The purpose of the research. The article deals with the problems of defining the concept of «planetarism» as a new religious phenomenon within the framework of the internal ideological policy of the state, influencing the internal political processes of state administration and the nature of international interaction in the foreign policy arena. The change in the content of the concept of “planetarism” in its historical retrospective is analyzed, demonstrating the process of gradual separation of the concept of “planetarism” from the concept of “globalization” into an independent definition. The aim of the study is to formulate our own definition of the concept of “planetarism” as a new religious movement in the ideological context of state policy. This is necessary to determine the main directions of public administration in the context of value confrontation in the international arena, as well as for more effective legislative support for the implementation of the Decree of the President of the Russian Federation dated November 09, 2022 No. 809 “On Approval of the Fundamentals of State Policy for the Preservation and Strengthening of Traditional Russian Spiritual and Moral Values”. The laws of nature, within the framework of the concept of “planetarism”, began to act as a kind of absolute, which became a kind of scale for the ethical assessment of certain social processes and phenomena, which makes it possible to consider “planetarism” as a new form of religious movement. Conclusions. As a result of the study, the author comes to the conclusion that the ongoing socio-political processes reflect changes in the ideological basis of interstate cooperation. The basis of the new ideological orientation, called “planetarism”, is the idea of the planet Earth as a common “home” for all mankind. Within the framework of the “planetarism” concept, the planet acts not just as a common place of residence for all people, but also as an independent superorganism that has its own consciousness and rights along with the rights of the people themselves. The author, emphasizing the dualistic structure of “planetarism”, which includes, on the one hand, cognitive ideas about the unconditional value of the planet and natural laws, and on the other hand, faith in these values and ideas by analogy with religious faith, proposes to consider “planetarism” as a group of non-theistic beliefs, philosophical and ideological ideas that have arisen around the idea of our Planet as a kind of independent superorganism that gave life to all living things, has the ability of reasonable self-regulation in order to maintain life in all its diversity in accordance with the laws established by it.

N.O. LOSSKY ON STATE POWER: COGNITIVE ANALYSIS AND MODERN CONTEXT 罗斯基论国家权力:认知分析与现代语境

The article reveals the socio-philosophical and political views of N.O. Lossky on the essence, content and evolution of state power. In this regard, based on the principle of development, they are given a detailed description of two types of power: monarchical and democratic. Analyzing the monarchical system of power, the Russian philosopher reveals its functioning in Russia, gives an objective assessment of its shortcomings. The article substantiates the cognitive view of N.O. Lossky on the democratic structure of state power, its content and the tasks to be solved. The purpose of the study is to characterize the essence and features of N.O. Lossky’s socio-philosophical and political approach to the state and evolution of state power. Conclusions. 1. The article proves that the views of the Russian philosopher on state power in Russia represent a balanced and objective analysis. 2. N.O. Lossky’s position on the internal and external tasks of state power deserves attention in our time.

In the context of the sanctions policy of the West, Russia’s turn towards the Asia-Pacific region seems quite promising. In this regard, it was interesting for the author to look at the geopolitical status of the Republic of Korea and the DPRK in the current situation. The geographical characteristics of both states were analyzed from the standpoint of the possibilities of political and economic influence of these countries on world politics, as well as on relations with Russia. Socio-economic parameters were presented both in terms of demographics and in terms of urbanization, development of the transport system and industry. Foreign economic and military-technical policy was considered in the context of interaction between the ROK and the DPRK with Russia. However, a number of problems were identified that today exist on the path of unhindered economic relations between the Republic of Kazakhstan and the Russian Federation.

This article is devoted to the national state policy of the Federal center of the Russian Federation in relation to the Republic of Karelia. The paper examines the features of the evolution of the socio-cultural space of Karelia in the context of its existence within the borders of the modern Russian state. This article analyzes the methods and forms of the state national policy of the federal center in the Russian regions on the example of the Republic of Karelia. As a result of the work done, the paradigms of transformation of the political institutions of the Republic of Karelia, aspirations and attitudes of the population and the political elite, the impact of changes in electoral processes on the political system of the region, potential growth points, etc. are revealed.

