This paper compares social policy responses to the cost-of-living crisis in the United Kingdom (UK) and Ireland. In seeking to protect citizens from an inflationary shock, a series of fundamental social policy questions arise. What would the aims of support packages be? To what extent should support be universal or targeted? If targeted, did existing policy architectures facilitate or frustrate the targeting of support? As the scale and persistence of the inflationary shock became evident, smaller and near-universal responses gave way to larger support packages with a greater reliance on targeting. Social security systems played an important role in policy responses, though often by passporting one-off payments rather than a strengthening of these core programmes. Passporting led both to improved distributional outcomes vis-à-vis the more universal elements but created new administrative challenges and led to rough justice in some circumstances. The reliance on one-off payments underlined the temporary nature of policy responses.

A Hidden Cost: Estimating the Public Service Cost of Poverty in Ireland 隐性成本:估算爱尔兰贫困的公共服务成本

Living life on a poverty income remains commonplace in most modern welfare states. A growing literature highlights the impact on individuals, families, and communities of poverty, costs that are both current to the experience and reflecting its scarring effects. A further cost, one that is frequently hidden, is the cumulative and recurring public expenditure associated with policy responses to poverty. These costs derive from the identification of poverty as a determining factor in the need for, and demand for, a wide range of public services. Estimating the nominal value of these costs, based on an assessment of public expenditure in one EU-15 state, Ireland, is the focus of this article. The findings establish annual costs of between €3bn-€7bn and highlight for all members of society, whether above or below the poverty line, the recurring public expenditure costs incurred by society as a result of poverty.

Does the Labour Service Cooperation Policy Promote Re-employment: Evidence from China 劳务合作政策能否促进再就业?来自中国的证据

While debates about the effectiveness of labour service cooperation policies are raging in Western countries, more information about this topic is needed in the Chinese context. Using the difference-in-differences identification framework and provincial panel data to estimate the employment-promoting effects of the labour service cooperation policy implemented in pilot provinces in China, this study found that the labour service cooperation policy helped to reduce the number of unemployed people and that public–private cooperation created a new approach by combining all stakeholders, such as job seekers, employers, and public employment service agencies. The labour service cooperation policy had a lag policy effect on employment promotion, which was persistent and constantly amplified. The policy was more effective when implemented in regions where the manufacturing industry is the primary sector and the unemployment burden is high.

Public Employment Services (PES) increasingly use automated statistical profiling algorithms (ASPAs) to ration expensive active labour market policy (ALMP) interventions to those they predict at risk of becoming long-term unemployed (LTU). Strikingly, despite the critical role played by ASPAs in the operation of public policy, we know very little about how the technology works, particularly how accurate predictions from ASPAs are. As a vital first step in assessing the operational effectiveness and social impact of ASPAs, we review the method of reporting accuracy. We demonstrate that the current method of reporting a single measure for accuracy (usually a percentage) inflates the capabilities of the technology in a peculiar way. ASPAs tend towards high false positive rates, and so falsely identify those who prove to be frictionally unemployed as likely to be LTU. This has important implications for the effectiveness of spending on ALMPs.

Abstract The study is aimed at exploring the influencing factor of wages among social service workers (SSWs) through a cross-country analysis. Using Luxembourg Income Study data, two aspects are emphasised: first, the trends and patterns of wage levels among SSWs. Second, the determining factors that influence their low wages at a cross-national level and how those factors are intersectionally intertwined to exacerbate the wage level. Three significant findings are confirmed: a universal gendered wage gap; a more significant wage gap for those on part-time and/or fractured contracts and employed in the private sector; and a substantial association between a higher education and higher wages. Two policy concerns are raised for discussion: first, tackling the gendered wage gap and ensuring more secure employment, and a guaranteed living wage for those employed in the private sector. Second, enhancing the professionalism for empowering their effective choices in the labour market is essential.

