Planning and Climate Change in African Cities: Informal Urbanization and ‘Just’ Urban Transformations 非洲城市的规划和气候变化:非正式城市化和“公正”城市转型

The proliferation of informal settlements and growing risks of climate change across African cities pose core questions to urban planning theory and practice. Where do informal settlements fit into future climate adaptation plans? What constitutes a ‘just’ climate transformation for African urbanization? And how does a ‘just’ climate transformation address the concerns of Africans in informal settlements? We conduct a literature review to highlight the importance of local, community-based knowledge production and action in addressing African urbanization and climate change. We show how informality and climate change impact each other across diverse African cities and conduct a detailed case study based on Accra, Ghana. We argue that national and global approaches to planning for urbanization and climate change are required to strengthen local community-based knowledge production and action.

Environmental Justice and The Alliance for a Just Transition: Grist for Climate Justice Planning 环境正义和公正过渡联盟:气候正义规划的目标

Conversations about how to tackle climate change often fail to incorporate the perspectives of activists from the Environmental Justice Movement and the Just Transition Alliance. Ignoring voices from workers and communities that have been in the sacrifice zones of environmental contamination often leads to “false solutions” that further exacerbate both the disproportionate impacts on communities of color and the threats from climate change. In this perspective, three EJ activists provide a clarification and reminder on why and how the terms environmental justice and just transition became critical to the movement for climate justice. Policies for climate justice planning are included.

Revisiting the Purpose of Land Policy: Efficiency and Equity 重新审视土地政策的目的:效率与公平

Land policy influences how and by whom land is used; therefore, it impacts the efficiency and equity of land use. This paper offers an economic perspective on efficiency and equity as fundamental purposes of planning and land policy. It brings a highly needed mutual understanding between planning and economics, whilst acknowledging the limitations of the theoretical concepts of efficiency and equity in their real-world applications. The paper also provides a solid ground for analysing trade-offs between efficiency and equity of land policy interventions. Situations minimising trade-offs should be of particular interest as they provide opportunities for improvements without necessary sacrifices.

Many governments, businesses, and institutions are committing to net zero greenhouse gas emissions by 2050, a goal and process known as deep decarbonization. Achieving this goal in the United States requires a national, economy-wide transformation in energy production and use in five sectors: electricity, transportation, industry, land-based carbon sinks, and buildings. All of these sectors interact with planning for the built environment and land use, so planning scholars and practitioners have many opportunities to engage policymakers working on national-level decarbonization strategies. This article analyzes the consequences of deep decarbonization for the future speed, scale, scope, role, and relevance of planning.

A Systematic Literature Review of Infrastructure Governance: Cross-sectoral Lessons for Transformative Governance Approaches 基础设施治理的系统文献综述:变革治理方法的跨部门经验教训

Infrastructure governance has emerged as a subject of critical interest in the current ‘infrastructure turn’ whereby fragmented governance approaches sit in tension with complex demands for infrastructure transformations within contexts of multiple intersecting crises. To understand the state of the literature and inform ongoing debates, a systematic review method is used to interrogate a large body of infrastructure governance literature across sectoral boundaries. This review identifies a range of literature gaps prevailing in the areas of infrastructure governance on unceded First Nations land, the societal end goals of infrastructure, and understandings and applications of integrated governance.