PHILOSOPHICAL AND ANTHROPOLOGICAL ASPECTS OF NARCISSISM 自恋的哲学和人类学方面

The article deals with the philosophical and anthropological aspects of narcissism as a specific characteristic of personality. The author analyzes the concept of “narcissism”, its causes, explains the narcissistic character from the point of view of psychoanalytic, philosophical-anthropological and cultural-historical psychological concepts. The purpose of the study is to define the concept of the phenomenon of narcissism and the principles of its formation. Results. As a result of the research, the author comes to the conclusion that the narcissistic personality type is the result of lack of personal development motivational-needs. As the basis for this conclusion, in the course of the research, specific properties of a narcissistic character are singled out, which are characteristic of describing the crisis of the age period of 3-7 years. The author concludes that in case of violation of intra-family relations, the process of self-identification is violated, as a result of which the structure of the Self freezes in development. The formation of this process determines how the child identifies himself with his parents and what role he takes in these relationships. At the same time, the author takes into account gender characteristics that determine the role of the child in the family and the attitude of the father and mother towards him. The author concludes that in order to overcome the narcissistic structure of the personality, personal reflection and introspective awareness of the act of one’s own consciousness is necessary, leading to the formation of a new structure of the psyche.

INTERCULTURAL DIALOGUE IN THE DIGITAL SPACE AS A FACTOR OF SOCIO-POLITICAL STABILITY 数字空间中的跨文化对话是社会政治稳定的一个因素

Intercultural dialogue is the key subject of State national policy in any country. Despite the effects introduced by globalization, blurring unique features and universalizing the value basis of modern life, communities formed on an ethnic, confessional or linguistic basis (cultural communities), for the most part still retain their own identity, strive to maintain their value-behavioral patterns, customs, traditions and foundations. Therefore, the development of principles and management mechanisms capable of ensuring the coexistence of different cultural communities remains relevant for political-administrative systems. This is an essential condition for socio-political stability. The article is aimed at exploring the potential of the digital space for the formation of intercultural dialogue in the digital space contributing to the provision and maintenance of socio-political stability. The paper illustrates promising tools and properties of the digital space for communication and interaction of cultural communities; reflects the prerequisites, outlines the basic contours of intercultural dialogue in the digital space and the possible consequences of its impact on socio-political stability. According to the main conclusion of the analysis, the digital space creates completely new opportunities for building an intercultural dialogue, which political-administrative systems cannot ignore, striving for socio-political stability.

The article is aimed at exploring the potential of the digital space for the formation of intercultural dialogue in the digital space contributing to the provision and maintenance of socio-political stability. The paper illustrates promising tools and properties of the digital space for communication and interaction of cultural communities; reflects the prerequisites, outlines the basic contours of intercultural dialogue in the digital space and the possible consequences of its impact on socio-political stability. Based on the specificity of political science, which requires placing power as the central category of politics and the political system when analyzing various social phenomena and processes, the author of the article presents their vision of Russian identity in the past and present. The aim of the study is to determine the main stages of the formation of Russian identity and reveal its specific features, reflecting the specificity of state power and the political system of the country as a unique civilization model of human development. Research Methods: The nature of this work is based on the use of systemic, functional, value-oriented, historical, and some other methods of political analysis, representing a harmonious combination of their general scientific and specific fundamental directions. Research Findings. In the course of the analysis conducted, the author arrived at several conclusions. According to them, at the state level, Russian identity had a completely sovereign character in two cases. The first instance was related to Moscow’s refusal to submit to the resolutions of the Florence Union Council, which preserved Russia as the only Orthodox state until Peter the Great. The second time our country became a civilization-state was in October 1917. The collapse of the Soviet Union positioned Russia as a peripheral element within the framework of the North Atlantic civilization and contributed to the establishment of a regime of “neo-Bonapartism” on its territory.

