Digital humanitarianism and crisis management: an empirical study of antecedents and consequences 数字人道主义与危机管理:前因后果的实证研究

PurposeThis study proposes a digital humanitarianism dynamic capability (DHDC) paradigm that explores the direct effects of DHDC on disaster risk reduction (DRR) and the mediating effects of process-oriented dynamic capabilities (PODC) on the relationship between DHDC and DRR.Design/methodology/approachTo validate the proposed model, the authors used an offline survey to gather data from 260 district magistrates in India managing the COVID-19 pandemic.FindingsThe results affirm the importance of the DHDC system for DRR. The findings depict that the impact of PODC on DRR in the DHDC system is negligible. This study can help policymakers in planning during emergencies.Research limitations/implicationsTechnological innovation has reshaped the way humanitarian organizations (HOs) respond to humanitarian crises. These organizations are able to provide immediate aid to affected communities through digital humanitarianism (DH), which involves significant innovations to match the specific needs of people in real-time through online platforms. Despite the growing need for DH, there is still limited know-how regarding how to leverage such technological concepts into disaster management. Moreover, the impact of DH on DRR is rarely examined.Originality/valueThe present study examines the impact of the dynamic capabilities of HOs on DRR by applying the resource-based view (RBV) and dynamic capability theory (DCT).

Managing supply chains during COVID-19 outbreak: a case of Hong Kong toy manufacturing company 新冠肺炎疫情期间的供应链管理:以香港玩具制造公司为例

PurposeThis study aims to identify key supply chain challenges and opportunities of the case of Hong Kong toy manufacturing company during the COVID-19 outbreak and develop a comprehensive structural relationship to rank them.Design/methodology/approachIn this study, a toy model company in Hong Kong is considered to discuss about what challenges and opportunities have the biggest impacts on non-necessary goods companies and how to deal with different impacts on entire supply chain flow disruption during COVID-19. A semi-structured interview with five decision-makers from the company was made to give key challenges and opportunities scores. The Technique for Order of Preference by Similarity to Ideal Solution (TOPSIS) technique is used to establish the model and rank them afterward to overcome the challenges.FindingsFrom the data analysis and results, “salary of employee” and “inconvenient transportation” have emerged as top and bottom key challenges respectively. The sequence of organized challenges in the list needs to mitigate one by one in this order to improve the supply chain performance. The “client's orders’ frequency, customer management” and “supplier/partner relationship management” are identified as the top and bottom respectively to develop the opportunities.Research limitations/implicationsThese key challenges and opportunities are identified as contributing attributes and provide the way to measure to improve production, profits and sustainable growth of the toy manufacturing company during a pandemic. Moreover, it helps to improve the distribution level and good planning with appropriate decision making to manage the supply chain performance considering humanitarian aspects during a pandemic outbreak.Originality/valueThe novelty of this study is to identify the key supply chain challenges and opportunities measured by the TOPSIS method to rank them and consider the case of a Hong Kong toy manufacturing company as a case-based approach to measuring its performance during the COVID-19 outbreak.

Covid 19 vaccine order allocation: an optimization model with substitution Covidneneneea 19疫苗订单分配:一个具有替代的优化模型

PurposeThis paper focuses on multi-objective order allocation with product substitution for the vaccine supply chain under uncertainty.Design/methodology/approachThe weighted-sum minimization approach is used to find a compromised solution between three objectives of minimizing inefficiently vaccinated people, postponed vaccinations, and purchasing costs. A mixed-integer formulation with substitution quantities is proposed, subject to capacity and demand constraints. The substitution ratios between vaccines are assumed to be exogenous. Besides, uncertainty in supplier reliability is formulated using optimistic, most likely, and pessimistic scenarios in the proposed optimization model.FindingsCovid-19 vaccine supply chain process is studied for one government and three vaccine suppliers as an illustrative example. The results provide essential insights for the governments to have proper vaccine allocation and support governments to manage the Covid-19 pandemic.Originality/valueThis paper considers the minimization of postponement in vaccination plans and inefficient vaccination and purchasing costs for order allocation among different vaccine types. To the best of the authors’ knowledge, there is no study in the literature on order allocation of vaccine types with substitution. The analytical hierarchy process structure of the Covid-19 pandemic also contributes to the literature.

