Cities and Agricultural Development 城市与农业发展

In recent decades, rapid urbanization in low- and middle-income countries (LMICs) has significantly affected agrifood systems and agricultural development. Innovations in transportation, storage, and value chains, as well as the expansion of nonfarm sectors, have transformed rural communities and reshaped agricultural production patterns. This review revisits the evolving link between cities and agriculture in LMICs, drawing on key theoretical frameworks and recent empirical findings. Three major pathways determining the interaction between urban centers and agricultural development emerge. First, transportation costs and access to urban markets continue to influence agricultural decision-making. Second, changing consumer preferences following urbanization and growing integration into global agrifood value chains drive lasting changes in local farming systems. Third, the expansion of urban nonfarm labor markets is shifting labor away from farms, with uncertain consequences for agricultural development. As a result, the empirical evidence is often context specific.

The Economics of Carbon Dioxide Removal 二氧化碳去除的经济学

Carbon dioxide removal (CDR) is an emerging topic in climate policy. We review the nascent economic literature on the governance of CDR and discuss policy design and institutions. We first assess the role of CDR in climate policy portfolios that include abatement and adaptation. Cost-saving technological progress could make CDR a game changer in climate policy: CDR creates new sectoral, intertemporal, and international flexibilities, which reduce overall costs and allow a return to a temperature target after temporary overshooting. Moreover, CDR can reduce the problem of international cooperation due to substantially lower supply-side leakage via fossil fuel markets. A key challenge lies in its governance and incentive structure, which are complicated by the nonpermanence of carbon storage and default risks of the firms committed to future CDR. For CDR governance, we survey approaches that incentivize removals by price instruments or include CDR in (modified) emissions trading schemes.

The Unintended Consequences of Social Transfer Programs: Effects on Conflict, Governance, and Social Cohesion 社会转移计划的意外后果:对冲突、治理和社会凝聚力的影响

While the role of social transfers in reducing poverty and encouraging welfare-enhancing behaviors is well-established, emerging evidence shows that they also significantly impact both political and social attitudes and behaviors. This article undertakes a systematic review of the quantitative evidence on these typically unintended impacts, highlighting a broad set of outcomes related to both citizen–citizen (horizontal) and state–citizen (vertical) relationships. We identify mixed findings. Although social transfers have been shown to enhance political engagement, institutional trust, and social cohesion, other studies suggest they may undermine these outcomes. We highlight key factors that may explain these varied findings, highlighting both characteristics of the recipients as well as features of the governance and the programs themselves.

The Arrow-Savage-Debreu framework provides a theoretical foundation for analyzing productivity and efficiency under uncertainty. It treats uncertainty while preserving core economic principles and offering insights into producer decision-making. A key challenge is to reconcile ex ante conceptual models with ex post empirical data. We survey econometric and mathematical programming methods used to address this challenge. These methods include stochastic production functions, latent state models, auxiliary-variable methods, and data envelopment analysis techniques. We discuss the strengths and limitations of each method, highlighting how they handle the fundamental challenge of measuring efficiency when production decisions are made under uncertainty but only realized outcomes are observable. Our analysis demonstrates that such measurement complexity necessitates carefully designed empirical approaches to capture the true nature of production and environmental efficiency.

Gender-Just Mitigation in the Agrifood Systems Sector: Potential and Pitfalls 农业粮食系统部门的性别公正缓解:潜力和陷阱

Mitigation action in agrifood systems is essential for addressing growing negative impacts from climate change. It remains unclear, however, to what extent mitigation in the agrifood systems space addresses gender inequalities and involves women as agents of climate action. This article reviews the literature to identify the main linkages between gender and mitigation in agrifood systems, examines the key barriers preventing women from equitably participating in and benefiting from mitigation actions in agrifood systems, and concludes with best practices to mainstream gender in mitigation actions in a substantive and sustainable way. Promising approaches include strengthening women's land rights; supporting women's economic empowerment through access to finance, information, and opportunities; and supporting women's groups.

