User profiling and role evaluation of government microbloggers in the context of public emergencies 突发公共事件背景下政府微博用户特征与角色评价

PurposeThis study aims to profile the government microbloggers and evaluate their roles. The results can help improve the governments' response capability to public emergencies.Design/methodology/approachThis study proposes the user profiling and role evaluation model of government microbloggers in the context of public emergencies. The indicators are designed from the four dimensions of time, content, scale and influence, and the feature labels are identified. Three different public emergencies were investigated, including the West Africa Ebola outbreak, the Middle East respiratory syndrome outbreak and the Shandong vaccine case in China.FindingsThe results found that most government microbloggers were follower responders, short-term participants, originators, occasional participants and low influencers. The role distribution of government microbloggers was highly concentrated. However, in terms of individual profiles, the role of a government microblogger varied with events.Social implicationsThe findings can provide a reference for the performance assessment of the government microbloggers in the context of public emergencies and help them improve their ability to communicate with the public and respond to public emergencies.Originality/valueBy analyzing the performance of government microbloggers from the four dimensions of time, content, scale and influence, this paper fills the gap in existing literature on designing the user profiling and role evaluation model of government microbloggers in the context of public emergencies.

The effect of YouTube comment interaction on video engagement: focusing on interactivity centralization and creators' interactivity YouTube评论互动对视频参与度的影响:关注互动集中化和创作者的互动

PurposeThis study aims to reveal the effect of comment interactions on video engagement of users in video-sharing platforms.Design/methodology/approachThe authors collected 87,232 comments on 647 videos of Korean beauty creators on YouTube and conducted a social network analysis and a hierarchical regression analysis.FindingsThe results present that the more evenly interactive participants write and receive replies in the comments section, the more users' video engagement increases. The more creators reply to user comments and the more reactions they present, the more video engagement increases. Additionally, the influence of the creator's interaction on user engagement increased as the number of commenting participants decreased.Practical implicationsThis study has implications for platform operators regarding comment section design and proposes interaction strategies for content creators to induce users' video engagement.Originality/valueCompared to previous studies, this study empirically verifies the influence of interactions on video-sharing platforms in detail by confirming the influence of user interaction structures and creator's participation in the interaction on video engagement.

Factors influencing researchers to publish in open-access: Is it a self-decision or a self-reinforcing cycle? 影响研究者在开放获取中发表论文的因素:是自我决定还是自我强化的循环?

PurposeThe current study examined Israeli researchers from various disciplines concerning their perceptions, attitudes and awareness of scientific publications in open access (OA) journals and repositories.Design/methodology/approachA survey instrument was developed and distributed to 202 Israeli researchers from universities, colleges and research institutions. The study used the united theory of acceptance and use of technology (UTAUT) model as a tool for mapping the factors known to influence researchers to publish in OA journals and repositories.FindingsThe empirical model confirmed the mediating effect of the association between researchers’ perceptions and the actual publishing in OA, through their behavioral intentions (BI). Furthermore, the BI are mediated by researchers’ self-decision to publish in OA. More specifically, a researcher's publication level in OA depended not only on the positive attitudes (Atti), performance expectancy (PE) and social influence (SI) mediated by BI, but also on conditions that support researchers who publish in OA, and disciplinary affiliation to science, technology, engineering and math (STEM) which lead the researcher to voluntarily publish in both green and gold OA.Research limitations/implicationsThis study contributed to the cumulative understanding of OA publishing by formulating and validating an empirical research model of acceptance and use.Practical implicationsThe implications of the findings for scientific publication theory and practices are discussed.Originality/valueThe study suggests an effective framework to understand the researcher's final decision to publish in OA. This study's results are an essential step towards the cumulative understanding of OA publicity adoption and use by researchers as a global issue in general and in Israeli academic institutions in particular.

PurposeThe social media expands the scope of museum marketing. Through the social media marketing, visitors get a rich and colorful visual experience, and the museum can quickly and effectively convey various information to visitors. At present, the research on social media in the museum industry mainly focuses on the level of technology use, while the research on the marketing application of social media is relatively scarce, especially from the empirical perspective. This study constructs a conceptual model to identify the impact of SMMAs on visitor experience in the context of the museum industry through the empirical analysis.Design/methodology/approachA survey is conducted with a total of 538 visitors who follow the fan page of the Palace Museum Weibo. The collected data are analyzed via structural equation modeling.FindingsThe results show that SMMAs have significant effects on social presence and social support, which in turn significantly affect flow state. Moreover, the results demonstrate that social presence and social support partially mediates the relationships between SMMAs and flow state.Originality/valueThe contribution of this study is twofold. First, from a theoretical perspective, it offers new insights into the conceptualization of social media marketing. Measuring policy effects: online participation on the municipal level 衡量政策效果:城市层面的在线参与

