Metaverse revolution and the digital transformation: intersectional analysis of Industry 5.0 虚拟世界革命与数字化转型:工业5.0的交叉分析

Purpose This study aims to investigate metaverse elements affecting digital transformation and examine how the metaverses’ enabled digital transformation affects Industry 5.0. Design/methodology/approach This paper adopts intersectional research methodologies to understand how metaverse technologies facilitate digital transformation and contribute to Industry 5.0. The Metaverse literature is bibliometrically analyzed to identify the intersection of digital transformation and components of Industry 5.0. Findings The conceptualization of the metaverse, its ecosystem and its enabling technologies are consistent with the human-centric, resilient and sustainable vision of the industrial revolution. The findings show that scientific research into digital transformation contributes to refining potential conflicts and tensions that may arise at the intersection of the metaverse and Industry 5.0. Research limitations/implications Study have significant implications for digital transformation research, as transformation studies help to fine-tune emerging technologies such as the metaverse for the industrial revolution. Based on the findings, the authors have provided a threat model for the Sustainable Metaverse Revolution. Social implications The utility of metaverse technologies in industrial revolutions necessitates the formulation of business model policies that promote the metaverse-enabled digital transformation. Policy recommendations for integrated development approaches are also provided in this paper. Originality/value The metaverse-enabled digital transformation and its implications for the industrial revolution are less reported. The current study addresses the importance of such intersectional studies.

PurposeThis paper aims to explore whether the key drivers identified in digitalization policies are being prioritized by practitioners in health and social care and to what degree the goals of the policies are being enacted.Design/methodology/approachThe investigation comprised two stages. First, the key drivers of digitalization in the national policies were identified. Second, a survey was disseminated to practitioners within health and social care, asking them to indicate their stance on each key driver (using Likert scales).FindingsThe findings of this paper are twofold. First, they demonstrate that practitioners more readily enact the key drivers centered around their everyday operations, such as improving services and care and increasing efficiency. Second, it shows that key drivers of a more rhetorical nature, such as “becoming the best,” do not yield benefits for practitioners.Practical implicationsThis paper shows that for policies to have an effect in practice and to contribute to change, they should be rooted in key drivers centered around practitioners’ everyday operations, promoting specificity over abstraction.Originality/valueWhile previous studies have involved policy analysis, few studies investigate the enactment of policies, how they are implemented and whether they contribute to changes in practice.

Path analytic investigation of the intention to adopt open government data in Qatar (TAM revisited) 卡塔尔采用开放政府数据意图的路径分析调查(再次访问TAM)

PurposeThis study aims to examine the factors that influence end users’ intention to adopt open government data (OGD) portals, envisioning this relationship through a path causal model.Design/methodology/approachThe study surveyed 696 Qataris and 730 white-collar expatriates using a questionnaire. The Kaiser–Meyer–Olkin measure of sample adequacy and Bartlett’s test of sphericity were used to determine the questionnaire’s construct validity.FindingsThe multiple regression analysis revealed that previous experience in using OGD portals, perceived usefulness and ease of use of OGD portals, marital status, age and attitude toward using OGD portals significantly predicted the intention to adopt OGD portals. Moreover, age and marital status significantly affected the intention to adopt OGD portals. The outcomes of the path causal model show that the direct effects of each explanatory variable are enhanced by the effects of the other independent variables in the causal model.Practical implicationsThe study pioneers the application of the Technology Acceptance Model (TAM) to analyze motivating factors for Qatari residents to adopt OGD portals. Using this framework can help policymakers build strategies to boost the use of OGD portals in Qatar.Originality/valueTo the best of the authors’ knowledge, the TAM has never been examined in the Qatari setting to analyze the adoption of OGD portals. The present study fills knowledge gaps about and offers a clearer understanding of the elements influencing the adoption of OGD portals.

