DEVELOPMENT OF A SAFETY JUSTIFICATION FOR A HAZARDOUS PRODUCTION FACILITY PROCESSING RAW MATERIALS OF PLANT ORIGIN 为加工植物原料的危险生产设施制定安全理由书

The safety justification is considered on the example of a hazardous production facility specializing in the storage and processing of plant raw materials. Estimates of the probability of an explosion and overpressure for two accident scenarios at the production site located in the basement of the building were made. On the basis of calculations, compensating measures are proposed to reduce the individual emergency risk for personnel, thereby justifying the possibility of deviation from the requirements of federal norms and rules on industrial safety in the prohibition of placing a section of dedusting soft containers in the basement of a production building.

FIRE TESTS OF A MOBILE UNIVERSAL FIRE EXTINGUISHING SYSTEM 移动式通用灭火系统的消防测试

To assess the effectiveness of a full-size mobile universal fire extinguishing system, fire tests of the developed layout of an experimental mobile universal fire extinguishing system were carried out, taking into account the requirements of national standards, which determined the choice of the operating pressure range and nozzle diameters. Numerical values of the duration of the supply, the length of the jet and the rate of discharge of fire extinguishing agent from the vessel of the layout of a mobile universal fire extinguishing system from the diameters of the nozzles with a change in pressure are obtained. The results showed that the duration of the supply and the length of the jet of fire extinguishing agent, regardless of the diameters of the nozzles, depend on the pressure, the flow rate and outflow rate of fire extinguishing agent depend on both the diameters of the nozzles and the pressure. The relationship between the parameters of the layout and its extinguishing capacity has been determined, which confirms the declared capabilities of its working cycle.

TOOLS AND METHODS FOR IMPROVING SECURITY TRANSPORT SYSTEMS IN EMERGENCY SITUATIONS 改进紧急情况下安全运输系统的工具和方法

The economic development of the state is connected with the safety of transport systems, transport infrastructure is of exceptional importance in national security, which determined the relevance of the research topic. The theoretical provisions of modern risk management, methods of risk identification, risks of emergency situations at transport enterprises are considered. The risk properties of a transport enterprise are described, a qualitative risk assessment and options for classifying risks of a transport enterprise are presented. Tools for detecting risks of transport systems in emergency situations are presented. The measures of control of identified risks at the enterprises of the transport system are proposed, the effect of their introduction into the practice of the transport enterprise is revealed. A situational approach to forecasting risks at a transport enterprise is recommended. The proposed tools and methods make it possible to improve the safety of transport systems in emergency enterprises. The reliability of the obtained results is determined. Publications on the results of the study of this research topic are presented. Security issues of the transport system in emergency situations have been developed.

The purpose of the article is to develop a system for scoring the contributions of various technical and organizational measures to the magnitude of the risk of an accident based on existing approaches to the fire risk assessment at hazardous production facilities. To achieve the goal of the study and the formation of a score in cooperation with the organization operating the storage tanks of substances under pressure, a number of influencing factors were obtained. The following methods were applied in the work: analysis of hierarchies, comparison, analogy, study of documents and results of activities. The result of the work is the developed scoring system with groups of factors influencing the probability of an emergency and the resulting weight coefficients of the groups and the factors themselves. A method for point-factor estimation of the frequency of events initiating fire hazardous situations for underground liquefied petroleum gas tanks operated at gas filling stations is proposed. The results obtained can be used in assessing the fire risk for facilities where accidents can occur associated with the formation of an explosive and fire hazardous situation.

The article raises the issue of ensuring the safety of the population during the transportation of emergency chemically dangerous substances by road on the routes of movement in the Arctic zone. The analysis of the predicted possible consequences for accidents with the depressurization of tanks with emergency chemically hazardous substances transported in the Arctic zone at extremely low temperatures was carried out, a comparative analysis of the consequences of accidents at various weather conditions of the Arctic zone and central Russia. The depths of chemical infection are calculated with various parameters of depressurization of the tank in areas of emergency braking and in the stop area. Features of the transportation of emergency chemically hazardous substances are given at extremely low temperatures and recommendations for ensuring the safety of the population on the routes of transport in the settlements of the Arctic zone.

Explosions of fuel-air mixtures and their accompanying fires are perhaps the most common emergencies. A high probability of this kind of emergency is typical for both industrial facilities and the residential sector. When studying fires associated with deflagration (explosive) gorenje fuel-air mixtures, experts often face a number of questions that are difficult to solve when using the standard methodological approach used in the study of a classic fire. The article presents an expert analysis of fires caused by the ignition (explosion) of a fuel-air mixture. The paper also presents statistics of fires associated with explosions of fuel-air mixtures over the past five years, which provides data on the categories of objects and the nature of fuel-air mixtures.

The fire hazard of underground metro facilities determined by the presence of significant amounts of combustible materials in escalator and distillation tunnels, office premises, station lobbies, the presence of a large number of cable networks and electrical equipment under voltage in the premises and structures, which leads to fires, huge economic losses and human victims. Presents the results of the analysis and generalization of possible fire scenarios at the main underground metro facilities with a massive stay of people, which should be taken into account when carrying out calculations for assessing the fire risk for employees and visitors of the metro, which will provide the most informative assessment of the fire hazard for people in the structures metro, and will allow to fully implement the requirements of the provisions of Article 6 of the Federal Law of July 22, 2008 № 123-FZ «Technical regulations on fire safety requirements» for the subway underground structures.

It has been shown that the use of various physical methods in the process of examination of the state of process pipelines involves working with a significant range of measuring instruments and a variety of document formats. In the course of the study, a model of information support for the process pipeline life cycle was formed, based on the CALS concept, which, within the framework of the information space of the «Process Pipeline», can provide uniform methods of effective interaction between employees of control and supervisory bodies, enterprise personnel and specialists of expert organizations, taking into account the content of the current regulatory framework. To host resources, a private cloud infrastructure is offered in the form of a cluster of MS Windows Server DataCenter running Hyper-V. The local scheme of information interaction between the enterprise, the expert organization and the control and supervisory body, as well as the algorithm for loading the technical report into the database, have been developed and implemented.

The paper assesses the effectiveness of shock-wave technology cutting for rocks. A comparison of materials cutting technologies using a shock-wave and a shaped charge is done. Shows a significant reduction in the consumption of explosives and an increase in efficiency in shock-wave cutting with a simultaneous reduction in safe distances. Solving the problems of underwater explosions in the interests of rescue operations in emergency situations.

Open Joint Stock Company «Russian railways» is actively implementing projects to create innovative traction rolling stock that is safe for the environment and people, which is in good agreement with the goals of sustainable development. For effective management, comprehensive assessment and justification of the main directions for the development of locomotive traction, it is necessary to create a system of balanced environmental indicators. The issues of ensuring fire safety of locomotives remain relevant. The purpose of the work is to form a system of balanced environmental indicators for innovative traction railway rolling stock, taking into account fire safety requirements. The analysis of the activities of the world's largest railway companies in the field of environmental safety is carried out. The concept of balanced ecological development in the field of development and operation of innovative locomotives is presented. It is determined that the problems of environmental protection are considered separately from the issues of fire safety. An analysis of the concept of «balanced environmental development» is presented. The importance of the «Fire safety» criterion in the system of priorities for the development of traction rolling stock has been determined. Indicators that take into account fire safety requirements are presented. The expediency of their inclusion in the system of balanced environmental indicators is substantiated. Their characteristics are given. A methodology for calculating the effectiveness of implementing environmental and fire safety requirements for newly developed locomotives is proposed.