Equitable post-disaster relief distribution: a robust multi-objective multi-stage optimization approach 公平的灾后救灾分配:一种稳健的多目标多阶段优化方法

PurposeThis paper aims to address a location-distribution-routing problem for distributing relief commodities during a disaster under uncertainty by creating a multi-stage model that can consider information updates during the disaster. This model aims to create a relief network that chooses distribution centers with the highest value while maximizing equity and minimizing response time.Design/methodology/approachA hybrid algorithm of adaptive large neighborhood search (ALNS) and multi-dimensional local search (MDLS) is introduced to solve the problem. Its results are compared to ALNS and an augmented epsilon constraint (AUGMECON) method.FindingsThe results show that the hybrid algorithm can obtain high-quality solutions within reasonable computation time compared to the exact solution. However, while it yields better solutions compared to ALNS, the solution is obtained in a little longer amount of time.Research limitations/implicationsIn this paper, the uncertain nature of some key features of the relief operations problem is not discussed. Moreover, some assumptions assumed to simplify the proposed model should be verified in future studies.Practical implicationsIn order to verify the effectiveness of the designed model, a case study of the Sarpol Zahab earthquake in 2017 is illustrated and based on the results and the sensitivity analyses, some managerial insights are listed to help disaster managers make better decisions during disasters.Originality/valueA novel robust multi-stage linear programming model is designed to address the location-distribution-routing problem during a disaster and to solve this model an efficient hybrid meta-heuristic model is developed.

Vaccine network design to maximize immunization coverage 最大限度扩大免疫覆盖率的疫苗网络设计

PurposeThe COVID-19 pandemic has forced countries to consider how to reach vulnerable communities with extended outreach services to improve vaccination uptake. The authors created an optimization model to align with decision-makers' objective to maximize immunization coverage within constrained budgets and deploy resources considering empirical data and endogenous demand.Design/methodology/approachA mixed integer program (MIP) determines the location of outreach sites and the resource deployment across health centers and outreach sites. The authors validated the model and evaluated the approach in consultation with UNICEF using a case study from The Gambia.FindingsResults in The Gambia showed that by opening new outreach sites and optimizing resource allocation and scheduling, the Ministry of Health could increase immunization coverage from 91.0 to 97.1% under the same budget. Case study solutions informed managerial insights to drive gains in vaccine coverage even without the application of sophisticated tools.Originality/valueThe research extended resource constrained LMIC vaccine distribution modeling literature in two ways: first, endogenous calculation of demand as a function of distance to health facility location enabled the effective design of the vaccine network around convenience to the community and second, the model's resource bundle concept more accurately and flexibly represented complex requirements and costs for specific resources, which facilitated buy-in from stakeholders responsible for managing health budgets. The paper also demonstrated how to leverage empirical research and spatial analysis of publicly available demographic and geographic data to effectively represent important contextual factors.

PurposeThe occurrence of disaster and crisis is increasing. They are complex as well as challenging for humanitarian organizations (HOs) and societies involved in disaster relief operations. This study examined the nexus between supply chain flexibility (SCF) and humanitarian supply chain performance (HSCP) among HOs with empirical evidence from HOs in Ghana.Design/methodology/approachThe study employed the quantitative method to explore the interdependencies among the variables. In congruence with this, the study employed the purposive and convenience sampling technique to obtain information from 168 respondents. The analysis was done using SPSS version 23 and Smart PLS version 3.FindingsThe outcome indicates that intercluster coordination (ICC) plays a significant mediating role between SCF and HSCP.Practical implicationsThe outcome of the study indicates that a closer and stronger relationship ensures proper channel use among the HOs. This will improve the performance of the supply chain of HOs and their ability to deal with supply chain uncertainties.Originality/valueThe discovery of this study provides empirical support to the resource-based view theory. Thus, practitioners in the humanitarian setting give priority to factors that could enhance flexibility in their supply chain as well as implement coordination strategies to achieve a responsive humanitarian supply chain (HSC) system in the quest to minimize the outcome of disasters.

