AbstractThe Commissioner for Human Rights is a government institution that provides protection for the rights of the people in the Republic of Tatarstan, Russia. The establishment of the Human Rights Commissioner in the Russian Federation as a state body is one of the most important achievements of the transformation of democracy in Russia. In the Republic of Tatarstan, the Institute of Commissioners for Human Rights was established in 2000 in accordance with the Constitution of the Republic of Tatarstan to strengthen guarantees of state protection of human and civil rights and freedoms, to promote their observance and respect. by state agencies, local governments and officials. This study aims to explain how the Policies of the Commissioner for Human Rights in the Republic of Tatarstan are related to public services and to find out how the Commissioner for Human Rights of the Republic of Tatarstan provides the best service for the entire community. The method used in this research is a qualitative research method with a descriptive analysis approach. Abstract Economic globalization has an impact on the dynamics of adjusting the legal rules established in Indonesia. One of them is the legal unification format called the Omnibus Law on Job Creation. The Omnibus Law on Job Creation collects laws related to development and investment. The new thing in this law is the formation of a new institution called the Sovereign Wealth Fund. Various privileges are given to an institution called the Indonesia Investment Authority (IIA), ranging from not being held accountable for a loss to being audited only by a public accountant. This article discusses how laws and regulations build the construction of the Sovereign Wealth Fund Indonesia. The main problem that was analyzed is how the position of the Sovereign Wealth Fund in the structure of the Indonesian state institutions, besides that, it also discusses the issue of the authority and responsibility of the Sovereign Wealth Fund as well as the privileges provided by laws and regulations. All of these issues be the scope of discussion that provide an overview of Indonesia's Sovereign Wealth Fund. The discussion was conducted using a normative juridical method through qualitative analysis using a statutory approach and legal philosophy approach. The inductive conclusion is expected to provide input in strengthening IIA construction so as not to get demands for discriminatory treatment by other state institutions, and the goal of being established by the IIA to accelerate national economic development can be realized. AbstractAir pollution in Malaysia is largely attributed to motor vehicles and land transportation, industrial activities and open burning. It has a hazardous effect on the public’s health and the environment. This study focuses on the spatial analysis of carbon monoxide (CO) and ozone (O3) concentrations trend in Klang Valley stations, specifically in Klang, Petaling Jaya, Kajang, Shah Alam and Cheras from 2000 to 2009. The study used the Inverse Distance Weighted (IDW) interpolation technique under the Geographic Information System (GIS). This study found that the distribution pattern of CO spatial concentrations in the Klang Valley is the highest concentration and reached 2.5 ppm, especially in Klang and Petaling Jaya stations in 2002 and 2003. However, the annual concentration of O3 recorded in Klang, Petaling Jaya, Kajang, Shah Alam, and Cheras stations from 2004 to 2009 is between 0.01 to 0.025 ppm. While air quality legislations have been introduced in Malaysia, policies and regulations being established by the government, their enforcement is still weak. Subsequently, air pollution is still a significant issue in Malaysia. Strong cooperation between the government, stakeholders and the local community is important to promote environmental sustainability and improve the community’s well-being. It is said to be able to connect every city, province, and inter-island very quickly compared to land and sea transportation. The outcome of every trial is always accompany by some interest where the civil attains compensation and the criminal imprisonment and fines. In achieving the said interest in a trial process, it is the role of the prosecutor in establishing that the accused is guilty of the crime committed. This article articulates, that it is the role of prosecutor to carry out justice in the name of the State whether during criminal or civil trial. The principle is clear here as we all know that during criminal proceedings the prosecutor is the principal party, but such trial cannot succeed if in the course of the criminal act the victim also incurred damages caused by the accused. In this regard, it is also the role of the prosecuting counsel to make a submission for such civil act that has caused damages to the victim. There are lots of complexities surrounding the understanding and interpretation of the word "interest of the state" as many states fails in establishing this is their various legislation in which the state of Ukraine is not an exception. Notwithstanding the important of this concept in every trial whether civil or criminal, what becomes of its outcome when effective recognition is not attached to it in terms of legislative recognition? Crimes are always considered as inevitable in every given society operating under an organized system of operation. Sometimes this crime has to cross borders constituting huge threat to country sovereignty and integrity. With all this in place, States are usually confronted in establishing possible forms and methods of combating the so called transnational crimes. Specific examples of successful experience of developed countries, such as the United States, Canada and Western European countries, are analyzed. The author's definitions of the terms "transnational crime", "method of combating transnational crime" and "form of combating transnational crime" are given. It is stated that the problem of the existence and expansion of transnational crime in the form of shadow illegal activities of criminal organizations is one of the greatest threats of our time. It is stated that in connection with the commission of illegal acts by members of transnational criminal organizations of various orientations, the definition of the essence and content of this socially dangerous phenomenon is a non-trivial matter. It is emphasized that the modern scientific community reflects the desire to clearly establish and specify the current methods of combating transnational crime and to implement their appropriate classification. It is noted that both domestic and foreign scholars in the field of law classify methods of combating transnational crime according to a set of different criteria and factors. The Dispute Resolution Council was established as a public institution in the last few decades to reduce the number of cases sent to the judiciary in Iran and strengthen public participation and increase the role of the people in criminal justice policy. Although the activities of this institution in recent years have led to a decrease in the number of cases sent to judicial institutions, but its public aspect was not fulfilled as intended. In addition, the law of this council has many contradictions with the constitution with limitations and problems in the legal and structural field that have affected its functions. However, the role of the people is significant in similar institutions in the legal system of the Common Law and France, while strengthening the participatory aspect. This issue has been an effective measure in strengthening participatory criminal policy in these countries. COVID-19 pandemic forced the Supreme Court of the Republic of Indonesia to make several adjustments to the courts system of all in Indonesia, one of which was the adjustment of criminal procedural law in criminal trial proceedings. Some regulations were made related to the criminal trial proceedings in Indonesia to adjust to government policies that limit physical interaction between people. However, those regulations made by the Supreme Court also comes with challenges and problems in its implementation. This research was made using the normative legal research method, in purpose to find the changes made in the criminal trial proceedings in Indonesia due to the COVID-19 pandemic and also the challenges and problems encountered in its implementation. Through this research, several things that should be addressed for the change in the criminal trial proceedings amid the COVID-19 pandemic in Indonesia will not only accommodate the principle of expediency, but also the principles of justice and legal certainty .

Some regulations were made related to the criminal trial proceedings in Indonesia to adjust to government policies that limit physical interaction between people. However, those regulations made by the Supreme Court also comes with challenges and problems in its implementation. This research was made using the normative legal research method, in purpose to find the changes made in the criminal trial proceedings in Indonesia due to the COVID-19 pandemic and also the challenges and problems encountered in its implementation. According to legal perspective, the Government’s plan to implement New Normal desires to restore economic life and public health as a manifestation of the fulfillment of citizens’ rights. From the description above, this paper will discuss several things, namely how the readiness of national Law to welcome the new normal era; how the constitutional legal system in the new era is normal; how is the urgency of structuring national regulations in the new normal era; and, how the influence of the new normal era for legal politics and public legal awareness. By using the normative juridical method, it can be concluded that the status of COVID-19 pandemic in Law is marked by the issuance of various legislative products to provide legal certainty of the Government’s policy to overcome COVID-19 and implement New Normal policy. The practice of state administration is increasingly being carried out in the executive, legislative, and judiciary environments by utilizing digital networks through application facilities that provide virtual me eting services.
