In this paper, I explore how different conceptions of public value influence the types of co-production that professionals undertake in delivering projects to reduce loneliness and isolation of older people. The analysis shows a preponderance of individual and group co-production by the case in England, driven by aims to create user and group value, whereas the French case emphasizes collective co-production linked to social and political value. The research contributes to the co-production literature by showing how types of co-production are prioritized to a different extent to address the same social problem, shaped in part by cultural and political context.

Managerial sciences are generally considered to be the art of efficiently running business. Their influence, though, extends far beyond the corporate sphere, and they play an important part in public administration and in particular in its dialog with society at large. Here, from the viewpoint of historical institutionalism, we document one of the earliest successful examples of the wider application of management science: the 1914 antitrust rules (the Clayton Antitrust and Federal Trade Commission Acts) from the perspectives of economic scholars as technical experts, the early years of the Wilson administration, and the spheres of business and society. The societal debate about business and efficiency and the successive implementation of scientific managerial ideas in the administrative sphere, saw management science permeate the whole of American society and become an almost irrefutable aspect of everyday life and representations, thereby enabling it to spread well beyond the boundaries of the firm.

The American democratic system depends on the regular execution of free and fair elections, delivered by front-line public workers. Local election officials (LEOs), their staff, and temporary election workers are tasked with providing excellent constituent service and expertise with a high degree of professionalism. Following the 2020 U.S. presidential contest, the very institution of elections has been under attack. This exploratory study investigates the impact of emotional labor on election workers in this atmosphere. The authors uncover the presence and nuances of emotional labor in election administration and raise questions about what this means for the future of election administration.

Since 2015 Dutch street-level bureaucrats have ample discretionary space to determine how to help clients. Simultaneously, resources were reduced. According to Zacka SLBs should avoid three pathological positions: indifference, caregiving, and enforcing. At the individual level SLBs supposedly accomplish that by a gymnastics of the self. We observed SLBs. They avoided the pathological positions by (1) reframing the reigning policy for clients (enforcing caringly) and (2) managing clients’ self-image, bolstering their confidence, or tempering their expectations (caring forcefully). SLBs practice a gymnastics of the client alongside a gymnastics of the self. SLBs thus make the reigning policy palatable for clients.

The start of the 2020s presents a broken American administrative system plagued by state ineptitude in a time of turmoil and government distrust. In their protests, marginalized citizens have seen their voices amplified by integral parts of their communities for whom they have cheered: Athletes. This Perspective draws attention to the idea of super citizens and their ability to influence policy. We argue that Black athlete activism that centers their social reality and legitimizes Black Lives Matter for broader populations is one example of a punctuated equilibrium that work to achieve administrative state change.

Extant literature has emphasized the role of significant inconveniences for participants as a chief reason for under-enrollment in a variety of social safety net programs. Consequently, a variety of policies have been proposed to address this issue. This paper asserts that the capacity of states, especially of frontline workers, to implement these policies should not be taken for granted. Our analysis of two policies aimed at increasing elderly participation in the Supplemental Nutrition Assistance Program suggests that policies that increased burdens for frontline workers were implemented less faithfully and more unevenly, possibly leading to more administrative burden on program participants. The article proposes several methods to decrease implementation burden on frontline workers.

We assess to what extent a (co)evolutionary macro level approach enhances our understanding of learning in governance processes. We ask the question: in what ways do actors learn to improve their chances of long-term survival in complex governance processes? We deploy a model of collective decision making moulded upon fitness landscapes to analyze a longitudinal case study of collective (political and administrative) decision making, namely the process of developing and acquiring the F35 Lightning II fighter jet. The study demonstrates that actors learn how to ensure survival over time but create a failing megaproject in the process.

Challenges in infrastructure planning require public infrastructure administrators, responsible for providing adequate infrastructure facilities, to be adaptive. These organizations evolve and interact with other organizations in a complex organizational landscape. This paper explores the contribution of inter-organizational communities of practice (CoPs) to collective learning and co-evolution of organizations in infrastructure planning. We conducted a case study of five inter-organizational CoPs in the domain of a typical public infrastructure administrator. The results suggest that inter-organizational CoPs enable, for example, policy and practice to co-evolve. Inter-organizational CoPs seem to provide a neutral ground where long-term sector benefits can overcome short-term organizational interests.

This paper investigates the role of strategic artifacts in realizing change in two Swedish cities. Drawing from qualitative studies of city development projects we illustrate how ambiguous formulations in vision statements constitute a powerful basis for legitimizing actions. As part of establishing linkages between future-oriented vision statements and concrete actions here and now, we highlight the role of materialization. We provide three examples of how the vision statements studied materialized—into organizational structures, management control systems, and communication efforts—and discuss how such materialization implies that only some parts of broad vision statements are translated into practice.

This study examines the role of process accountability in the association between government grants and nonprofit financial effectiveness. Using the Internal Revenue Service Form 990 from 2013 to 2017, our mediation analyses find that government grants make nonprofits accountable for their processes. However, process accountability can reduce nonprofit financial effectiveness and suppress the positive relationship between government grants and nonprofit financial effectiveness. We uncover the underlying mechanism by which government grants affect nonprofit financial efficacy and suggest that too much emphasis on process accountability may hamper the benefits of government support of nonprofit service provision and financial effectiveness.