TRANSFORMATION OF RUSSIAN IDENTITY: VALUE DIMENSION 俄罗斯身份的转变:价值维度

The problem of theoretical conceptualization of the value dimension of the subject’s picture of the world in the context of identification processes in Russian society is posed. The picture of the world has a spatial and temporal organization that affects the speed and direction of the identification processes of an individual with a group, society as a whole. At the same time, the picture of the world is filled with subjective meanings and is supplemented by another dimension - the meanings and meaning of reflected events and phenomena. Therefore, the analysis of the facets of the picture of the world from the standpoint of the value dimension includes the approaches of post-non-classical science using the criteria of analysis in the political-psychological and sociological traditions. Three approaches are formulated, the possibilities of practical application of which are illustrated by the results of empirical studies of the Institute of Sociology and the Institute of Socio-Political Research of the Federal Scientific Research Center of the Russian Academy of Sciences. The proposed view on the value dimension of the picture of the world made it possible to reveal the dependence of identification processes not only on obvious social and political transformations. Self-identification of an individual and groups is also latently influenced by the variability of the value picture of the world: social ideas and values, social norms and attitudes, political needs, interests and orientations, that is, the delta of novelty, which is reflected in new meanings and reflected in new meanings. The relationship between objective situational factors reflected in the value picture of the world and latent markers of the transformation of the identification of an individual, groups and society as a whole has been revealed. The value-semantic dimension of the picture of the world of Russian society made it possible to see the mobility and duality of value transformations, which requires further study of the networks of meanings, analysis of their symbolic structures as the basis of the cultural matrix of Russian society.

Belief in the powerful, the supernatural, and the inexplicable has no beginning or end. The central role in human fears has always been played by oracles - sacred people (priests). At the same time, both people and places that were considered sacred could be an oracle. It was assumed that seers could both explain the supernatural and predict the future. K. Popper introduced the term - the philosophy of oracles to denote a style of philosophizing similar to the manner of predicting the future, used by oracles when performing religious cults or by mediums in magic sessions. The main method of divination oracles is to intimidate or enchant their listeners. In the context of A. Comte’s theory of human evolution, we will be able to see the following patterns of interaction with the supernatural: at the theological stage, for example, in Ancient Greece, there are many Gods; at the metaphysical stage - the reasoning of philosophers, for example, Plato about God as the Creator and Creator of the universe, and Aristotle spoke of God as a philosophical God, and at the early scientific stage - these are the discoveries made by Copernicus and Galileo, which completely turned the worldview of mankind. So at the present time, in the conditions of the formation of the 4th stage of human evolution, digital intelligence begins to prevail over the human mind, and artificial intelligence takes on the role of a world oracle capable of predicting the future in an incredible way.

A CRITICAL ANALYSIS OF KLAUS SCHWAB’S CONCEPT OF THE FOURTH INDUSTRIAL REVOLUTION 克劳斯·施瓦布关于第四次工业革命概念的批判性分析

The purpose of this study is to critically analyze the concept of the fourth industrial revolution by K. Schwab and its role in the development of modern societies. It has been established that this concept has a pronounced conservative ideological character and is aimed at preserving and legitimizing the current status quo of privileged social groups, as well as the status quo based on a new system of dispositions. It performs projective-mobilizing, political, evaluative and practical functions aimed at forming a “common understanding” and building an “inclusive and just” society. The sociological content of the theory of industrial revolutions is revealed as an attempt to revise the established theoretical constructs that have lost their empirical adequacy in the changed conditions. It is shown that the concept of the fourth industrial revolution is based on evaluative descriptions, has no clear criteria and indicators for its diagnosis. It is argued that in K. Schwab’s interpretation the fourth industrial revolution is indistinguishable from the third one. It is hypothesized that the concept of the fourth industrial revolution is not new in content and is a product of “intellectual marketing”. Using the methodology of A. Goudner, the critical analysis is carried out and the non-articulated components that make up the infrastructure of the concept of the fourth industrial revolution are revealed by considering the “role” and “personal” reality of K. Schwab.
