Flawed charts in pension fund popular reports 养老基金流行报告中的图表存在缺陷

Purpose The purpose of this study was to investigate how pension funds use charts in popular reports. Popular reports communicate a fund’s financial health to non-technical audiences, and often contain charts, tables, and other graphical elements. Do these graphics meet audiences’ information needs and align with chart best practices? Design/methodology/approach This study focused on the 60 retirement funds receiving a 2021 popular report award from the Government Finance Officers Association. The author analyzed each graphic’s topic and design. Findings Most funds presented key topics (such as funding rate and portfolio return), but they generally lacked helpful benchmarks or peer comparisons. A total of 30% of reports had one or more broken charts, where their visual elements did not match the underlying data. A total of 70% of the reports contained at least one badly designed chart. These design flaws included non-zero (truncated) axes, hidden non-zero axes and misleading 3D perspectives. Originality/value To the best of the authors’ knowledge, this paper is the first to examine chart quality in pension fund popular reports.

Public trust and collaborative e-governance performance: a study on government institutions and services 公众信任与协同电子政务绩效:基于政府机构与服务的研究

Purpose This study aims to investigate the correlation between public trust and the performance of collaborative e-governance, with a particular emphasis on trust in government institutions as the central aspect of inquiry. It assesses how public trust influences e-governance performance through the lens of good governance principles, encompassing evaluations of trust in government services and trust in the technological infrastructure used for citizen services. Design/methodology/approach The research framework is based on a thorough literature review, pilot study and practical experience. An empirical survey was conducted using a structured questionnaire to collect primary data from individuals who have used specific e-governance projects. To conduct the survey, the author used the snowball sampling method both offline and online. The author analysed the data using SmartPLS Version 3 to assess the measurement and structural model. Findings The study rigorously examines and confirms all formulated hypotheses using robust statistical analyses. Nonetheless, the results underscore the pivotal significance of the reliability and utility of e-governance services in nurturing public trust. Furthermore, the research unveils a troubling concern pertaining to the absence of tailored responses to citizen inquiries, grievances and recommendations, indicating an area of vulnerability in the effort to cultivate public trust. Research limitations/implications The research has implications for managers, citizens and researchers. It focuses on public trust in interaction-based collaboration, but researchers may extend it to other forms like content-based collaboration. Policymakers can implement the findings in present and future e-governance projects. Limitations include a moderate sample size, country context, and not assessing other factors that may influence public trust in collaborative e-governance performance. Originality/value This study contributes to the existing body of knowledge by exploring the link between good governance, public trust and collaborative e-governance performance. It focuses on projects that require physical visits to government offices, where public trust has been impacted. This study is unique because it assesses public trust in collaborative e-governance, specifically in the context of India, where there is limited prior research on this topic exists.

Automation in public sector jobs and services: a framework to analyze public digital transformation’s impact in a data-constrained environment 公共部门工作和服务中的自动化:在数据受限的环境中分析公共数字化转型影响的框架

Purpose This study aims to estimate the value of the impact from digital transformation (DX) focusing on its automation effect, looking at the time and cost savings coming from the substitution effect with an adoption of digital technologies. For example, cloud and artificial intelligence technologies such as ChatGPT have the potential to change ways of working, substituting and replacing several of the tasks that are currently carried out by public administration (PA) employees and labor processes underpinning PA services. Design/methodology/approach The paper outlines a new framework to estimate the potential impact of DX on the public sector. The authors apply this framework to estimate the value of the impact of DX on the Italian PA, defining the latter by the collection of the value of its labor (i.e. PA workforce salaries) and by the collection of the value of its outputs (i.e. public services’ costs). Findings This study ultimately maps out the magnitude and trends of how likely the PA occupations and services could be substituted in a wider process of DX. To do this, the authors apply their framework to the Italian PA, and they triangulate secondary data collection, from official accounts of the Italian Ministry of Economics and the National Statistical Institute, with methodological antecedents from the UK Office for National Statistics and experts’ insights. Results provide a snapshot on the type and magnitude of PA jobs and services projected to be affected by automation over the next 10 years. Originality/value To the best of the authors’ knowledge, this paper provides for the first time an approach to estimate the value of the impact of DX on the public sector in a data-constrained environment – or in the lack of the required primary data. Once applied to the Italian PA, this approach provides a granular map of the automatability of each of the PA occupations and of the PA services. Finally, this paper mentions preliminary insights on potential challenges related to equity in public sector jobs and implications on recruitment processes.

