Varieties of flexibilisation? The working lives of information and communications technology professionals in the United Kingdom and Germany 柔韧性的种类?信息和通信技术专业人员在英国和德国的工作生活

One feature of ‘flexibilisation’ concerns the growth of more individualised employment arrangements and career trajectories less connected to employing organisations. Informed by the Varieties of Capitalism approach, which emphasises the embeddedness of employment practices within discrete types of capitalist market economy, and based on rich qualitative data from interviews with 32 self-employed and directly-employed ICT professionals in the UK and Germany, we investigate comparative variation in their experience of flexibilisation. The research findings indicate some commonality, particularly in respect of perceptions of independence, but also highlight notable differences with regard to work pressures and insecurity. The paper advances theory by characterising two discrete varieties of flexibilisation, a ‘liberalised’ form evident in the UK, and a more ‘regulated’ type apparent in Germany, contributing to a better understanding of comparative differences in flexibilisation.

Constructing the ‘Future of Work’: An analysis of the policy discourse 构建“工作的未来”:政策话语分析

Email: lukas.schloegl@univie.ac.at Abstract Advances in laboursaving technology have sparked a public debate about the ‘Future of Work’. An important role in this debate is played by policyfocused literature produced by institutions such as government agencies, international organisations, think tanks, and consulting firms. Using qualitative coding, the present study analyses this ‘grey’ literature (a total of 195 documents published in English 2013– 2018) with a focus on what problem perceptions, frames, and policy recommendations prevail in this literature. We find that the dominant narrative treats technological advances as a prime cause of challenges in the labour market and places the main responsibility on the shoulders of individuals in the form of ‘upskilling’. We show how versions of this narrative vary across different types of institutions, what types of organisations are the most prolific publishers of policy papers in this space, and we offer a critique of dominant narratives within the ‘Future of Work’ discourse.

There is intense debate surrounding digitalisation and its implications for work. However, empirical research within established workplaces, especially international comparative studies, remains limited. This article uses cross-country research to further analysis of the relative importance of different institutions, actors and power relations in shaping digitalisation and worker outcomes. Through a multi-level approach, it compares the use of industrial robots in the food and drink processing sector in Norway and the UK. Drawing on qualitative research, it explores the pace of digitalisation, the process of implementation and job and skills outcomes. The study finds strong national differences in the pace of digitalisation, and the role of unions in the process of implementation. In Norway, union power at workplace and national level, embedded in institutional arrangements, underpins more advanced use of technology and improved outcomes for workers.
