This paper considers how effectively inspection takes account of the 'lived experience' of young people in school and in their leisure time, and identifies some weaknesses in both data gathering and reporting. It asserts that Ofsted should be more forthright in its judgments of the curriculum range now offered in schools, and regrets its lack of attention to the non-formal educational opportunities available out of school which have the capacity to enrich young lives

After widespread concern following the tragic death of a headteacher, the appointment of a new chief inspector for Ofsted and the prospect of a Labour government offer an opportunity for a radical appraisal of the current inspection regime. This article discusses some basic concepts and principles which might contribute to a system that is responsive, not coercive, and one that is infused by 'a duty of care'.

This article proposes reform of the Office for Standards in Education (Ofsted). It considers the purpose of inspection in English schools and describes the previous system of inspection based on Her Majesty's Inspectors of Schools (HMI). The question of how effective Ofsted is – in comparison to similar countries – is then addressed. The creation of Ofsted is described and its strengths acknowledged before discussion of the frequent criticisms it has attracted. Whether or not the English education system actually needs rigorous inspection is considered and the conclusion reached is that inspection is desirable, but not the current Ofsted model. The remainder of the article outlines the principles that could underpin a more positive model of inspection and the most pressing issues for reform. It ends with the recognition that, since schooling will be subject to change in a modern technology-driven world, models of inspection also need to be flexible.

With tongue in cheek, I have modified key paragraphs in the current school inspection framework to help those monitoring inspections for quality-assurance purposes judge the quality of inspection teams. Reading them reveals the demanding nature of those expectations and raises the question as to how far inspectors can reasonably be expected to meet them – just as the same question can be posed to problems of the original paragraphs when applied to school teachers and leaders. The modified framework might also be used as the basis for self-evaluation by inspection teams or as a feedback form for schools to submit after an inspection.