Digital inclusion for all? A gender-disaggregated analysis of e-government service use in Indonesia 全民数字包容?印度尼西亚电子政务服务使用的性别分类分析

Purpose This study aims to investigate the factors that influence the use of e-government services among male and female samples, aiming at gaining a deeper understanding of how to promote digital inclusion and maximize the benefits of digitalization. Design/methodology/approach This study uses binomial logistic regression modeling on two data sets: a nationwide survey at the individual level of 8,854 usable samples conducted in 2019 and village potential statistics. Findings The survey indicates low adoption and use of e-government services among both males and females. The statistical analysis further reveals that although there might be some variations in the influencing factors between the genders, the overall patterns are similar. These findings suggest that the low adoption and use of e-government services among males and females can be attributed to factors such as misperceptions about internet-based services, resulting in low motivation to use the services, inadequate internet connectivity, affordability, limited digital skills and exposure to harmful online content. Originality/value This study conducts a gender-disaggregated analysis to determine whether the antecedents of males’ decisions to adopt e-government services differ from those of females. Such a study is underrepresented in the extant literature, particularly in the context of e-government service use.

Measuring the effects of electronic government services and corrupt practices on information exchange: a comparison of public and private hospitals 衡量电子政务服务和腐败行为对信息交换的影响:公立和私立医院的比较

Purpose Health Information Exchange (HIE) is essential for the efficient and cost-effective delivery of health-care services. The provider’s administrative structure and external environment can substantially influence adopting technologies involving inter-organizational linkages, such as HIE. Using the theoretical lens of institutional theory, this study aims to compare how public and private hospitals' engagement in HIE is influenced by corruption and government online services or e-government usage. Design/methodology/approach The study uses the positivist research design of secondary data analysis to test the six hypotheses proposed. Data from multiple third-party reliable sources, including the European Commission and World Bank, are combined into the final dataset consisting of observations from 1,442 hospitals across 30 countries in Europe. A multilevel modeling approach is used to associate country and hospital-level variables and test the hypothesis. Findings The study finds that, on average, a 10% increase in corruption leads to a 6.3% decrease, while a 10% increase in e-government leads to a 7% increase in the probability of HIE engagement for a hospital. The negative impact of corruption on average is 18% more in public than private hospitals, while the positive impact of e-government is 75% stronger in public in comparison to private hospitals. The study also finds that HIE engagements in health systems with predominantly public hospitals are more sensitive to corruption and e-government. Originality/value To the best of the authors’ knowledge, the study is one of the first to use the institutional view to test the influence of government actions and public providers' concentration on HIE engagement. The comparison of public and private institutions enriches our understanding of promoters and inhibitors of HIE.

Purpose The digital revolution is causing profound transformations, characterised by the way companies and customers approach the market, helping to significantly transform the tourism sector. The aim of this study is to investigate how small hospitality businesses use internet in terms of marketing. Design/methodology/approach After analyzing the literature, which concerns the relationship that has gradually developed over the years between small businesses in the tourism sector and the use of the internet, it was decided to carry out an empirical survey conducted among the subjects managing micro-activities in the hospitality sector. The research hypothesis is that the adoption of the website is conditioned by the size of the company and the type of experience one has with small businesses. Findings The results show how small hospitality businesses make limited use of booking portals and social networks, and it emerges how digital marketing policies are crucial to achieve success, both in Italy and abroad. Originality/value It is believed that this work can provide useful insights that can be useful for the local government, aimed at promoting a greater ability of small businesses to participate more actively in the competition.

Predicting firms’ resilience to economic crisis using artificial intelligence for optimizing economic stimulus programs 利用人工智能优化经济刺激计划,预测企业对经济危机的应变能力

