Homelessness is one of the most difficult social issues, and people who have experienced homelessness are often exposed to stigmatisation and negative public perception. Public perception of homeless people also depends on how citizens interpret and what they attribute the causes of homelessness to. Therefore, this paper is aimed at verifying the causal attributions of homelessness based on Weiner’s three-dimensional attribution model. The aim of the research was to examine the determinants of causal attributions of homelessness regarding certain sociodemographic and socioeconomic characteristics and attitudes towards homeless people. The research was conducted on a representative sample of citizens of the Republic of Croatia (n=1 010). The results showed that, on average, the citizens mostly attribute the causes of homelessness to factors related to the circumstances of a person’s life and the broader social context. Differences were found in certain sociodemographic characteristics, whereby women attribute the causes of homelessness more often to the circumstances of a person’s life and the broader social context, while participants with lower socioeconomic status attribute the causes of homelessness more often to structural factors. The results also point out regional differences in attributing the causes of homelessness to different factors. With regard to the attitude towards homeless people, it was found that participants who attribute the causes of homelessness to factors within the broader social context more also perceive homeless people more positively, considering that the state should take greater responsibility in caring for homeless people, and expressing more willingness to help homeless people. The results can contribute to a more effective development and implementation of intervention and policies aimed at sensitising the public regarding the issue and prevention of homelessness. Key words: attribution theory, homelessness, causal attributions, public opinion.

In Pay-As-You-Go systems, retirement benefits result from the multiplication of the reference wage by the contribution duration by an annuity rate. This formulation can undergo some adjustments to ensure sustainability within a changing environment. In this paper, we showed that the current contribution-benefit linkage might generate a large gap between individuals in terms of profitability and thus in terms of wealth accumulation over long periods. Considering the possible career scenarios in the Algerian retirement system, we found that return rates vary from 9.6% to 13.2%. To reduce inequality, we propose a new retirement benefit formula partially based on the actuarial fairness principle. Keywords: retirement, PAYG, equality, IRR, scenario, Algeria.

The paper presents the results of the research on the needs of the older people for services from the social welfare system, which was conducted at social welfare centres. 3001 people from all Croatian regions or counties participated in the research. The research was conducted with the aim of determining the needs for services from the social welfare system, in order to improve the quality of life of the older people. The paper presents the socio-demographic characteristics of the surveyed older people, their marital status, number of household members, support provided by their children, sources of income, property and health status, functional status, rights exercised from the social welfare system and the need for missing services. Respondents feel that they need home help services the most, but there is also a significant interest in institutional accommodation services. There are differences in the needs for care services, depending on how big is the respondent’s place of living. The collected data represent the empirical basis for the social welfare system on the older people, aiming to serve as help in adoption of strategic documents that need to protect this vulnerable population. Key words: the older people, social welfare, needs, services

This paper provides an analysis of the practical implications of the concept of solidarity economy and the elements of public policies that affect the solidarity economy in Croatia. In a broader sense, solidarity is a common component of economic behaviour. In a narrower sense, solidarity refers to a set of economic practices that meet the criteria of balancing economic, social and environmental sustainability, joint ownership and participatory governance. Solidarity economy supports the construction and maintenance of common economic goods, which may occur within legal entities, as well as in contractual relations or informal cooperation. Solidarity economy is close to the concept of social economy, and significantly different from collaborative (sharing) economy. Public policies that encourage solidarity-based economic practices have their origins in the welfare state regime and the level of solidarity in society, which is followed by ideologies, strategies and activities of political and economic actors. The social contributions of the solidarity economy and the risks to which it is exposed justify state intervention in this area, which can be reflected in regulation and institutional, financial and tax support to its actors and processes. Public policies in Croatia generally do not recognise the importance of the social and solidarity economy and its actors, such as cooperatives and social enterprises. Although the recognition of possible contributions of the social and solidarity economy to society and the economy in Croatia is growing, the incentive framework is incomplete and insufficient, which is reflected in the results and future prospects of this sector. Key words: solidarity, solidarity economy, public policy, cooperatives, social enterprises.

The paper analyzes labour market services, as one of the labor market interventions. Labour market services represent all activities of the public employment service and other publicly funded services for jobseekers, which include counseling the unemployed, mediation between workers and employers, informing, monitoring the unemployed and sanctioning in the case of non-compliance, and are considered to be the most cost-effective labour market intervention. Although in recent decades the main focus of labour market policy has been on measures of active labour market policy (such as training or employment incentives), in recent years, with the actualization of the activation concept, labour market services have taken their turn. This paper presents the main features, development, advantages and disadvantages of this intervention in the Republic of Croatia and the opinion of the main actors of this intervention, the Employment Advisors of the Croatian Employment Service. Key words: labour market services, counseling the unemployed, labour market, Croatia.

This study analyzes how service-learning contributes to the level of commitment to environmental sustainability in higher education institutions (HEIs), as perceived by their students. The empirical analysis has been conducted by using the PLS-SEM modelling, on a sample of 366 undergraduate students of business from Croatia and Bosnia & Herzegovina. The obtained results support the hypothesized influence of the service-learning development level on the sustainability commitment in higher education. We also consider the indirect effects within the model. They show that service-learning mediates the relationships between students’ idealism and sustainability commitment, as well as between students’ social trust and sustainability commitment. Implications of obtained empirical results for theory and higher education practice are discussed. The potential for generalizing results for other sustainability interventions is assessed.

E. Vinogradov, B. Leick and D. Assadi research the profound relations between digital entrepreneurship, sharing economy, disruptive innovations, artificial intelligence, blockchains, the internet and other variables. They point that “the concept of the sharing economy has become increasingly popular in the past few decades in response to major technology and societal shifts. As the digital revolution progresses, a dynamic change associated with the sharing economy is altering the way how transactions between individuals, businesses and organizations are shaped and delivered”. In that context, the author finds that “…this shift also poses potentially drastic changes for the society to grapple with, as the new innovative technologies permeate products and services as well as entire business models through, e.g., artificial intelligence (AI), cryptocurrencies, blockchain technologies, internet of things, and technology-based surveillance”.