PurposeEach individual needs to be vaccinated to control the spread of the COVID-19 pandemic in the shortest possible time. However, the vaccine distribution with an already strained supply chain in low- and middle-income countries (LMICs) will not be effective enough to vaccinate all the population in stipulated time. The purpose of this paper is to show that there is a need to revolutionize the vaccine supply chain (VSC) by overcoming the challenges of sustainable vaccine distribution.Design/methodology/approachAn integrated lean, agile and green (LAG) framework is proposed to overcome the challenges of the sustainable vaccine supply chain (SVSC). A hybrid best worst method (BWM)–Measurement of Alternatives and Ranking According to COmpromise Solution (MARCOS) methodology is designed to analyze the challenges and solutions.FindingsThe analysis shows that vaccine wastage is the most critical challenge for SVSC, and the coordination among stakeholders is the most significant solution followed by effective management support.Social implicationsThe result of the analysis can help the health care organizations (HCOs) to manage the VSC. The effective vaccination in stipulated time will help control the further spread of the virus, which will result in the normalcy of business and availability of livelihood for millions of people.Originality/valueTo the best of the author's knowledge, this is the first study to explore sustainability in VSC by considering the environmental and social impact of vaccination. The LAG-based framework is also a new approach in VSC to find the solution for existing challenges.

PurposeThis study contributes to the extant literature on ICT firms by investigating the interrelationship between the health and safety (H&S) measures, market performance, and the coronavirus (COVID-19).Design/methodology/approachTo conduct the confirmatory analysis by testing our hypotheses, data have been collected from Bloomberg of all ICT firms from five countries. The authors gathered from 2010 until 2020 as the research sample to examine the pandemic impact on market performance and H&S measures.FindingsFirst, our results reveal a significant and positive relationship between market performance (proxied by Tobin’s Q) and the H&S measures of information technology (IT) firms. Second, the authors find that the IT firms have significantly increased the H&S measures during the COVID-19 period and were dynamic in linking employees’ adaptive capabilities to positive attributes. This has contributed to business success, resiliency, and sustainability.Research limitations/implicationsThe authors used a quantitative method of testing our hypotheses. Future studies may consider checking the robustness using qualitative methods such as structural or semi-structural interviews.Practical implicationsThe study offers valuable insights to academics, practitioners, stakeholders, policymakers, and international entities by fostering knowledge about responses to crises, integrating digital solutions, and disseminating digital information. The study also has implications on the health, social, business, and economic levels. This study is a call for international and local humanitarian organisations such as United Nations High Commission, Care international and many more to understand the gravity of safety of the workers in the workplace during the pandemic period and introduce a firm-level policy accordingly.Originality/valueThis paper is novel considering that the paper is unique in evaluating ICT firms’ market performance and H&S from a global perspective, considering the context of this historical pandemic.

PurposeImmunization is one of the most cost-effective ways to save lives while promoting good health and happiness. The coronavirus disease 2019 (COVID-19) pandemic has served as a stark reminder of vaccines' ability to prevent transmission, save lives, and have a healthier, safer and more prosperous future. This research investigates the sustainable development (SD) of the COVID-19 vaccine supply chain (VSC).Design/methodology/approachThis study investigates the relationship between internal process, organizational growth, and its three pillars of SD environmental sustainability, economic sustainability and social sustainability. Survey-based research is carried out in the hospitals providing COVID-19 vaccines. Nine hypotheses are proposed for the study, and all the hypotheses got accepted. The survey was sent to 428 respondents and received 291 responses from health professionals with a response rate of 68%. For the study, the healthcare professionals working in both private and public hospitals across India were selected.FindingsThe structural equation modelling (SEM) approach is used to test the hypothesis. All nine hypotheses are supported. This study examines a link between internal processes and organizational learning and the three sustainability pillars (environmental sustainability, economic sustainability and social sustainability).Practical implicationsThis study will help the management and the policymakers to think and adopt SD in the COVID-19 VSC. This paper also implies that robust immunization systems will be required in the future to ensure that people worldwide are protected from COVID-19 and other diseases.Originality/valueThis paper shows the relationship between organizational learning and internal process with environmental sustainability, economic sustainability and social sustainability for the COVID-19. Studies on VSC of COVID-19 are not evident in any previous literature.