PurposeThis study aims to investigate the influence of the built environment of smart cities on citizens’ quality of life in a developing country like India, focusing on the role of citizens’ participation as a moderator.Design/methodology/approachThis study used partial least square-based structural equation modelling to test the hypotheses using data from 542 sample respondents residing in five smart cities of India.FindingsThe findings of this study confirmed that the smart city-built environment dimensions of smart governance, smart economy, smart mobility, smart environment and smart living positively relate to citizen quality of life, except for the smart people dimension. This study also confirmed that citizen participation moderates the relationship between all six dimensions of the smart city-built environment and citizens’ quality of life.Originality/valueThis study investigates the relationship between the built environment of smart cities and residents’ quality of life and the moderating effect of citizen participation on this relationship.

A systematic review of behavioral public policy research: origins, mechanisms and outcomes 行为公共政策研究的系统回顾:起源、机制和结果

PurposeThis study aims to identify the origins, mechanisms and outcomes of applying behavioral insight in public policy research.Design/methodology/approachThe authors conducted a systematic literature review to answer three research questions. The authors identified 387 primary studies, dated from January 2000 to April 2021 and coded them through a thematic analysis. Related studies were obtained through searching in Emerald, ScienceDirect, Sage, Springer, Wiley and Routledge.FindingsThe results identified eight themes for origins, 16 themes for mechanisms/techniques and 13 outcome-related themes. Through the thematic analysis, the major mechanisms of behavioral approach were found to be social marketing, information provision, social norms, incentives, affect, regulation design, framing, salience, defaults, simplification, networking, environment design, scheduled announcements, commitments, attitude-preference-behavior manifestation and combining behavioral and nonbehavioral mechanisms.Practical implicationsThe findings of this review help policymakers to design or redesign policy elements.Originality/valueThis review provides the first systematic exploration of the existing literature on behavioral public policy.

Rural development and digital technologies: a collaborative framework for policy-making 农村发展与数字技术:政策制定的合作框架

PurposeThe paper aims to define a model for rural development, able to stimulate collaborations between actors involved in the agrifood chain and based on digital technologies as enabling factors for such collaborations.Design/methodology/approachAn exploratory research, based on a qualitative approach, is conducted, using both constructivist grounded theory and Gioia methodology. Data were collected through semi-structured interviews and roundtables administered to Italian key players.FindingsThe authors identify five actions (definition of territorial identity, involvement of internal and external supply chain actors, definition of quality standards, cooperation intra and infra supply chains, communication through technology) for collaboration in the development of rural areas that policymakers should encourage and actors in the supply chains must implement. The paper also entails both theoretical and practical implications. From the theoretical point of view, this study contributes to the literature on the relationship between agrifood, local development and the role of technologies. From the managerial point of view, this paper provides insights for policymakers to define strategies and actions aimed at developing collaborations between actors involved in the agrifood chain and leveraging digital technologies to support rural development.Originality/valueThe paper proposes a framework for the collaboration of the actors of the agrifood sector and related food tourism that could be the basis for the development of a digital platform able to connect all the subjects involved in rural development.

Data were collected through semi-structured interviews and roundtables administered to Italian key players.\u0000\u0000\u0000Findings\u0000The authors identify five actions (definition of territorial identity, involvement of internal and external supply chain actors, definition of quality standards, cooperation intra and infra supply chains, communication through technology) for collaboration in the development of rural areas that policymakers should encourage and actors in the supply chains must implement. The paper also entails both theoretical and practical implications. From the theoretical point of view, this study contributes to the literature on the relationship between agrifood, local development and the role of technologies. PurposeThis paper aims to examine how information and communication technology (ICT) coordination, information reliability, social pressure, perceived usefulness and perceived ease of use affect citizens’ intentions to use e-government services.Design/methodology/approachThe study is a quantitative type of study conducted through a causal study design. Noncontrived and cross-sectional methods were used, targeting Malaysian citizens who were 18 years of age or older. Due to an inaccessible sample frame, convenience sampling was used. After cleaning and removing necessary outliers, the final data set used for hypothesis testing consisted of 323 responses, which is considered sufficient as the study required a minimum sample size of 220.FindingsA study has found that social pressure, perceived ease of use and perceived usefulness positively affect people’s intention to use e-government services. The impact of social pressure is influenced by perceived usefulness and ease of use, suggesting that government agencies can encourage usage by improving perceived usefulness and leveraging social pressure. The study emphasizes the significance of perceived usefulness and social pressure in promoting adoption. To enhance the user experience, agencies can use targeted marketing, improve service quality, collaborate with communities and develop mobile applications.Originality/valueThe study underscores the importance of examining the relationship between perceived usefulness, ease of use and the popularity of e-government services while emphasizing the need to comprehend the impact of ICT coordination, information reliability and social pressure on the adoption of e-government applications in developing countries.