Understanding the Inflation and Social Policy Nexus 理解通货膨胀和社会政策的关系

The cost-of-living crisis that began in the aftermath of the COVID-19 crisis and the attempted Russian invasion of Ukraine has major implications for social policy. In advanced industrial countries, this is the most dramatic cost-of-living crisis since the mid-late 1970s and early 1980s. In this contribution, we explore the inflation and social policy nexus to identify the nature and sources of inflation, its redistributive and policy implications, and the specific nature of the current cost-of-living crisis compared to two other recent crises: the 2008 financial crisis and the COVID-19 pandemic. Focusing on advanced industrial countries and drawing on the available scholarship about these topics, we offer the background necessary to understand the challenges facing welfare states in times of dramatically high inflation. As a way to provide broad context to the present themed section, our discussion stresses the economic, social, and political dynamics shaping social policy adaptation to inflationary pressures.

Climate Crisis and Social Protection - From Worker Protection to Post-growth Transformation? 气候危机与社会保护——从工人保护到后增长转型?

The article discusses five literature strands’ approaches towards social protection systems in the context of climate crisis: Adaptive Social Protection, Just Transition, Green New Deal, Post-growth, and Eco-feminism. As we argue, these five strands are located on a spectrum between a green growth orientation and a green anti-capitalist orientation. Furthermore, they differ in terms of their problematisation of the climate crisis and have different perspectives on relevant actors, on world regions, and – most relevant in the context of social welfare – their conceptualisation of social protection. While Adaptive Social Protection emphasizes cash transfers and insurances, Green New Deal and Just Transition approaches focus more on redistribution and labour market policies, and Post-growth and Eco-feminist approaches more on universalist policies and systems. We argue that these literatures each have their weaknesses, but also offer urgent questions, concepts, and insights for further social policy research.

This paper intends to investigate the mutual benefits of examining sexual minority people’s rights in Hong Kong and Confucianism. It has four objectives. Firstly, it aims to discuss the components of Confucianism. Secondly, it seeks to explore three strategies for promoting Confucianism: ‘Ren’, ‘Li’, and ‘Ideal Society’. Thirdly, it aims to demonstrate how analysing these strategies can enhance our understanding of the relationship between sexual minority rights in Hong Kong and Confucianism. To achieve this objective, it undertakes two analytical tasks: first, to evaluate criticisms of efforts aimed at strengthening sexual minority people’s rights in Hong Kong through the lens of these three strategies; and second, to assess the potential usefulness of these strategies in exploring the compatibility between the sexual minority people’s ways of life and Confucianism. Finally, the paper aims to examine how studying sexual minority people’s rights in Hong Kong can contribute to the discussion of the Confucian welfare model.

Conceptualising the Relationship Between Formal and Informal Social Protection 正式和非正式社会保护关系的概念

To date, practical and scholarly work on the interaction between formal and informal social protection has focused on crowding in and crowding out of informal social protection by formal social protection. However, little is known about the relationship between both forms of social protection in conditions where one form of social protection is more effective than the other, or both forms of social protection are effective and ineffective. This article empirically examines how both forms of social protection interact and conceptualises this relation under these conditions by drawing on ninety semi-structured interviews with households across fourteen cities in Pakistan. The study theorises the interaction of formal and informal social protection in five different ways. Based on this, the article argues for further research to explore the relationship between formal and informal social protection in different contexts for building scholarship and policy interventions to improve the lives of the vulnerable.

Addressing Water Poverty Under Climate Crisis: Implications for Social Policy 应对气候危机下的水资源贫困:对社会政策的影响

Access to safe, clean and affordable water is a basic human right and a global goal towards which climate change poses new challenges that heavily impact the health and wellbeing of people across the globe and exacerbate or create new inequalities. These challenges are shaped by a number of geographical and social conditions that, apart from the risks of weather-driven impacts on water, include water governance and management arrangements in place, including pricing tariffs, and the interplay of social and economic inequalities. Building on examples from Australia, Scotland and England and Wales that illustrate access to water in different types of water provision systems, and regarding to aspects of access, quality and affordability, this paper explores the types of challenges related to water poverty in the context of climate crisis and reflects on the multiple dimensions of water poverty oriented social policy at the interplay of climate change associated risks.
