The article examines the main issues and events that defined 2021. It looks at the Duterte government’s key domestic and foreign policies, as well as its successes and failures in addressing new and existing challenges. The article finds that while there had been some accomplishments, Duterte falls short in fulfilling most of his 2016 campaign promises. However, despite Duterte’s shortcomings, his popularity remains high, although it remains to be seen if this will carry over to next year’s elections and whether or not his legacies will endure.

This article is an attempt to carve out a research agenda for an enriched populism research in the Philippines. Specifically, it analyzes journal articles drawn from academic database collections, examines its domains of publication, and core analytical approaches. Then, it situated these studies within the broader landscape of the Philippine political scholarship. The results suggest a thriving and flourishing populism research in the Philippines. Yet, it also suffers from the same theoretical and empirical obscurities that typifies global research on populism. The article contends that future Philippine populism studies must (a) adhere to a minimalist theoretical anchor, (b) be methodologically pluralistic and innovative, and (c) be thematically grounded on a host of other significant domains of Philippine politics that go beyond Duterte. Ultimately, the article urges prospective scholars to strongly engage with these arguments and suggested line of political inquiries in order to refine the scholarly enterprise of populism in the country.

There is an urgent need to study illiberal political values. However, current efforts have focused on democratic values, democratic support, populist attitudes, and authoritarian values. Consequently, they have missed something older and more fundamental, namely, political illiberalism. Hence, I pave the way for future inquiries by proposing and validating a composite measure built upon a reverse engineering of political illiberalism from existing works on illiberal democracy, political intolerance, and the normative philosophy of political liberalism. Through quantitative psycho-political analysis (i.e., factor analysis, internal reliability tests, and basic descriptive statistics), I posit and dissect an index responding to the limits of existing ones. Overall, I define illiberal political values as a value system constituted by intolerant and leader-centric values tied with anti-institutionalist tendencies.
