Data and information exchange are vital for long-term transboundary water cooperation. However, many transboundary river basins lack regular data exchange between riparian States. In many cases, this is simply a feature of the generally fragmented nature of transboundary water cooperation; in others, transboundary river basin data sharing may be withheld for geopolitical reasons. The Tigris-Euphrates and Indus river basins are among the most highly politicized river basins globally. Cooperation between riparians is complicated by a lack of certainty regarding data, information exchange and legal obligations, as upper riparians in both basins have persistently objected to the customary law of international watercourses. With reference to international water law, this article ascertains the level of data and information exchange in these two basins, both through formal and informal structures, as well as prevalent obstacles and the institutional and technological responses to them. Despite significant challenges, the authors argue that technological advances can stimulate enhanced riparian cooperation.

Effect of the River Chief System on river pollution control under ‘Responsibility Contracting’: lessons and experiences from China “承包责任制”下河长制对河流污染治理的影响:中国的经验与教训

Based on whether the ‘One River, One Policy’ is implemented or not, this paper used the questionnaire data of village (community) river chiefs in nine districts and counties under the jurisdiction of Jinhua City, Zhejiang Province, and used the Difference-In-Differences Model to carry out an empirical analysis. The findings are threefold. Firstly, the ‘One River, One Policy’ implemented by primary river chiefs can improve the water quality of the river reaches in their charge. Secondly, annual river patrol times and public support can improve the water quality of the river reaches in charge of primary river chiefs. Thirdly, the River Chief System (RCS) can promote the treatment of river pollution under ‘Responsibility Contracting’, but for primary river chiefs, there is still a suspicion of whitewash pollution control behavior, so whether to establish a long-term mechanism of the RCS is still uncertain. The purpose of this paper is to provide empirical support and decision-making reference for constructing the positive incentive mechanism of the behavior of primary river chiefs in the reconstruction of the RCS, which has important practical significance for effectively improving the RCS and comprehensively promoting the Chinese experiences of river pollution control.

Evaluating the strictest water resources management policy in China based on the S-CAD method 基于S-CAD方法的中国最严格水资源管理政策评价

The strictest water resources management (SWRM) policy is an important policy to promote the rational use of water resources and sustainable water development in China. An evaluation of the SWRM policy is conducive to the SWRM's optimization and water governance. The S-CAD (Subjectivity – Consistency, Adequacy, Dependency) method is used to assess the implementation effect and formulation of the SWRM policy. The results show that the SWRM policy has a clear logic, goals, and strategy; the goals reflect the government's policy stands and the policy goals can be fully realized through the implementation process. In addition, the SWRM policy's effect is high, which helps solve the challenges of maintaining water resources, the water environment, and water security in China, and has a positive impact on water use efficiency. This study enriches the knowledge body of water policy evaluation and water governance both in China and across the world

Behavior of household water consumption in Mexico during the COVID-19 pandemic 新冠肺炎大流行期间墨西哥家庭用水行为

Populations have changed their habits and consumption as a result of COVID-19. In the case of Mexico City, this situation has possibly led households to purchase more products such as bottled water and to consume the same amount or less tap water. This behavior was confirmed by analyzing tap water consumption data before and during the arrival of COVID-19 using Pearson chi-square and by conducting a survey of bottled and tap water consumption and analyzing that data with a bivariate econometric model. It was found to be related to the perception of poor-quality service. Consequently, tap water consumption will not always increase when health emergencies such COVID-19 occur, but rather, this will depend on other environmental variables. Therefore, public water policies should be aimed at offering and ensuring a continuous supply of good quality water, as well as providing clear and objective information to prevent this type of behavior

Research on the construction of a human-water harmony model in the Yellow River Basin 黄河流域人水和谐模型构建研究

