This study utilizes theory from the Essex School of Ideology and Discourse Analysis (IDA) and investigates speeches and statements made by high-ranking European Union officials from the European Commission as well as policy documents. The inquiry reveals that antagonistic language was used to justify the tracking and tracing of civilians through the articulation of an empty “track and trace” signifier and the articulation of new identities premised on the vaccinated and non-vaccinated. Policy makers articulated new ideas surrounding a regime of truth and a common “people” while simultaneously negating opponents to pandemic policies by articulating floating signifiers, including xenophobia, disinformation, and populism. The exercise of power in health policies during the pandemic functioned according to logics similar to those employed in traditional political domains. © 2022 Centro de Estudos Sociais da Universidade de Coimbra.

Online Ethnography on a Retired People’s Association in Portugal – Facebook as a Vehicle for Political Participation at a Time of Pandemic Ethnographie en ligne sur une association de retraités au Portugal – Facebook comme vecteur de participation politique en situation de pandémie The pandemic brought significant ruptures in several dimensions of life, implying intense adaptations and unveiling old and new inequalities and exclusions, such as those associated with ageism. Through an online ethnography we analyse the strategies developed by a Portuguese association composed by retired people in response to the limitations brought by COVID-19. Most of the organisational communication went online and they developed new initiatives for the pursuit of their mission. The publications on the public Facebook page reflected tensions with which older people were confronted, recurrently related with ageism, often denounced and problematised by the association. In this study we found that also in older adult’s organisations, there was transition to online tools during the pandemic, with the use of Facebook as a communication platform and as a resource for political action.

This article presents findings of a qualitative study reporting older adults’ experiences of solitary home confinement during Portugal’s first COVID-19 lockdown in 2020. Home confinement was marked by negative experiences, with the exception of one participant who had a particularly favorable combination of resources and circumstances. Negative experiences involved losses in several areas, such as being deprived of out-of-home activities, independence and face-to-face social interactions. Losing out-of-home activities and independence promoted a sense of imprisonment, while losing face-to-face social interactions triggered a feeling of physical loneliness. Considering the potential negative implications of these losses, it is crucial to create innovative solutions that can mitigate them in future lockdowns. © 2022 Centro de Estudos Sociais da Universidade de Coimbra.

Sweden’s Approach to COVID-19 in the Context of a Poised National Self-Image 瑞典应对新冠肺炎的方法——基于国家自我形象
IF 0.2 Q4 SOCIAL SCIENCES, INTERDISCIPLINARY Pub Date : 2022-09-01 DOI: 10.4000/rccs.13440

At the beginning of the Pandemic, Sweden took a different path from her Nordic neighbours and many other countries, namely by not implementing a "forced mass lockdown" or applying stringent restrictions. This paper sets out to examine Sweden s national strategy for responding to COVID-19. This research seeks to address the extent to which the underlying concepts of Swedish "ethos" and "tradition" influenced or shaped the national strategy to avoid forced mass lockdown during the pandemic. To prevent an enforced lockdown to control the spread of COVID-19, the Swedish government presented a range of different measures, both "voluntary and legally binding". The strategy employed by the Public Health Authority was based on notions of "individual responsibility" and "mutual trust" between the government and the citizenry. The guidelines were often ambiguous and left to individuals to interpret for themselves. © 2022 Centro de Estudos Sociais da Universidade de Coimbra. All rights reserved.