Purpose This study aims to develop a methodology for predicting the resilience of individual firms to economic crisis, using historical government data to optimize one of the most important and costly interventions that governments undertake, the huge economic stimulus programs that governments implement for mitigating the consequences of economic crises, by making them more focused on the less resilient and more vulnerable firms to the crisis, which have the highest need for government assistance and support. Design/methodology/approach The authors are leveraging existing firm-level data for economic crisis periods from government agencies having competencies/responsibilities in the domain of economy, such as Ministries of Finance and Statistical Authorities, to construct prediction models of the resilience of individual firms to the economic crisis based on firms’ characteristics (such as human resources, technology, strategies, processes and structure), using artificial intelligence (AI) techniques from the area of machine learning (ML). Findings The methodology has been applied using data from the Greek Ministry of Finance and Statistical Authority about 363 firms for the Greek economic crisis period 2009–2014 and has provided a satisfactory prediction of a measure of the resilience of individual firms to an economic crisis. Research limitations/implications The authors’ study opens up new research directions concerning the exploitation of AI/ML in government for a critical government activity/intervention of high importance that mobilizes/spends huge financial resources. The main limitation is that the abovementioned first application of the proposed methodology has been based on a rather small data set from a single national context (Greece), so it is necessary to proceed to further application of this methodology using larger data sets and different national contexts. Practical implications The proposed methodology enables government agencies responsible for the implementation of such economic stimulus programs to proceed to radical transformations of them by predicting the resilience to economic crisis of the firms applying for government assistance and then directing/focusing the scarce available financial resources to/on the ones predicted to be more vulnerable, increasing substantially the effectiveness of these programs and the economic/social value they generate. Originality/value To the best of the authors’ knowledge, this study is the first application of AI/ML in government that leverages existing data for economic crisis periods to optimize and increase the effectiveness of the largest and most important and costly economic intervention that governments repeatedly have to make: the economic stimulus programs for mitigating the consequences of economic crises.

Data-driven decision-making challenges of local government in Indonesia 印尼地方政府的数据驱动决策挑战

Purpose This study aims to identify and outline the critical challenges affecting the inclination of executives to use data as the basis for making decisions at a local government level. Design/methodology/approach The study conducted in-depth interviews with 21 public officials comprising middle- and top-level executives from 18 agencies and offices at the Bojonegoro Regency, one of Indonesia’s most progressive regencies in pursuing open government and smart cities. Findings The findings demonstrate that ensuring a good quality data architecture, nurturing data culture and developing analytics capability are essential in the case of a developing country such as Indonesia. However, insufficient policies and regulations, a nonexistent evaluative framework for data quality, disruptive local tradition and the ingrained autocratic administration represent significant and unique challenges to implementing data-driven decision-making in the local government in Indonesia. Research limitations/implications The chosen research approach may result in a need for more generalizability beyond Indonesia, accentuating the necessity for the geographical objects to include other developing countries in future research. Practical implications The findings showcase that lack of awareness and acceptance from public officials and the general public of the importance of a data-driven approach; as such, a better understanding of the change in attitudes and mindsets of public officials is invariably one of the critical practical determinants. Originality/value The findings signify the importance of creating robust accountability systems and evaluative frameworks that consider the many variables influencing decisions that capture the significance of organizational and local culture.

Purpose The purpose of this study is to explore the discrepancies between the services provided by municipalities through e-Government portals and the services sought by residents in the context of smart cities. Design/methodology/approach This research investigates the information and services delivered by municipalities via e-Government portals and the services that residents wish to access through these portals. A mind map representation of ideas from 707 participants is used to visually illustrate the proposed e-Government portal structure based on user recommendations. Findings The findings reveal that existing e-Government portals fall short in offering a comprehensive range of e-services desired by residents. The results highlight the need for municipal e-Government websites to grant residents access to a diverse array of services and information. It is crucial to note that the specific services may fluctuate over time and between cities, reflecting the evolving needs of residents and the capabilities of municipalities. Originality/value This study is original in its focus on bridging the gap between existing e-Government portals and residents’ preferences, using a mind map representation to visually illustrate the proposed portal structure based on user recommendations. The research emphasizes the importance of considering residents’ needs in terms of services and functionalities and adapting websites accordingly.

Purpose This paper aims to check the E-Government Development Index (EGDI) of South Asian countries and then highlight the main challenges they are facing right now, which are causing South Asian countries to do good in the e-government sector. Design/methodology/approach The authors will be getting the EGDI data for South Asian countries through the United Nations website, and to visualize it for understanding, the authors will be taking the help of an Online Business intelligence tool. After successfully fetching data and presenting it in a proper format, the authors will be doing an analysis of the South Asian country’s EGDI score overall and also will check on individual indicator levels of EGDI. Findings Finally, the authors will be sharing the common improvement points which South Asian countries’ governments need to focus on to make their EGDI score better and get included in the list of top E-Government. With its help, countries will progress and get hand-in-hand with the world by providing the best governance practices to their citizens. Originality/value It is important to understand for South Asian countries that the e-government initiative is not just about transforming governance or providing quality services to citizens but also it is about being in sync with the world and competing with other countries in the development progress. So, they have to follow the e-government trends to get their country aligned with the world and attain progress country in a faster speed.