Human-water harmony in the Yellow River Basin has an important influence on promoting ecological protection and high-quality development in the Yellow River Basin. This paper explores the degree of harmony between humans and water in the provinces of the Yellow River Basin. Based on the provincial-level data of nine provinces from 2001 to 2020, a human-water harmonious coupling coordination degree model was constructed, and the spatial and temporal analysis of the coupling coordination characteristics of nine provinces was carried out utilizing ArcGIS software. The results revealed that: (1) From the point of view of human-water harmony, from 2001 to 2020, China's human-water relationship was on the rise, from reluctant coupling coordination to good coupling coordination. (2) Qinghai, Gansu, and Sichuan provinces have the most significant increase in human-water harmony, from on the verge of a dysfunctional decline to quality coupling coordination. (3) From 2001 to 2011, the human system's comprehensive index was inferior to that of the water system's comprehensive index. In 2003, the comprehensive index of human and water systems was the largest. From 2012 to 2020, the human system's comprehensive index was higher than the water system. However, in 2015, the two indices diverged significantly

Status improvement in water and wastewater fixed facilities: Success and challenges of 11 Swedish water utilities as case studies 供水和废水固定设施状况的改善:以瑞典11家供水公司的成功和挑战为例

Reinvestment in water and wastewater (WW) facilities is a challenge for Swedish water utilities. Nationwide, 4% of 184 organizations meet the requirements for a sustainable WW facility status according to the sustainability index (SI), the Swedish benchmark system. Eleven Swedish municipal WW organizations that had improved the status of their facilities were examined and are presented as good learning examples. Managers/strategists of nine of the organizations were interviewed in depth. Our aims were to concretize the used strategies and to clarify success factors and challenges, as well as to support WW organizations that want to improve their results. The nine surveyed organizations showed a clear desire to move toward sustainability. For example, setting aside 1% of the whole replacement value per year for reinvestment (which is embedded in the policymakers’ business plan) and the use of its own staff for construction work significantly aided the Arvika company's goals. All organizations were found to have a 10-year plan for renewal at the strategic, tactical, and operational levels. Five organizations that had made more significant progress also had more specific 3-year plans and were linked to robust economies. New investments came at the expense of reinvestments because all municipalities are expanding.

Planning methodology for effective implementation of the rehabilitation policy for drinking water networks 有效执行饮水管网修复政策的规划方法

Algeria is currently experiencing a real water shortage and leaks in the distribution networks, which affect the water supply. To reduce losses, the authorities have adopted a rehabilitation policy that requires resources that are not necessarily available. In this context, the aim of this study is to develop a decision support methodology for managers to enable them to plan urgent rehabilitation and to evaluate the benefits generated. The methodology consists of two phases: the diagnostic phase to identify a set of criteria, taking into account national specificities, and the planning phase, including the choice of Fuzzy-AHP for weighting and PROMETHEE II for ranking. An application is carried out on the Fouka network in Bejaia city (Algeria), consisting of 204 pipes. The application enabled the 204 pipes to be ranked in order of urgency and the benefits generated to be assessed in terms of environmental, economic, social, and technical parameters. The recovered water is significant in the first 60% of rehabilitated pipes. Investment costs are recovered within 3 years of the network being fully rehabilitated. The average reduction in network age is 5 years for every 10% of pipes rehabilitated. Complaints will be 0 after 70% of the pipes are rehabilitated.

