Improving the technology of product supply chain management in the context of the development of multimodal transportation systems in the European union countries 在欧盟国家多式联运发展的背景下,提高产品供应链管理技术

The relevance of the study is caused by the growing role of multimodal transportation in Ukraine and the European Union, ensures the optimization of the goods supply chain management to the consignee, and an important element of this development is the significant role of rail transport in the multimodal transportation, which is relevant towards minimization of costs and preserving the environment. The purpose of the article is to develop measures to improve the designing processes of the multimodal route parts for grain supply chains through the using of network systems and minimizing the total transportation cost. Taking into account the specifics of the functioning and management of multimodal transportation, an approach to the integrated assessment of the effect from the transport enterprises activities in multimodal transportation based on the building of network models of each part of the multimodal route is offered. The article presents the results of the analysis and theoretical generalization of approaches to formalizing the process of functioning the multimodal transportation systems for goods supply chains with rail and road modes of transport. The materials of the article are of practical value for vocational and industrial training of logistics operators, transport companies’ staff, and scientific and pedagogical personnel in order to improve their professional competencies.

Logistics approaches to stabilization and development of tourism activities during the pandemic 大流行病期间稳定和发展旅游活动的后勤办法

The relevance of the problem under study is stipulated by the need to stabilize the market for tourist services in existing restrictions caused by the SARS-CoV-2 pandemic. The purpose of the research: The purpose of the article is to develop integrated measures for the formation of transport and logistics clusters to increase the synergetic effect of the proposed activities aimed at raising the mobility level of potential consumers of tourist services. Methods of the research: The main research methods include predicting and simulating; they make it possible to consider the problem of forming the package of tourist and transport services as a process of targeted monitoring and optimization of tourist routes. Results of the research: The article presents the concept of the creation of the network of transport and tourist clusters in Poland and its functioning; large rail carriers are the core of the clusters. Practical significance: The proposed models for the formation of a package of tourist services are aimed at increasing the synergetic effect for all cluster participants, as well as at the development of tourist activities during the pandemic.

Criminal legal and administrative methods of ensuring the economic security of the state in the context of globalization and modernization of the economy 在经济全球化和现代化的背景下,保障国家经济安全的刑事、法律和行政手段

Ensuring the well-being of its citizens is the main and most important task of each state, and therefore effective economic management, minimizing the effects of possible crises, overcoming recessions and restoring economic growth for many centuries has been the subject of a study of the most famous economists in the world. At the same time, the use of their recommendations without taking into account the processes of globalization and monopolization of markets, increasing the influence of the state on economic processes in the context of modernizing the economy to meet European standards, without taking into account the specifics and characteristics of the existing economic relations, leads to decisions that negatively affect the economy and impede it dynamic development. The study is based on a comparative analysis method and a comparative legal method, as well as methods for understanding economic and legal phenomena that influence the development of various processes in the sphere of social relations that we are interested in. We also used a statistical method of research. Search and identification of appropriate methods and methods that can ensure the economic security of the country in the context of globalization and modernization of the economy of Ukraine, which implies the improvement of administrative, civil and criminal legal methods, including by adjusting domestic legislation to the requirements of international acts and European standards. The development of specific proposals for the improvement of the legislative framework, which is designed to ensure the stability of the sphere of social relations that we are interested in.

Application of socially-oriented and legal innovative practices in the urban transport flow logistics and tourism 社会导向和法律创新实践在城市交通流、物流和旅游中的应用

The relevance of the study is determined by the public interest in logistic support of urban transport flows and tourism. The aim of the article is to determine the best innovative practices of providing transport and tourist flows by different urban transport modes, and also to identify prospects for their use in conditions of domestic markets. The study found that according to the German experience as one of the best practices, the priority of the development should be given to the rail transport as a key component of urban transport and logistics infrastructure, including the tourism sector. It was determined that the integrated urban intelligent transport system includes the traffic management system, the public transport management system, the parking management system and the logistics flow management system, considering the impact of tourism. The regularities of the influence of factors on the dynamics of urban transport flows were determined based on a critical analysis of a number of specific cases. The prospects for the development of rural areas adjacent to such cities were determined, given the development of transport and logistics infrastructure of the country. The materials of the study can be useful for employees of the transport and logistics sector and the sphere of tourist services, researchers, graduate students, doctoral students, and government officials.

Transformation of the paradigm of entrepreneurial activity innovative development in the pandemic conditions 大流行病条件下企业活动模式的转变创新发展

The relevance of the topic is determined by the importance of innovative development for business entities under conditions of turbulent changes in the environment. The purpose of the article is to identify the preconditions and content of transforming the paradigm of entrepreneurial activity innovative development due to the spread of COVID-19. The historical evolution of innovative theories and concepts was analyzed, which allowed systematizing the achievements. It was determined that modern methodological bases of the problem are formed on the basis of educational concepts and the general theory of innovation. The characteristic of the “innovation” definition was supplemented by a fifth advantage, which is the ability to identify commercially successful innovations, as well as identify shortcomings of each of the definitions. The set of applications and tools of enterprises’ innovation groups has been improved by partial specification and supplement. The contribution of other authors to the theory of innovation and transforming the paradigm of entrepreneurial activity innovative development was determined and systematized. Materials of the article may be relevant for use by managers of enterprises, government officials, researchers, graduate students and doctoral students.

