DATA ON FREQUENCIES OF ACCIDENT EVENTS AT HYDROGEN GAS PRODUCTION AND HANDLING FACILITIES 氢气生产和处理设施事故发生频率的数据

The research is devoted to solving the problem of risk assessment at hydrogen-containing gas production and handling facilities by obtaining calculated data on the frequencies of realisation of accidental events on the basis of statistical data on accidents at the facilities under consideration depending on the type of equipment of the facilities, the industry area and the striking effect. In this work, the collection, processing, verification, analysis of statistical data on the objects of production and circulation of hydrogen-containing gas, obtained from the official Hydrogen incidents and accidents database (HIAD 2.1), created by the European commission for hydrogen safety. On the basis of data analysis the frequencies of accident events realisation were obtained depending on the type of facility equipment, industry area and the impact effect on hydrogen-containing gas production and handling facilities.

CONTROL OF EXTREME AIR POLLUTION BY TRANSPORTATION IN SAINT-PETERSBURG BY DAMAGE 通过损害控制圣彼得堡交通造成的极端空气污染

In the aspect of the triple planetary crisis, expressed by climate warming, reduction in biological diversity of species and habitat pollution, the problem of emergency control of the dangerous impact of vehicle exhaust gases on the living conditions of citizens in Saint-Petersburg is being studied. Control is carried out according to the criteria of expected «uncompensated costs» using original models and calculation algorithms adapted to the real conditions of the transport being used and the financial and demographic social environment. Calculation estimates of critical, in particular, extreme accumulation in the air of soot particles, oxides of sulfur, nitrogen, carbon and hydrocarbons are provided. Assessments are expressed in physical and monetary indicators, monitored by the negative effects of health problems, deterioration in the quality of agricultural products, «damage» to infrastructure elements, and climate warming.

A brief analysis and generalization of the possibilities of using modern unmanned aerial vehicles in solving security problems in various fields of human activity is given. The advantages and disadvantages of modern unmanned aircraft systems are noted. Particular emphasis in the description is placed on the promising development of the capabilities of unmanned aerial vehicles. It was noted that until 2030 in the Russian Federation it is planned to invest 560 billion rubles in the development of unmanned aerial systems.

CORRELATION ANALYSIS OF THE STRENGTH OF THE RELATIONSHIP BETWEEN THE RESULTS OF MONITORING OF ACCIDENTAL OIL POLLUTION OF SOILS BY SCREENING METHODS 通过筛选方法监测土壤意外石油污染结果之间关系强度的相关性分析

Major accidents at oil and gas industry enterprises related to soil contamination with petroleum products are considered. Based on the analysis of scientific research, it was determined that the existing methods for assessing the content of petroleum products in the soil have a number of significant limitations. Overcoming them requires the organization of a soil monitoring system, characterized by the possibility of rapid determination of pollutants and the allocation of clear boundaries of the permissible content of oil and petroleum products. The use of the arbitration method of infrared spectroscopy and the molecular luminescence method for estimating the content of petroleum products in the soil is experimentally justified. A correlation analysis was carried out between the measurement results obtained using the two presented methods. It was found that at low concentrations of petroleum products in soils, there is a linear dependence with a very high binding force, characterized by a Pearson correlation coefficient of 0,93. With relatively high values of the content of petroleum products in the soil and a significant spread of the experimental data obtained, it is advisable to use rank correlation. The use of the identified dependencies allows us to form a fairly complete picture of the situation in the study area associated with soil contamination with petroleum products, based on the results obtained using one of the presented screening methods. This greatly simplifies the procedure for assessing the state of the soil cover and creates prerequisites for reducing decision-making time and increasing the responsiveness to emerging emergencies.

THERMAL PHYSICAL MODEL AND RESULTS OF EXPERIMENTAL STUDY OF GASIFICATION OF WOOD AND PLANT WASTES 木材和植物废料气化的热物理模型和实验研究结果

The article compares the calculation results using the developed thermophysical composition model for the study of thermal gasification of wood and plant waste – renewable natural energy resources in a gas generator with the reverse combustion process and forced steam-air blast, which allows to achieve minimal formation of a by-product – resin. Based on the thermophysical model, the optimal consumption of solid fuel – wood and plant waste and oxidizer – atmospheric air is determined. The work can be used by technical engineers at enterprises in Russia and abroad for the environmentally friendly disposal of wood and plant waste in autonomous energy technology installations with combustion gas generators to generate thermal and electrical energy for the consumer. In particular, large volumes of wood and plant waste accumulate at wood processing and agricultural enterprises in the Tyumen region, which are an additional cheap source of energy.

