Research on intersectionality in public administration reveals the diversity of marginalized groups and provides greater understanding of the ways intersecting identities influence inter- and intra-communal relationships. This article highlights the nuances that exist at the intersection of LGBTQIA+ and Jewish identities and how intersectionality can inform public service and engagement with minoritized populations in public and nonprofit organizations. The authors use LGBTQIA+ Jewish communities to construct four tenets of intersectionality—multiple and mutually constitutive identities, dynamic processes in managing multiple identities, discrimination within identities, and intersectional organizations—and discuss their relevance to public administration.

What leads to more age-friendly cities: professional management, passive gender representation in management, or active public engagement? In a survey of 1,378 local governments, age-friendly features were measured in the community comprehensive plan, zoning codes, and economic development plan. Gender representation does not distinguish level of age-friendly planning, but public engagement promotes age-friendly practices in all three areas: comprehensive plans, zoning, and economic development plans. Structural equation models find professionalism and public engagement matter more than gender representation in management, as they promote active representation, which leads to more age-friendly practices.

We study the economic effects of a reform of the national museum sector, the so-called Franceschini Reform, implemented in 2015. The reform introduced a new organization of the national museum system. One of the most innovative instruments of the policy was the establishment of a different method - an international call for applications - in the selection of directors of major museums (museums of “national interest”). The article studies the effects of this new recruitment policy on museum economic performance, focusing on revenues. Using a difference-in-difference technique for the years 2014 to 2017, we show that the new recruitment policy improved the revenues of treated museums throughout Italy by a range between 17% and 26%. We also find that the characteristics of the directors (age, field of degree, and study abroad experience) play a role in explaining the increase in revenue of these Institutions. We thus find evidence of significant benefits of the policy. The new knowledge may be useful for improving museum and cultural sector management policies.

What if action defined leadership? By pushing the idea of “leadership-as-action” to its logical conclusion, I hope to show that it has the potential of introducing much needed discipline to a field of research that has been built on weak conceptual foundations and as a consequence is hampered by fragmentation and diversity. With action as an organizing idea, a pivot, around which leadership revolves, leadership theory and practice can be advanced toward a more unified and coherent body of knowledge. Following a brief discussion of some of the noted difficulties and weaknesses, the paper explores the notion of “act of leadership,” the peculiar conceptual field (labeled “the fourth domain”) within which such acts take place and the distinctive attitudes, behaviors, and evaluation standards that follow.

Behavioral insights teams (BITs) employ behavioral experts and policy professionals to collaboratively improve public policy. Most evaluations of BITs focus on the interventions that BITs develop, but not the functioning of BITs. Here, we report the first comprehensive evaluation of a BIT, the Behavioral Insights Group Rotterdam. We investigate how its resources were used, for what activities, with what outputs, and to which effects. Using quantitative and qualitative methods, we derive nine propositions to describe and improve the integration of behavioral insights into public policy and administration.

In this article, we explore the embedding of citizen participation in local government. Our study combines and synthesizes the focal aspects of two theoretical streams—citizen participation and interactive governance—in a novel way to identify, illustrate, and analyze the layers of governance required for citizen participation. The analysis shows how the institutional pervasiveness and holistic nature of citizen participation affects the strategic, executive, and citizen interface layers of governance and their interconnections. The research contributes to the literature on embedding citizen participation in government by emphasizing the need to address citizen participation as a profound question of governance and management.

We organize and critique the last 20 years of empirical research on policy utilization of academic social science, offering eight recommendations for future research: (1) improvement in utilization measures; (2) greater alignment on constructs of interest; (3) greater address of different national contexts; 4) study of mechanisms connecting academic research to policymakers; (5) incorporation of knowledge on information search; (6) attention to differences between utilization of policy, social, and physical science in different sectors; (7) evaluative inquiry on the effects of research utilization; and (8) investigation of the value of research in addressing different classes of societal problems.

How public participation shapes effective and equitable service outcomes has been extensively discussed but rarely tested in the public administration literature. This article examines how parent participation in schools affects overall student performance and whether socially marginalized students benefit more or less when schools involve greater participation. Using a 63-country cross-national educational dataset, we show that parent involvement in school activities is not significantly related to overall student performance, but such efforts reduce the performance gap between immigrant and native-born students. This finding suggests that direct participation can reduce social disparities in program outcomes.

Women in Indonesia’s civil service (n = 320) were surveyed about their career advancement. Analysis of variance identified differences in career progression, and post-hoc comparisons were tested using Fisher’s Least Significant Difference method. We found that family support and interpersonal relationships, paired with superior education to men, were critical to women’s successful leadership progression, especially through the echelon ranks. Qualitative results suggest that interpretations of hadith outweighed more contemporary textual readings, which required strategic maneuvering if women wanted to advance. This is because women’s own career aspirations required their ongoing loyalty to men and strategic maneuvering among filial, societal, and organizational constraints.