Global Food Demand: Overcoming Challenges to Healthy and Sustainable Diets 全球粮食需求:克服健康和可持续饮食的挑战

We review the research on global food demand and examine modeling efforts to address the complexities of dietary transitions. We also highlight challenges affecting the economic feasibility of dietary targets aimed at promoting both human health and environmental sustainability (e.g., EAT-Lancet). The relationships among income, prices, and food demand play an important role in understanding how economic growth impacts nutrition and sustainability. As countries become more affluent, and food accounts for a smaller share of income, dietary transitions often lead to increased consumption of both resource-intensive and energy-dense foods. Modeling strategies must account for these dynamics to accurately project future resource needs and nutritional outcomes. Research should also consider the cost of healthy diets within the context of both food and nonfood expenditures. When both are considered, considerably fewer people can afford proposed sustainable diets. Economic, environmental, and health perspectives should all be integrated when developing strategies to promote healthy and sustainable diets.

Climate Change Impacts on Public Finances Around the World 气候变化对全球公共财政的影响

This article reviews a rapidly growing literature on how climatic risks and events affect public finances around the world. This literature includes empirical evaluations of how past climatic events have affected fiscal outcomes, empirical and model-based assessments of how climatic risks affect public borrowing costs, and macro-fiscal-climate models that investigate the policy and welfare implications of fiscal climate risks. This article highlights five stylized facts that emerge from this literature and points to important knowledge gaps for future research. Key findings include the facts that (a) the fiscal costs of climatic risks are economically significant overall, (b) lower-income and credit-constrained regions are especially vulnerable and poorly insured against growing climatic fiscal risks, but (c) fiscal policy responses to climatic risks can mitigate their economic impacts substantially.

The extent to which natural disasters influence changes in human capital and productivity remains an open empirical question with significant policy implications. This article provides a systematic review of econometric studies examining the economic impacts of natural disasters on human capital over the past 10 to 15 years. It concentrates exclusively on quantitative studies with both macro-level and micro-level economic analyses that emphasize causal inference and offer valuable insights for policy makers. Macro-level evidence on the economic impact of natural disasters focuses on economic growth, which has direct repercussions on changes in human capital. Micro-level empirical evidence highlights new findings on how natural disasters affect educational attainment and physical health outcomes. The article also discusses key limitations of existing studies and offers directions for future research.

Agricultural Input Markets in Sub-Saharan Africa: Theory and Evidence from the (Underappreciated) Supply Side 撒哈拉以南非洲的农业投入市场:来自(未被充分认识的)供给侧的理论和证据

Economists have long studied the diffusion of improved agricultural technologies, often aiming to understand and relax the constraints that discourage their adoption among smallholder farmers. While this effort has documented and explored a long list of on-farm market constraints, the role of agrodealers in agricultural input markets has received far less attention—a critical blind spot. We review the empirical literature on input markets in low-income countries with a focus on Sub-Saharan Africa. We argue that the relative sparsity of this literature reflects limitations in our workhorse models of the household and the firm combined with a supply-side data gap due to infrequent systematic surveys of agrodealer firms. Consequently, we understand too little about the diverse input supply chains that culminate with agrodealers—large and small—marketing key inputs to farmers. We synthesize current findings and articulate a research agenda centered on agricultural input markets, including implications for research methods.

Economic and Policy Drivers of Climate-Smart Soil Health Practices in the United States 美国气候智慧型土壤健康实践的经济和政策驱动因素

Climate-smart soil health practices, such as cover crops and no-till, are considered to be key elements for climate change adaptation and mitigation in agriculture. We examine the empirical literature that provides data-driven evidence on the impact of cover crops and no-till on several economic variables of interest, such as yields, inputs, profits, risk, erosion, and water quality. In general, existing studies provide mixed evidence on the impacts of cover crops and no-till on these outcomes. Moreover, we discuss the empirical literature exploring the impact of economic and policy-related variables on adopting cover crops and no-till. We find that a number of studies examine the effects of federal payment programs on cover crop and no-till adoption, but more work is still needed to examine the effects of payments from state-level programs and carbon markets. We also identify promising research topics in the economics of climate-smart soil health practices.