Based on the analysis of the growth of ammonia production and its delivery to terminals by road in Russia, the problems of ensuring the safety of the population in case of accidents of vehicles with ammonia on the routes of its movement in settlements and the specifics of the organization of liquidation of the consequences of accidents with depressurization of reservoirs are considered. Calculated data on the depth of contaminated cloud spreading and height of its rise are given. Methods of localization of the primary cloud of ammonia contamination on the basis of operative use of heat guns and small-sized jet engines by the personnel of the brigades accompanying the dangerous cargo, as well as inclusion in the escort of the convoy of the calculation of State fire service of EMERCOM of Russia with an emergency rescue container for liquidation of the consequences of road traffic accidents associated with ASK-AHOV.

ASPECTS OF TECHNOSPHERE SECURITY IN THE CONCEPT OF THE NATIONAL SECURITY SYSTEM 国家安全体系概念中的技术安全问题

The need for an independent, sovereign existence of any country requires special attention to national security issues. The current state of mankind is characterized by a symbiosis of technology and nature, the use of various technologies, which are accompanied by the emergence of new threats and technosphere hazards, which actualizes the problem of understanding the concept of «national security». These circumstances required generalization and concretization of concepts used in the field of security at the system level. In the study of the issues under consideration, systematic, historical-retrospective, and cybernetic approaches were chosen as a methodological basis. The evolution of the human habitat is considered, the importance of the problem of ensuring technosphere safety is determined, due to the contribution of technosphere funds and technologies to maintaining the management processes of critical infrastructure facilities (potentially dangerous objects) of the state, as well as the catastrophic consequences of accidents at such facilities. A concept is proposed describing the national security system of the state as an organizational and technical management (socio-cyberphysical) system that allows integrating efforts to ensure various types of national security into a single complex.

DYNAMICS OF POLLUTION OF SURFACE WATERS OF THE VOLGA RIVER WITH PHENOL 伏尔加河地表水苯酚污染的动态变化

Phenols are priority pollutants of the natural environment and enter water sources through wastewater treatment plants of industrial enterprises. They pose a certain threat to the human body, since many of them are highly toxic and belong to the first class of danger. Organochlorine derivatives of phenol exhibit particularly high toxicity; under conditions of water disinfection with chlorine-containing preparations, they can form polychlorinated dibenzo-n-dioxins, which are classified as super-ecotoxicants and have a negative effect on the genetic code of the human body. As a result of the studies, the surface waters of the Volga river basin of the Kuibyshev reservoir in the water area of the city of Kazan were analyzed for the content of phenol and its derivatives using gas-liquid chromatography. When analyzing phenols in the aquatic environment, it was established that the maximum permissible concentrations norms for ortho-, meta-, para- chlorophenols, which are characterized by high toxicity to the human body and wildlife, were exceeded. The dynamics of seasonal changes in the concentration of phenol and its derivatives in the surface waters of the Volga river has been established, which are associated with the intensification of redox processes in the summer, occurring under the influence of temperature factors involving dissolved oxygen.

THE STUDY BY GAS-LIQUID CHROMATOGRAPHY OF THE TOTAL CONTENT OF ALKANES, ARENES AND ISOPRENOID ALKANES IN PETROLEUM PRODUCTS BEFORE AND AFTER THEIR BURNOUT IN FIRES 用气液相色谱法研究石油产品在大火中燃烧前后的烷烃、烯烃和异戊烯烷烃的总含量

The compositions of petroleum products obtained from different oil fractions were studied by gas-liquid chromatography. It is shown, that in order to establish the nature of the oil product before and after exposure to high temperatures in the fire-technical examination, it is necessary, along with the identification of peaks on chromatograms by chromatographic parameters, to process them using the internal normalization method. To establish the nature of the oil product and the fraction of oil from which this oil product was obtained, it was proposed to group all identified hydrocarbons into three main groups (alkanes, arenes, isoprenoids). To determine from which fraction of oil the oil product was obtained, it is sufficient to estimate the relative content of the selected groups. For petroleum products of the gasoline fraction, the group of arenes is the predominant group, and for petroleum products of the medium distillate fractions of oil, the group of alkanes predominates in their compositions. To determine the type of petroleum product both before and after exposure to high temperatures in the fire zone, it is sufficient to determine the alkane whose content in the alkane group is maximum, as well as to analyze the content of arene subgroups and identify the arene subgroup whose contribution to the composition of the oil product is maximum. In addition, to confirm that an oil product belongs to gasoline or diesel fuels, it is sufficient to detect in its composition a group of tetramethylbenzenes or alkanes of an isoprenoid structure, respectively.

The actual problem of improving the fire safety requirements that determine the actions of supervisory authorities at the stage of operation of subways is considered. The purpose of the work was to analyze issues related to the actions of federal state fire supervision. The research method was the analysis of statistics and problematic issues of the actions of the federal state fire supervision authorities. The distinctive features of subways from other objects of transport infrastructure are considered on the basis of statistical data relating, among other things, to the implementation of passenger transportation. As a result of the study, a list of problematic issues that arise in the implementation of supervisory activities at the stage of operation of subways was determined, and a scientific justification was made for approaches to the development of technical requirements necessary to solve them. Recommendations are given for improving supervisory activities and introducing changes to the current regulatory documentation.
