Belarus: “Securitization” of State Politics and the Impact on State-Society Relations 白俄罗斯:国家政治的“证券化”及其对国家与社会关系的影响

Abstract State-society relations in authoritarian settings are a recurrent topic in the respective literature. Phenomena ranging from loyalty and apathy to dissent, open protest, and resistance have been widely researched. The different patterns of regime response or the way authorities mobilize forces themselves have been discussed to a much lesser extent. This contribution analyzes the gradual deterioration of the state-society relationship in Belarus. These fragile relations have been brought to the brink of collapse by the authorities’ mishandling of the ongoing Covid-19 pandemic and the fraudulent presidential election in August 2020, which became a catalyst for the eruption of mass protests in the country. As a consequence, Belarus has developed into a state obsessed with security concerns. The pretense of legitimacy and the promise of a social welfare state have been replaced by an unvarnished clientelist dictatorship, relying on an inflated security apparatus. The article identifies indicators for an increased “securitization” of state politics in recent years and corresponding measures that guided authorities in their endeavor to counteract societal resistance. The aim is to shed light on how securitized interactions have become emblematic of dysfunctional state-society relations in Belarus.

Abstract Who are the people who, in the face of extreme repression, unexpectedly take to the streets en masse in an authoritarian state? This article aims to answer this question with reference to the case of the Belarusian anti-Lukashenka mass mobilization of 2020. It employs unique data from an original online protest survey among citizens of Belarus who were 18 or older and residing in the country at the time of the protests (Onuch et. al.; MOBILISE 2020 & 2021; n = 17,174), fielded August 18, 2020–January 29, 2021.2 This survey was designed to: (a) capture as many protesters as possible; and (b) capture a large enough sample of non-protesters as a comparative reference group enabling us to better understand how different anti-Lukashenka protesters (n = 11,719) were from non-protesters (n = 5,455). Guided by theoretical and empirical expectations of contentious politics scholarship, we first provide descriptive statistics about the socio-demographic characteristics of the protesters, self-reported protest grievances and claims, and median protester preferences on a range of attitudes and policies. This portrait of the protesters is followed up by regression analysis to test whether these patterns hold at a statistically significant level when comparing protesters and non-protesters.

Displaced Memoryscapes – Archives of Hungarian Women Authors from Post-Yugoslavia 流离失所的记忆——后南斯拉夫匈牙利女作家档案

Abstract The article deals with archives of memoryscapes as remembered landscapes of a past society by Hungarian women authors from Yugoslavia. Divided into two separate cycles, it explores how an inhabited geography transgressed from the present into a past, and how it evolved via belletristic practices from the 1990s onward. The archive is therefore assessed as a cumulative development of text-worlds in prose, poetry, and drama by Hungarian women, who either remained in disintegrating Yugoslavia or emigrated to Hungary, both of which led mostly to uprootedness and a misinterpretation of their work. Accordingly, displaced as authors, who remember landscapes that are beyond official memory politics, their archive remained largely unnoticed and marginalised throughout the decades. Emerging in autobiographic writing and literary fiction equally, these memoryscapes are not idiosyncratic but are regulated and systemic representations of a time, a space, and a society. To display such a mnemonic agency, the article integrates the foucauldian notions of the archive with the thirdspace perspective of geocriticism within literary representation, as used in post-colonial thought. Eventually, this enables the exposition of the archive of these female memoryscapes of an ethnic minority not in relation to other “national” archives, or as auxiliary archives of a male perspective, but as a system of thirdspaces and representation in itself.

I would like to start my response by expressing my profound gratitude to the three commentators for their in-depth engagement with my book, their generous comments, and the rich variety of though-provoking challenges and critiques. Their contributions urge me to refine the theoretical and empirical implications of the book in novel ways. Responding to all of their excellent observations would go beyond the scope of this short essay, but I will address what I identify as the most fundamental arguments, clustered in three main themes, according to which I will structure my response. The first part will address the comments of the reviewers that relate to key definitions and case classifications. The second part focuses on challenges to the theoretical argument, including alternative explanations. Finally, the third part addresses unresolved questions in the book identified by the reviewers, which open up promising avenues for future research.

Testing the National Identity Argument in a Time of Crisis – Evidence from Israel 在危机时期检验国家认同论点——来自以色列的证据

This article explores the national identity argument in unsettled times by using the COVID-19 pandemic as a test case. It uses a longitudinal survey among Jewish Israelis to examine whether the pandemic influenced levels of national identity and solidarity and whether it altered their relationship. The findings indicate a clear reduction in levels of solidarity, national attachment, and national chauvinism over time. They also show that the positive connection between national attachment and solidarity grew stronger, while the connection between national chauvinism and solidarity became weaker and insignificant. These findings provide complex evidence for the national identity argument.

This essay focuses on analyzing the history of the evolution of the nationalist memory narrative in recent memory politics in Ukraine. It observes the political rehabilitation of the radical nationalist movement and its leaders and organizations, followed by public recognition and glorification, and the evolution of this memory narrative since the beginning of the 1990s from local memory to the centerpiece of the state politics of memory. This article examines the memorialization and commemoration of the nationalist movement at regional and national levels (sites of memory, memorial dates, renaming of topographical objects, movies, TV series, etc.), policies aimed at the promotion of the nationalist historical myth, political controversies, roles of major actors, public debates on these issues, societal responses, and international disputes.

Although the government had adopted a package of three laws in August 2014 to bring the media landscape up to European standards, the implementation of the laws has been limited and marginal, with the Progressives engaging in fake compliance. The adoption of the new media strategy 2020–2025 in 2020 has not led to genuine domestic reform and compliance to EU conditionality. In fact, the EU Commission and journalists’ associations in Serbia have criticized the decline in Serbia’s media freedom, citing continued attacks on journalists and indirect political and economic control through advertising and project co-financing, which continue to be features of the Serbian media landscape. In the absence of clear and credible EU conditionality, the decline of media freedom is in the eye of the beholder, where the gap between public engagements with Serbian politicians and the critical stance of progress reports regarding the degradation of the media have enabled Serbian elites to exploit this ambiguity to continue their strategy of fake compliance vis-à-vis rule of law.

Transnational Activism against Genocide Denial: Protesting Peter Handke’s Nobel Prize in Literature 反对否认种族灭绝的跨国激进主义——对彼得·汉德克诺贝尔文学奖的抗议

This article addresses the protest against the 2019 Nobel Prize in Literature to Peter Handke as an example of transnational memory activism. It analyzes from a transnational mobilization perspective how activists achieved a globally visible protest in Stockholm and what role memory played in the protest mobilization and framing. Genocide survivors and former refugees, human rights activists, journalists, and academics formed a transnational protest coalition. In this way, they drew international attention to their outrage at the honoring of an author who is criticized for denying the Bosnian genocide. The analysis shows that memories of the violent dissolution of Yugoslavia and genocide united the diverse protesters as a “memory community” and shaped their framing. The protesters warned of the potential repercussions of the Nobel Prize to Handke for the internationalization and normalization of genocide denial. They argued that locally, Serb nationalist politicians can find legitimation in it for divisive politics. Moreover, they put the prize in a larger context of globally rising right extremism and islamophobia that find inspiration in the very Serb nationalist ideology and its propagators of the 1990s conflict.
