As a subfield of Public Administration that is primarily concerned with improving performance within state institutions, administrative reform fails to fulfill its goals in developing countries due to the ethnocentricity of ready-made and replicable global strategies. Administrative reforms, as top-down models of development, marginalize local implementers who neither understand nor support the full adoption of the assigned models. Drawing on the significance of an all-inclusive synergy among local stakeholders for successful change, this study introduces the Blue Ocean strategy as an innovative managerial approach reflecting the temporal and spatial particularities of developing countries’ operational context. This study builds a conceptual framework for reforming public and non-profit sectors in developing countries in light of the guidelines of the Blue Ocean strategy as the expression of local stakeholders’ goal of improving organizational performance in compliance with existing opportunities and challenges. In doing so, it examines how the managers and employees of an Egyptian non-profit organization have benefited from the Blue Ocean strategy in improving their NGO’s performance through the adoption of effective strategic planning that restructured human resources’ functions and boosted employees’ productivity. The author conducted seven open-ended and semi-structured expert interviews with a selection of the NGO’s working staff and two managers in order to depict how the Blue Ocean strategy has enabled them to formulate and implement human resources strategic management as a customized administrative reform conforming to contextual exigencies.

The quality and quantity of e-participation procedures depend heavily on the acceptance of the local government employees involved. Based on Venkatesh’s unified theory of acceptance and use of technology, this study investigates the factors influencing these employees’ usage intention. The results of an online survey of German local government employees show that facilitating conditions, performance expectancy, and social influence significantly impact acceptance. Still, the effect of factors like administrative culture could not be confirmed. Theoretical and practical implications of these findings are discussed.

This article explores the possible effects of the Inflation Reduction Act (IRA) legislation on stand-alone corporate sustainability reporting and assurance on such reports. To this end, we use stakeholder theory to examine the potential impact of the IRA on sustainability reporting, which includes environmental, social, and governance indicators. It also explores the various ways of implementing measures to achieve high-quality sustainability reporting and guidelines for assurance of such reports. This article provides one of the first frameworks for organizations to initiative action regarding climate change.

How did long-term care (LTC) policies and the prevailing governance model affect the working conditions of nursing home workers in Spain during the COVID-19 pandemic? Here, we rely on qualitative analysis of semi-structured interviews and document analysis to answer the research question. The results suggest that lack of coordination between health and social services, underfunding of the LTC system, and the absence of legislative initiatives have harmed caregivers’ labor and employment conditions and the effectiveness of managing the crisis. These findings are relevant as they expose the implications of the territorial structure of welfare and sectoral public policies in managing a crisis.

The Community Reinvestment Act (CRA) requires banks to grant low-income communities access to credit. Federal agencies monitor CRA activity and rate banks on compliance. As an economic development tool, the CRA supports private investment of public outcomes. This paper uses qualitative content analysis to examine bank and nonprofit comments regarding proposed CRA rule changes and bank shareholder reports through the lens of the realized publicness framework, to explore how banks express public values. This study finds that banks espouse public values, but that the context of those values is not aligned with community nonprofit values.

The field of public leadership studies has witnessed limited research on paternalistic leadership (PL) and its impact on civil servants. The present study draws upon a questionnaire survey of 2,064 Chinese civil servants to explore the impact of administrative leaders’ PL styles on civil servants’ public service motivation (PSM) and the mediating mechanism that underlies its effects. When PL is exercised in a benevolent or moral style, it intensifies subordinates’ PSM. But authoritarian behavior, whether used separately, or in combination with another style (as in benevolent-authoritarian, moral-authoritarian or benevolent-moral-authoritarian leadership), showed an insignificant effect on PSM. In addition, trust in leader mediates the relationship between benevolent, moral and AL styles and subordinates’ PSM. Our findings suggest that even in an authoritarian-oriented society such as China, the authoritarian variant of PL is increasingly losing its influence, and moral and benevolent leadership have become more important in modern organizations, and should be the primary leadership strategies employed by government leaders.

Scholars and policymakers have long been interested in the complex relationships between political institutions and voluntary collective action. However, the reciprocal nature of their relationships complicates empirical analysis: voluntary action supports democratic institutions and political institutions enable voluntary action. This article examines the relationship between political institutions and the activation of local voluntary action in the context of COVID-19 funds managed by community philanthropic organizations. We find that political engagement, policy signaling, and political competition all support the emergence of a COVID-19 fund. The findings advance our understanding of the significant role that political institutions play in activating voluntary action.

Different countries have adopted different policies in their fight against the COVID-19 outbreak. In this work we aim to model these approaches with respect to the first wave of COVID-19 (from January to October 2020) in the five Central Asian republics (Kazakhstan, Kyrgyzstan, Tajikistan, Turkmenistan, and Uzbekistan). By means of a multivariate approach based on principal component analysis and cluster analysis, we derived three clusters. Each of these represents a different strategy adopted by a group of governments in a given period of the first wave: pre-pandemic, initial reaction, and emergency scenarios. The contribution of these results is two-fold: on the one hand they may help us to understand differences and similarities among Central Asian republics during the first wave of the COVID-19 outbreak and guide future quantitative or qualitative studies; on the other hand, our findings suggest that, with the exception of Turkmenistan, the different countries adopted very similar strategies and that deaths, more than cases, pushed governments to impose restrictions.

This study presents a systematic literature review (SLR) of e-government innovation initiatives focusing on public services and administration. Our SLR included 704 peer-reviewed studies published in scientific journals between 2000 and 2019. The final sample comprised 70 studies that were read fully, from which we identified four distinct cluster themes and objectives. We then classified them into four clusters, representing an evolutionary view with different stages of e-government initiatives. Further, the study pointed out themes and initiatives to drive future research agendas in e-government.

Despite increasing attention to street-level policy entrepreneurship, it remains unclear what strategies street-level bureaucrats employ during implementation or how their strategies impact policy outcomes. Using China’s Targeted Poverty Alleviation campaign, we argue that street-level policy entrepreneurs construct collaborative arrangements with various local networks to devise innovative solutions. They collaborate with administrative leaders vertically or with citizens horizontally by adopting three strategies: defining mutual interests, building trust, and leveraging resources. Vertical collaboration contributes to effective policy outcomes and formal upward accountability, while horizontal collaboration improves public responsiveness. This study provides insights into collaborative behaviors of frontline bureaucrats that alleviate rural poverty.
