Peacekeeping or Expeditionism: Identity and Ethics Among Canadian Army Drone Operators 维和或远征:加拿大陆军无人机操作员的身份和道德

Small and middle states such as Canada have been integrating drones into their militaries for over 20 years, but their drone use has been understudied. Delving into the data from interviews with 33 army drone operators, this paper proposes two arguments about how drone operators negotiate their identity-based reflections on their roles. First, the paper argues that drone operators in the Canadian army center their identity on the idea that they are part of the combat arms and construct their role as drone operators through this lens. Second, this paper argues that drone operators connect this combat arms identity to broader ideals of what the Canadian Armed Forces (CAF) should do and be: a peacekeeping or an expeditionary force. In turn, ideals of what the CAF should do and be affect how drone operators think about drone use. On the one hand, those who viewed the CAF as a helping, peacekeeping military argued for limited and unarmed drone use, whereas those who encouraged the expeditionary elements of the CAF wanted weaponized and further integrated use of drones. These complex reflections from drone operators themselves are important for understanding how emerging technologies are thought of by their users in military contexts.

Managerialism and the Changing Politics of Inclusion 管理主义和不断变化的包容性政治

This contribution examines the tension between political inclusion and informal hierarchy found in the Hybrid Institutional Complex (HIC) for sustainable development. By drawing attention to the managerial logic underpinning the making of the Sustainable Development Goals (SDGs), I highlight how increased inclusion leads to weaker obligations and institutional fragmentation if not simultaneously accompanied by proper resourcing of governance orchestrators such as the High-Level Political Forum (HLPF). However, I argue that the SDGs have been successful at the level of ‘metagovernance’, specifically in reshaping the meaning of political inclusion within global governance. The growing emphasis on quantitative metrics and disaggregated data has shifted what counts as meaningful inclusion from having a seat at the table to translating political demands into measurable indicators. I use the human rights community to explore these dynamics. The analysis concludes with policy recommendations for state and civil society actors about strengthening coordination, balancing metrics with normative appeals and more radical democratic politics, and carefully balancing the utility of big data with other ethical concerns.

International Bureaucracies as Constrained Entrepreneurs: The Budget Crisis of the OSCE 作为受限企业家的国际官僚机构:欧安组织的预算危机

International organizations (IOs) with permanent bureaucracies depend on funding and staff. But what do IO bureaucracies do when governments repeatedly fail to adopt a budget? Building on recent debates on IO resourcing and the role of IO bureaucracies in global policymaking, this article argues that international bureaucracies act entrepreneurially during budget crises but that conflict among states places constraints on entrepreneurialism. We explore constrained entrepreneurialism by studying the Organization for Security and Co-operation in Europe (OSCE), focusing on the period after 2022, when the organization was operating without a regular budget due to the fallout from Russia's full-scale invasion of Ukraine. Drawing on 80 interviews with OSCE officials and national diplomats, our findings show that while the OSCE bureaucracy engaged in entrepreneurial practices to sustain core operations and mobilize resources, deadlock between Russia and Ukraine's supporters, coupled with the OSCE's strict consensus rule, placed severe constraints on these efforts.

Advocacy Under Authoritarianism: Civil Society's Impact on Environmental Treaty Ratification in Southeast Asia 威权主义下的倡导:民间社会对东南亚环境条约批准的影响

Does civil society in competitive authoritarian and authoritarian countries impact environmental policy? Specifically, does civil society speed up the ratification of international environmental treaties? Treaty ratification is a crucial step for translating international commitments to domestic politics. I argue that in competitive authoritarian regimes, where civil society operates under constraints but retains some space for advocacy, more robust civil society accelerates the ratification of environmental treaties compared to states with weaker civil society. These regimes often tolerate civil society pressure on non-threatening issues, such as environmental governance, which allows for strategic concessions without undermining state authority. Focusing on Southeast Asia, I conduct an event history analysis to understand how ratification timings of environmental treaties are affected by the participatory environments of civil society organizations. I use three measures of participatory environment: the level of control over civil society, the consultation status of civil society organizations, and the participation of women in civil society. I find that states with more robust civil society ratify environmental treaties faster compared to those with weaker civil society. This study challenges the assumption that authoritarian regimes uniformly ignore civil society and underscores the importance of strategic advocacy in advancing environmental governance.

The Region State in the 21st Century Polycrisis 21世纪多元危机中的区域国家

In this Practitioner Commentary, we develop the argument that the 21st century polycrisis has widened the gap between the demand side and supply side of governance. State capacity is put to the test while the policy space to deliver public goods has shrunk. The region state is a unit of governance, often overlooked and underutilized, to boost state capacity across siloed policy domains and institutional stovepipes. The European Union provides a laboratory to showcase and test the comparative advantage of governance solutions that reconnect the local, state, and supranational policy levels.