Specific characteristics of seaports development in the context of digitalization: international experience and conclusions 数字化背景下海港发展的具体特征:国际经验与结论

The article focuses on the study of specific characteristics of seaports development under conditions of digitalization. The article aims to study features of the development of the international seaport under digitalization to implement the best achievements in Ukraine. The main research method was a systemic-structural approach used to examine seaport digitalization as a part of a logistics chain, including horizontal and vertical links between its elements. To achieve an effective digital transformation, we also used the above method. It helped to study how the factors determined during the study of international practices and possible innovations influence the object under study. The practices, which are of interest for Ukraine and other developing countries, were identified based on the international experience in seaports development under digitalization. The main strategic directions for the digital transformations of the above infrastructural objects were suggested. They involve increasing seaport competitiveness and their effectiveness in the framework of the international transport system. The directions are of interest for public authorities of the governmental and regional levels (while establishing the digitalization policy in the area of sea transport) and the port administrations (while making justified strategic decisions for their development).

The purpose of this article is to develop a model and proposals for the organization of management of financial and economic security (FESM) of port enterprises (PE). Improvement of the management of financial and economic security we propose to begin with the development of methodological approaches to assessment of the level of financial and economic security. To do this, the article makes a proposal to use a functional criterion, which is defined as the ratio of costs for the organization and operation of the financial security service to the profit obtained during the period of the study. Also, a set of indicators is developed that, unlike existing ones, take into account specifics of the industry. The article also proposes optimal plans for cargo processing, which result in a minimum cost and maximum profit. Through the function of process management, a comprehensive statistical model of managing the system of financial and economic security of port enterprises is proposed. This model takes into account specific factors of PE operation and developed approaches that ensure the organization of PE FES management by embracing traditional financial approaches and their alternatives. The authors state that for the effective organization of financial and economic security of port enterprises it is necessary to conduct timely monitoring of external and internal threats, assess and analyze the level of financial and economic security and develop strategic ways of enterprise development. And the recommendation to the management is to carry out well-timed control and audit of financial condition.

Impact of water crisis on food production in Pakistan: a time-series analysis 水危机对巴基斯坦粮食生产的影响:时间序列分析

The food production process across the developing world is under huge pressure pertaining to mounting challenges like water shortage, low fertility of the land, climatic variations, lack of technological progress, and many other unforeseen challenges. This study explores the impact of water crises on food production. The food production index was used for food production and water crises relationship measured in water availability (million-acre feet). Other explanatory variables, remittances, fertilizer, number of tractors, agricultural land, were used as control factors for the period 1975 to 2017. The autoregressive distributive lag (ARDL) model was used for the analyses. Water crises had significant and negative effects on food production. Besides, that other control factors like, fertilizer, remittances, agricultural land, and numbers of tractors also had a substantial and positive impact. The results indicate a long-run relationship between water crises and food production because the error correction term is significant and negative. Water crises (shortage of water availability) decreases the capacity of the land to produce low crop yields. In order to meet the food demand, water scarcity needed to be addressed in the policies. Moreover, the government should encourage the small farmers in particular by providing them fertilizers, high-efficiency irrigations systems and machinery (i.e. tractors) at subsidized rates.

Exploratory factor analysis of the perceived constraints affecting rice farmers of kano river irrigation (KRIP) kano state, Nigeria 尼日利亚卡诺州卡诺河灌溉(KRIP)稻农感知约束的探索性因素分析

To empirically factor out the perceived constraints affecting rice production in the Kano River Irrigation Project Kano State, Nigeria, the current study used cross-sectional data collected through a semi-structured questionnaire complemented by an interview schedule from 217 rice farmers selected via a multi-stage sampling technique in 2020. High input cost, inadequate training, unreliable water supply, waterlogging, and insufficient credit were identified as significant risk factors affecting rice production in the research area. In addition, the orthogonal rotation took into account ten restrictions impacting rice cultivation in the examined area: technical, biological, insect infestation, output price, marketing, extension, flooding, credit, soil, and health. As a result, the study suggests that a market economy be developed, corruption be reduced, and policy design and implementation be transparent. Project management and other stakeholders should empower farmers through training and workshops to operate and maintain their irrigation schemes through WUAs. It is also critical for the government to supply and subsidize farm inputs, low-cost finance, and other agricultural services, such as rice marketing chains, production diversification, and other agricultural services.

Problems faced by the crop farmers related to extension services provided by department of agricultural extension in Bangladesh 种植户面临的问题与孟加拉国农业推广部提供的推广服务有关

The Department of Agricultural Extension (DAE) has a long history of providing extension services to Bangladesh's crop farmers. This study attempted to explore the extent of problems that crop farmers faced regarding acquiring the extension services provided by DAE. This study was conducted in three villages of Gauripur Upazila (sub-district) in Mymensingh district, Bangladesh. A face-to-face interview was conducted with 100 sampled farmers for the data collection on a pre-tested and structured interview schedule. The key variable, named as the extent of problems was measured using a 4-point rating scale. Both enter and step-wise regression models were employed on the data. Results indicated that half of the respondents faced a moderate level of problems while 40% faced a high level of problems. The extension workers' poor communication skill was the most critical issue, followed by insufficient resources and maintaining contact with resource-rich farmers as perceived by the respondents. Crop farmers' education, perceived economic return, the experience of participating in extension activities, training, and fatalism were significantly associated with the problems faced by them. Education, perceived economic return, the experience of participating in extension activities, and training were discovered to be essential determinants of the degree of problems related to extension services. The study identified several chances for the policymakers to address influential factors for improving crop extension services of DAE. Furthermore, improved coordination and providing crop farmers with need-based training and resources may help mitigate the identified issues.