In this context, the aim of this study is to develop a decision support methodology for managers to enable them to plan urgent rehabilitation and to evaluate the benefits generated. The methodology consists of two phases: the diagnostic phase to identify a set of criteria, taking into account national specificities, and the planning phase, including the choice of Fuzzy-AHP for weighting and PROMETHEE II for ranking. An application is carried out on the Fouka network in Bejaia city (Algeria), consisting of 204 pipes. The application enabled the 204 pipes to be ranked in order of urgency and the benefits generated to be assessed in terms of environmental, economic, social, and technical parameters. The recovered water is significant in the first 60% of rehabilitated pipes. Investment costs are recovered within 3 years of the network being fully rehabilitated. The average reduction in network age is 5 years for every 10% of pipes rehabilitated. Brazilian's framework of water and sanitation services (WSS) is complex, with several actors from different legal natures and varied rules. The new Brazilian sanitation law aims to achieve universal access to WSS and effective provision of services, encouraging more efficiency by promoting competitiveness. However, the regulatory governance of the sector poses a challenge to achieve these objectives. This article addresses identifying and analyzing the WSS structures based on the Institutional Analysis and Development (IAD) Framework, which provides a multidimensional conceptual map that combines levels of macro and micro situations. Databases from the National Sanitation Information System (SNIS) and the Brazilian Institute of Geography and Statistics (IBGE) were cross-referenced to evaluate the structures that exist in the provision of WSS, focusing on municipalities located in the metropolitan regions and urban agglomerations of Brazil. It is possible to conclude that the IAD Framework helps to clarify the actors, its functions, responsibilities, and the interactions between them, as well as the exogenous factors and how they influence the action arena, reaching recommendations, supported by a Delphi approach, such as to improve industry regulation in terms of governance and regulatory governance.

Introduction: Current guidelines suggest adding oral simethicone to bowel preparation for colonoscopy. However, its effect on key quality indicators for screening colonoscopy remains unclear. The primary aim was to assess the rate of adequate bowel preparation in split-dose high-volume polyethylene glycol (PEG), with or without simethicone.

Methods: This is an endoscopist-blinded, randomized controlled trial, including patients scheduled for colonoscopy after a positive faecal immunochemical test. Patients were randomly assigned to 4 L of PEG split dose (PEG) or 4 L of PEG split dose plus 500 mg oral simethicone (PEG + simethicone). The Boston Bowel Preparation Scale (BBPS) score, the preparation quality regarding bubbles using the Colon Endoscopic Bubble Scale (CEBuS), ADR, CIR, and the intraprocedural use of simethicone were recorded.

Results: We included 191 and 197 patients in the PEG + simethicone group and the PEG group, respectively. When comparing the PEG + simethicone group versus the PEG group, no significant differences in adequate bowel preparation rates (97% vs. 93%; p = 0.11) were found. However, the bubble scale score was significantly lower in the PEG + simethicone group (0 [0] versus 2 [5], p < 0.01), as well as intraprocedural use of simethicone (7% vs. 37%; p < 0.01). ADR (62% vs. 61%; p = 0.86) and CIR (98% vs. 96%, p = 0.14) did not differ between both groups.

Conclusion: Adding oral simethicone to a split-bowel preparation resulted in a lower incidence of bubbles and a lower intraprocedural use of simethicone but no further improvement on the preparation quality or ADR.

Defining sustainability in agricultural water management using a Delphi survey technique 用德尔菲调查技术定义农业用水管理的可持续性

Sustainable water management measures are being developed to address the challenges posed by agriculture runoff and leaching on water resources. These measures are based on experts' opinions from various sectors and disciplines, ensuring that all stakeholders' perspectives are considered. For this, establishing a common understanding of 'sustainability' is essential to avoid misunderstandings, conflicts, and operational challenges. In this research, the Delphi survey technique was utilized to develop a definition of ‘sustainability’ in agricultural water management (SAWM) by considering the interdisciplinary group of experts from different parts of the world and those involved in a Horizon 2020 Research and Innovation Action. Twenty-six experts' perspectives on environmental, economic, and social dimensions of sustainability were assessed, and identified key concepts included climate change, water quality, water availability, stakeholder participation, capacity building, subsidies, and incentives. These concepts were used to define sustainability for multi/interdisciplinary project settings. The definition was validated with consortium members of the project in the regular consortium-wide meetings and used in the respective deliverables dealing with sustainability. The results serve as a foundation for communication between the involved actors and the project's definition of 'sustainability.' One recommendation from this work for broader policy formulation for SAWM in Europe is to prioritize farmer needs and focus on environmental sustainability.
