 2016, legal scholar Adrien K. Wing raised a series of questions that today seem to belong to an entirely different world. Is the body of legal scholarship known as ‘Critical Race Theory,’ she asked, a mere frill in the law school curriculum, given that no institutions designate it as a degree requirement and no states specify it as a topic on their bar exams? Is it, in other words, ‘already dead’ and ‘of merely historic interest’? Or, despite its clear marginality to the institutions and profession of American law, she wondered, might it nevertheless have a future anyway?

I tend to describe joy as this experience of transformation or release from the constraint or costume of the individual or the subject [ … ] I think it ’ s about floating, it ’ s about being nothing and being everything at the same time; this sense of the self disappearing in the context of the vastness of the earth, the ocean, the sky, the land. That kind of joy is always about self-dissolution, escape. The vanishing line of the maroon coincides with that of the magician: a ‘ beyond ’ of the visible which is also a beyond of colonial reality, a projection of a world that is both past and to come.

The present volume is the second of two special issues that focus on Migrant States of Exception , published by Parallax as consecutive issues 27.2 and 27.3. Based on an interdisciplinary symposium at the University of Wuppertal in November 2019, these two parts function as companion pieces. Neither scholarly work nor literary or filmic representations tend to have a direct influence on political or legal decision-making processes.

A World Under Water: Rethinking the Levee in Beasts of the Southern Wild

During the opening sequence of Benh Zeitlin’s apocalyptic tale Beasts of the Southern Wild, the six-year-old protagonist Hushpuppy and her father Wink are drifting on a provisional boat made up of discarded spares as they stare at a giant levee that separates their home, the Bathtub, from ‘the dry world’ on the other side. Dwarfed by the enormous wall, Hushpuppy and Wink contemplate the industrial landscape beyond the divide as they float across the waters blocked by the construction. While the image clearly positions Hushpuppy and Wink on the side of the excluded, abandoned and precarious, opposite modernity’s marvel, Wink confidently declares ‘Ain’t it ugly over there? We’ve got the prettiest place on earth’, before Hushpuppy’s voice-over elaborates that ‘up above the levee, on the dry side, they are afraid of the water like a bunch of babies. They built the wall that cuts us off’. From the outset, the film offers a stark reminder that climate precarity takes place within the context of colonial and capitalist division, where the end of the/ one world is premised on the growth of another. The levee dramatises the margin of Hushpuppy’s universe and simultaneously positions her as marginalised in a sternly hierarchised order. ‘A site of dispossession’, as Katherine McKittrick would put it, the levee as border, edge and limit is simultaneously spatial, imaginary and socially produced, relegating precarity to the invisible, nonhuman and adjacent. In centring the child’s perspective, however, the film renegotiates the physical and phantasmatic expulsions achieved by fences and walls, viscerally remapping (if messily) the unimagined spaces of climate dispossession.

Historically speaking, the colonial expansion of European powers was an essential condition of their continuous economic growth. The era of colonialism was marked by a constant migration of Europeans to the territories that they had conquered. Due to colonialism, Western capitalism still dominates the global economy, whereas poverty and armed conflicts in the Global South – all too frequently the direct offspring of colonialism – have triggered an ongoing migration to the Western world.

Migrant populations often exist not only at the geographical, social, and economic peripheries of society but also at the peripheries of public discourse. Framed as illegitimate members of and threats to society, time and again, migrants have had to endure states of exception, whose seemingly preliminary character is often in effect long-lasting and at times permanent. One example thereof would be the Algerian tent camps that have housed displaced Western Saharans for over forty years now. With the installation of new and possibly permanent ‘provisional’ camps in the last years, for instance at the EU’s borders, the issue has only gained relevance. Giorgio Agamben calls the camp ‘the materialization of the state of exception’ and the ‘creation of a space in which bare life and the juridical rule enter into a threshold of indistinction’. His theorisations on the function(s) of the state of exception and its manifestations serve as status quo for most discussions of the phenomenon today.