Costly Concessions: Insights From 78 Disarmament, Demobilization, and Reintegration (DDR) Provisions in Peace Agreements 代价高昂的让步:来自和平协定中78项解除武装、复员和重返社会条款的见解

Research shows that half of civil wars recur within 5 years, locking countries into a conflict trap. Since the 1980s, disarmament, demobilization, and reintegration (DDR) programs have been included in peace agreements and become integral to the international community's efforts to prevent conflict recurrence. Despite knowledge of DDR's prevalence in peace agreements, we still know relatively little about how the content of DDR provisions varies across settlements. This article presents a systematic comparison of the content of 78 full DDR provisions included in 292 peace agreements concluded between 1975 and 2021. I code 12 variables pertaining to the content of DDR provisions and group them into four categories: inclusivity, robustness, precision, and coercion. I find great variety in the scope and depth of DDR provisions: Most notably, only 78 (26%) out of 292 agreements contain all three components of DDR programs; women and minors affiliated with armed groups are only mentioned in 11% and 25% of DDR provisions respectively; third parties are involved in 62% of DDR provisions; and the establishment of national DDR commissions is included in 55% of DDR provisions.

Globalization and State Autonomy: The Case of Ethiopia 1991–2018 全球化与国家自治:1991-2018年埃塞俄比亚的案例

Critical scholars argue that African states ceded policy autonomy to global neoliberal forces through aid conditionality. This study investigates the Ethiopian state's relative autonomy amid globalization. Based on an analysis of archival materials, policy documents, and other sources, we argue that despite growing neoliberal influence since the 1990s, Ethiopia has managed to maintain a high degree of relative autonomy, overtly and covertly resisting neoliberal economic reforms in the 1990s and then openly choosing the ‘developmental state’ approach after 2005. We show that Ethiopia was able to do this due to its strategic significance to the West and because of China's emergence as an alternative financial source. We thus argue that the debate regarding globalization and state autonomy should take into account a wider range of factors than IFI conditionality.

Based on an analysis of archival materials, policy documents, and other sources, we argue that despite growing neoliberal influence since the 1990s, Ethiopia has managed to maintain a high degree of relative autonomy, overtly and covertly resisting neoliberal economic reforms in the 1990s and then openly choosing the ‘developmental state’ approach after 2005. We show that Ethiopia was able to do this due to its strategic significance to the West and because of China's emergence as an alternative financial source. Aid for Trade (AfT)–as an institutionalized concept to help developing economies and the least developed countries (LDCs) address their trade-related constraints–has in part helped mobilize a cumulative total of USD 648 billion in targeted funding between 2006 and 2022. It has been argued that AfT can help countries become more resilient in the context of “polycrisis” (OECD and WTO 2024). The objective of this article is to examine the above argument by identifying four possible pathways to resilience: (a) enhancing institutional capacity; (b) strengthening productive capacity; (c) fostering digital transformation; and (d) mobilizing resources. Based on the evidence presented from various initiatives implemented on the ground through AfT support, the article shows the potential of AfT in promoting resilience at both macro and micro levels. However, these scattered initiatives need to be replicated and scaled up to achieve a much wider and more sustainable impact.

The Winding Road of Carbon Pricing onto the Political Agenda in Senegal and Côte d'Ivoire 塞内加尔和Côte科特迪瓦将碳定价纳入政治议程的曲折之路

Africa has long remained a blank spot in carbon pricing policy implementation, except for South Africa, which adopted a carbon tax in 2019. Multiple other Sub-Saharan African countries, however, have since 2015 articulated their intentions to implement carbon pricing. This article zooms into these volatile early-stage developments and explores how and why carbon pricing has emerged on the political agenda in Côte d'Ivoire and Senegal, the two countries that have considered the issue for several years but with varying levels of activity. The article combines Kingdon's Multiple Streams Framework with elements of policy diffusion to fully grasp the interplay between the domestic and international processes at play. The analysis shows that the Paris Agreement served as a focusing event, opening a policy window for carbon taxation in Senegal and Côte d'Ivoire. Yet, the main motivations to consider carbon pricing are economic, though indirectly environmental, through the generation of revenues for the implementation of NDCs. International actors play a pivotal role in this process, but ultimately, domestic political structures and actors enable the carbon pricing agenda setting. This paper provides novel insights into how the carbon pricing policy process unfolds in Sub-Saharan African countries, a hitherto under-researched region.

Sustainable Food System Chapters in Trade and Investment Agreements: Lessons on Policy Innovation 贸易和投资协定中的可持续粮食系统章节:政策创新的经验教训

The need to adapt existing global policy instruments to achieve sustainable development objectives is increasingly recognised worldwide. Responding to the global need to help countries progress towards transforming food systems, the EU proposed, negotiated and agreed to adopt a chapter dedicated to Sustainable Food Systems in its free trade agreement with New Zealand and its advanced framework agreement with Chile. This study aimed to identify the origins, rationale and enablers of this policy innovation. A theory-informed qualitative study methodology was applied based on interviewee data. We found that the idea of the Sustainable Food System Chapters originated from the need to respond to domestic and global pressures to maintain public and political support for pursuing trade and investment agreements. The adoption of the Sustainable Food System Chapters was enabled by political pressure; pre-existing global, foreign and domestic policies; and shared thinking that was previously translated into joint action. Policy-makers may use this evidence to support efforts to achieve greater policy coherence in trade agreement negotiations across economic, social and environmental domains.
