Faculty Evaluation of Administrators: The Experience of Brooklyn College. 管理人员的教师评价:布鲁克林学院的经验。

For a good many years much attention has been given to the evaluation of teachers and scholars, yet, despite growing faculty interest in the question, little has been said about the evaluation of administrators. Over the past three and a half years a faculty committee for the evaluation of administrators has been functioning at Brooklyn College, one of the largest units of the City University of New York. As one of the few such bodies in existence, its operations have attracted interest, but as yet no account of its work has been written. The process of establishing the committee was beset with difficulties; determination of its composition and mandate required long discussion and complex negotiation; definition of its procedures was not easy, and the committee continues to wrestle with the problem of clarifying its goal and methodology and of assessing the impact of its work. An account of the experiences of the committee may prove useful to faculty on other campuses who are seeking to define their own rights and responsibilities with relation to those of the administrators with whom they work.

Who Is Part-Time in Academe?. 谁在学校兼职?

Part-time employment in academe is different from most other types of part-time employment. The academic part-timer is usually well educated, has an expertise in one or several academic areas, and has at least some experience in the full-time labor market. In contrast, the part-timer in the over all labor force is more likely to be either a high school dropout or a person with limited years of schooling, to move from job to job with little sense of career progression, and to have limited experience in holding down a full-time job. The academic part-timer is likely to experience some cyclical instability in employment, particularly in periods where student enrollments are shifting; the typical nonacademic part-timer is likely to experience more frequent instability, brought on in part by the vulnerability of most part-time positions to economic downturns and by the menial character of many parttime positions.1 By the criteria set forth above, part-time employment in academe represents a more desirable career option than part-time employment elsewhere. It represents a way for a person to earn money and engage in productive activity without having to spend thirtyfive or more hours at the workplace. It probably also confers upon the occupant of a part-time position a measure of prestige and a feeling of identification with the largeracademic community. Persons differ in their reasons for becoming parttimers, and, as a result, their labor force behaviors will also vary. Part-time employment provides a unique advantage to those who want it flexibility of hours. In this sense, it offers an option to the educated that they would not otherwise have and thus it is likely to be viewed as "good." For those who would prefer to work full-time this flexibility is likely to have little value; part-time employment may be viewed as a trap from which they cannot easily escape. For this reason, it is likely that the market for part-timers is a balkanized one, at least on the supply side.

TIAA or CREF TIAA或CREF

Faculty in 80 to 90 per cent of private colleges and universities, and in 40 per cent of public institutions, are eligible to participate in the Teachers Insurance and Annuity-College Retirement Equities Fund (TIAACREF) retirement program.1 To many contributors, the accumulation of funds in this program represents the main source of income during retirement. The choice of how to apportion one's contributions between TIAA and CREF is therefore a vital one.2 During my sixteen years of participation, I have not seen a simple, straightforward comparison of the longterm earning performances of TIAA and CREF. Certainly, the annual reports from TIAA-CREF have been helpful towards that goal. Nevertheless, neither I nor my colleagues have been able to make a direct comparison of the performances of TIAA and CREF from these reports. In order to make such a comparison, I present Table 1 based on data furnished to me by TIAA-CREF. This table has been checked for accuracy by TIAA-CREF.8 1 hope it will be very helpful to professionals who are as simple-minded in financial matters as I am. While it is true that the past may not be indicative of future performance, knowledge of the certain past seems vital for extrapolations into the uncertain future. The headings in Table 1 give the year in which monthly investments in TIAA and CREF were begun, starting on January 1. Column 1 gives the year at the end of which the net accumulated funds in TIAA and in CREF are compared. The basis for the comparison is that identical amounts have been paid into these two funds. Also, it is assumed that payments into the funds increase by 6 per cent each year, a reasonable estimate for the rate at which salaries increase from year to year. The body of the table gives the ratios of the funds accumulated in TIAA and in CREF. This ratio represents a direct comparison of the performance of the two