Do citizens' decisions, which are discussed and co-ordinated a priori on online participation platforms, have any policy effects? The article addresses this question in an exploratory study. Taking theoretical concepts of participation and policy effects into account, LiquidFeedback platforms are investigated in four municipalities in Lower Saxony (Germany). A total of 80 cases—i.e., successful citizens’ initiatives that were afterwards considered by local city or district councils—are included in a content analysis. Results show that crucial policies are less often translated into binding policy decisions than other policies. Even though citizens’ decisions can have binding policy effects, large-scale projects, in particular, show rather diffuse policy effects. However, diffuse policy effects are hardly transparent for citizens and could, accordingly, inhibit the willingness to participate altogether.

Um Formen und Rahmenbedingungen von Innovationsprozessen in der öffentlichen Verwaltung zu identifizieren, werden die Veränderungsprozesse im Bundesamt für Migration und Flüchtlinge (BAMF), die während und als Folge der Flüchtlingskrise vollzogen wurden, analysiert. Dazu konzentriert sich dieser konzeptionelle Beitrag auf drei Spannungsfelder, die auf Basis der Erkenntnisse der Innovationsforschung in Unternehmen zentrale Aushandlungsorte von Veränderungen darstellen und auf das Fallbeispiel BAMF im Krisenkontext übertragen werden: 1) das Wechselspiel zwischen politischem und verwaltungsinternem Druck infolge angestiegener Asylzahlen als treibende Kraft für neuartige Lösungen und die dafür notwendige Ressourcenbereitstellung; 2) die Dialektik von Freiraum und Struktur, die von Führungsebenen gesteuert wird und bei einem ausgewogenen Verhältnis Innovationskultur befördern kann; 3) der Umgang mit bestehenden Strukturen im Modifikationsprozess, da Akzeptanz und Effizienz zur nachhaltigen Implementation von Innovation beitragen. Der Artikel analysiert aus organisationssoziologischer Perspektive wie die Bundeswehr Gleichstellungsrecht umsetzt. Das zentrale Argument lautet, dass die Bundeswehr das Gleichstellungsrecht managerialisiert, indem sie institutionalisierte Praktiken adaptiert, die es erlauben, das Gleichstellungsrecht für den Zweck der Personalgewinnung auszudeuten. Die Adaption dieser Praktiken wird maßgeblich dadurch begünstigt, dass sich das Gleichstellungsrecht als Lösung mit dem Problem der zukünftigen Personalgewinnung verknüpfen lässt, nachdem die Bundesregierung die Wehrpflicht aussetzte und beschloss, die Bundeswehr wieder zu vergrößern. Der beschriebene Prozess führt auch dazu, dass die Bundeswehr in der Umsetzung des Gleichstellungsrechtes zunehmend großen Unternehmen ähnlicher wird. Insgesamt leistet die vorliegende Studie einen Beitrag zur Analyse der Beziehung staatlicher Organisationen zu ihrer rechtlichen Umwelt.

Digital transformation has the potential to profoundly change the way public administrations deliver public services to its users. One of the challenges involved in the inter-organizational networks that often govern integrated digital services is to identify what coordination instruments are effective. In this paper we examine this issue through a case study that deals with the transformation of invoicing services in Belgian public administrations at the federal and Flemish (regional) level. We review the coordination instruments and study how they evolved over time. Our findings suggest that transformation (1) might in part depend on the choice of instruments and multiple mechanisms. The mix of appropriate coordination instruments is likely to change as digital transformation objectives and governance challenges evolve over time. (2) Digital transformation might be a step-by-step process involving multiple rounds of digitalization and its specific implementation contingent on the

The power of data to support digital transformation within the context of e-Government is frequently underestimated. In this exploratory research, we develop a conceptual framework where the value of data stems from how it is used. We claim that the impact of digital transformation in the public sector presupposes an organisational culture that recognises and values data-in-use, by which is meant the practical application of data for a specific purpose, particularly by staff who deliver services. Through the lens of two ‘worldviews’ of data sharing, we present case studies of data use in two local authorities in Scotland. We claim that developing a culture where data is leveraged to derive insights for organisational activity requires combining working practices and technical infrastructure that centre on co-creating value with data. The presence of data intermediaries can support effective data-in-use to establish a healthy internal data ecosystem. Our research illustrates that local authorities within Scotland are still at an early stage of developing this culture.