Government response and compliance behaviours: evidence from COVID-19 pandemic 政府应对和合规行为:来自新冠肺炎大流行的证据

PurposeWhile the COVID-19 pandemic wreaked havoc across the globe in 2020 and early 2021, Vietnam made some achievements in containing this virus. This study aims to focus on how government response could influence public compliance in Vietnam in 2020 (the first pandemic year).Design/methodology/approachThe authors used data gathered from individuals residing in Vietnam during the COVID-19 social distancing in April 2020. An online survey was used to collect the data. To conduct the empirical analysis, we used a structural equation model (SEM). The data were analyzed using SPSS 25 and AMOS 24.FindingsGovernment response was positively associated with public compliance through the mediating roles of trust in government and support for government.Practical implicationsThis research provides implications for crisis management in developing countries during a public health crisis, especially when or where vaccines are unavailable.Originality/valueThis research is among the first attempts that examine how government response enhances citizen compliance directly and indirectly through the mediating roles of citizen trust in government and citizen support for government.

PurposeThe purpose of this paper is to focus on explaining the concept of a smart citizen and in what way it is related to and dependent on smart government.Design/methodology/approachTo study this specific use case, researchers use “Qualitative Research.” For the review of the literature, the authors used an indirect citation. Additionally, VOSviewer software was used to evaluate the research data for this paper.FindingsAs researchers, the authors will explain how smart governments lay the foundation for transforming an ordinary citizen into a smart citizen. Also, they will be highlighting the significance and importance of citizens becoming smart in the future and how it will give an edge to any country over others in terms of development and growth.Originality/valueAfter it, the authors will be sharing the essential qualities that are joined together to make a smart citizen and able to distinguish between a common citizen and smart citizen. Finally, creating an understanding of it, the emphasis will be on the facilities and services smart citizens will get under a smart government, which will eventually increase the smartness of the citizens.

Co-creation service readiness model: a decision support for the selection of public services suitable for improvement through co-creation 共创服务准备模型:为选择适合通过共创改进的公共服务提供决策支持

PurposeThis paper aims to develop a model that supports public organisations in making informed strategic decisions as to which public services are most suitable to be improved through co-creation. Thus, it first identifies the features that make public services (un)suitable for co-creation and then applies this knowledge to develop a multi-criteria decision support model for the assessment of their co-creation readiness.Design/methodology/approachThe decision support model is the result of design science research. While its structure is determined by a qualitative multi-criteria decision analysis, its substance builds on a content analysis of Web of Science papers and over a dozen empirical case studies.FindingsThe model is comprised of 13 criteria clustered into two groups: service readiness criteria from the perspective of service users and service readiness criteria from the perspective of a public organisation.Research limitations/implicationsThe model attributes rely on a limited number of empirical cases and references from the literature review. The model was tested by only one public organisation on four of its services.Originality/valueThe paper shifts the research focus from organisational properties and capacity, as the key co-creation drivers and barriers, to features of public services as additional factors that affect the prospect of co-creation. Thus, it makes a pioneering step towards the conceptualisation of the idea of “service readiness for co-creation” and the development of a practical instrument that supports co-creation in the public sector.
