SOCIAL INNOVATION AS AN IMPORTANT ELEMENT OF EUROPEAN DEVELOPMENT STRATEGIES EU member states are undergoing the process of economic and demographic transformation with significant influence on society and economy. In order to respond to the existing and future challenges, it is necessary to adapt development strategies and policies, as well as to focus on concepts such as innovation, social change, equality and sustainable development. In the new development strategy, EU will focus on creating a society that will function as a competitive, secure and energy-efficient system. Scientists, economic policy makers, nongovernmental organisations and entrepreneurs are showing an increasing interest in the field of social innovation, striving to address a series of contemporary challenges. The aim of this paper is to study the role and ways of fostering social innovations in the European Union. The contribution of this paper is reflected in the systematic review of the importance of social innovation and the measures used to foster them, while pointing out the existing obstacles and needs and recommendations for further development of social innovation in the context of global challenges that the EU is facing. The results of the research indicate the growing importance of social innovation in modern EU policies that actively promote the quintuple helix approach, recognizing sustainable development and innovation as key development priorities during the Fourth Industrial Revolution. Recommendations for further development of social innovation in the EU include the need to coordinate various EU instruments in this area, encourage investment in innovative education, training and employment programs in this area, increase awareness of social innovation, encourage networking and dissemination of information and create an enabling environment for their development. Also, the paper highlights the shortcomings in the field of measuring social innovation, as well as the need to address this challenge, in order to improve the understanding of their role, but also a more efficient allocation of incentives to them. SOCIAL INTEGRATION OF YOUNG PERSONS AT RISK OF DROPPING OUT OF THE EDUCATION SYSTEM: RESULTS OF THE SLOVENIAN PROGRAMME PROJECT LEARNING FOR YOUNG ADULTS In order to understand the phenomenon of dropping out of the education system, it is important to direct scientific and professional interest on understanding the lifestyle of these young persons from their perspective. The concept of social vulnerability of the youth is useful for that purpose, as it explores risk factors in various life circumstances of young persons, based on which approaches and programmes focused on prevention of dropping out, solving the problems of droputs and unemployed young persons are developed. The programme Project Learning for Young Adults combines both approaches and is based on an individualised, holistic and structured way of working with vulerable young persons. It consists of three levels of project activities: elective, individual and interest based with the aim of developing working habits, team work, self-confidence and career interests in order to reintegrate young adults in the education system and promote their entering the labour market and social inclusion. The programme has been active for 25 years in the Republic of Slovenia and it has included over 1,370 young adults. It has been financed by the European Social Fund. The article aims to investigate the processes of deconstruction of the institution of the welfare state under the influence of such new challenges as economic globalization and technological revolution. The study is based on the methodological tools of neo-institutionalism. Principal exogenous and endogenous reasons for the crisis of the welfare state institution are determined. Economic globalization and technological progress are designated as decisive factors conditioning the deconstruction of the welfare state. It is stated that irrespective of the welfare state model, nowadays they all are reformed towards the activation of a working-age person and the establishment of the state of social investments. Currently the configuration of the welfare state is specified by its commitment to stimulating competition and developing the self-initiative of citizens in terms of ensuring their own prosperity. It is highlighted that economic globalization and technological progress should not be considered exclusively from the standpoint of risks for the welfare state. These two factors are identified as stimuli for further evolution of the welfare state institution for the sake of its moving out of prolonged stagnation and preserving itself as a political institution, albeit in the upgraded model. THE QUALITY OF HOMELESSNESS SERVICES: AN OVERVIEW OF THE CURRENT SITUATION AND CHALLENGES IN CROATIA Although homelessness is a multifaceted phenomenon that has aroused interest in the Croatian scientific community over the last decade, the quality of homelessness services has not been explored so far. Based on a qualitative research that included key participants in the homelessness sector, this theme is problematized through various aspects of service quality. Following an introduction and a description of the method used, this paper describes the legal regulation of quality of services for homeless people, as well as the problems that homelessness services providers encounter in practice in relation to legal documents. More specifically, this paper analyses: the availability of services for homeless people, financing models, quality of accommodation facilities, quality of social services and quality control. All these aspects of service quality are supplemented by a number of first-hand practical experiences as well as some examples of good practice. Nalazi su utemeljeni na narativnoj analizi provedenih polu-strukturiranih dubinskih intervjua s 12 gluhoslijepih osoba koje imaju teskoce razlicitog stupnja težine. Labovljevom analizom te kasnijim grupiranjem preko narativa, osobne price i iskustva grupirani su u pet tipova prema iskustvima tijekom skolovanja, drustvenosti, zaposlenju i kasnijoj kvaliteti života. Nalazi istraživanja upucuju na velike poteskoce koje osobe s dvostrukim invaliditetom tijekom života onemogucuju u kvalitetnom njima prilagođenom obrazovanju, a onda i razvoju normalne drustvenosti, odnosno omogucavanju izostanka izoliranosti i depresije. --------------- IN ENGLISH: This paper deals with a narrative biographical research of the quality of life and equal opportunities for deaf-blind persons from the area of the city of Zagreb. By Labov's analysis and later grouping through narratives, personal stories and experiences, they have been grouped into five types according to their experiences during education, sociability, employment and later quality of life. The findings indicate severe difficulties that prevent persons with a double disability from quality education adapted to them, and then in the development of normal sociability, i.e. which enable a lack of isolation and depression.

Vlada Republike Hrvatske je na svojoj 229. sjednici održanoj 7. svibnja 2020. godine usvojila Nacrt prijedloga zakona o nacionalnoj naknadi za starije osobe, s Nacrtom konacnog prijedloga zakona i uputila ga u saborsku proceduru. Tim se Zakonom predviđa usvajanje novog instituta u okviru socijalne zastite kojim bi se obuhvatile osobe starije od 65 godina koje ne ostvaruju mirovinska prava. Procjenjuje se kako u Hrvatskoj približno 60 000 osoba starijih od 65 godina nije ispunilo minimalne uvjete za ostvarenje prava na mirovinu (najmanje 15 godina mirovinskog staža). Među starijim osobama bez mirovina vecinu cine žene, iz razloga sto su žene znatno manje nego muskarci sudjelovale u placenom radu izvan kuce, a ujedno su njihove radne karijere bile krace i isprekidane. Ovim Prijedlogom zakona predviđeno je da nacionalna naknada za starije osobe od 1. sijecnja 2021. godine, kada Zakon stupa na snagu, iznosi 800,00 kuna mjesecno. Usklađivanje se, pocevsi od 1. sijecnja 2022. godine, veže uz stopu porasta indeksa potrosackih cijena prema podacima Državnog zavoda za statistiku. Rijec je ustvari o takozvanom »nultom« stupu mirovinskog osiguranja, koje se u vecem broju zemalja naziva socijalna mirovina.
