No more striking evidence can be adduced of the intellectual advancement characteristic of modern times, than the general recognition among men of the universal reign of law. It is true that this general recognition has not yet become quite universal. There are not wanting many, even in our enlightened age, to whom the advent of a comet still brings feelings of dismay, and in whose belief the wind literally bloweth where it listeth, every day. The belief in lucky and unlucky days has by no means disappeared, and among even the well educated there are yet some who would not willingly put to sea on the brightest Friday morning that ever shone. It is difficult to disabuse the mind of impressions which almost inevitably find a place there in the infancy of individuals and of peoples. Every event of which the causes are obscure, is naturally attributed by the ignorant or inexperienced, either to blind chance or to the purposed interference of some supernatural power; and such is the strength of the imagination that the feeling often survives long after reason has exploded the error.

The proper consideration of this now all-important species must necessarily be divided into two sections; first, the actual present distribution of the species so far as it can be ascertained; second, the exact limitations of the regions in which, if accidentally introduced, it may reasonably be expected to propagate and to become perfectly established. For immediate quarantine purposes the first of these is the most important, but looking to the future, an exact knowledge of the regions which must be included in the second category is obviously scarcely less important.

Your Committee No. 1, on Standard Methods of Water Analysis, begs to submit the following report of its work during the year ending June, 1929. The activities of Committee No. 1 have followed in a somewhat general way the plans outlined in the report presented at San Francisco in June, 1928. Certain studies have been made which have related to subjects which have come up during the year. The personnel remains the same as at the time of the preceding report. The activity of the Committee in several lines has not been as great during this year as during the year preceding. This has been due in part to doubt as to the procedure which the newly appointed Committee on Water Works Practice would desire. The activity required of several of the members, including the Chairman, in connection with their regular vocations, has also been responsible for some reduction in work.

The railway had long ago reached such a stage of activity in America that its sanitary problems became of importance. It was not until very recent years, however, that these problems were adequately or at all generally discussed. The rapid development of the means of travel gave us a new set of sanitary questions. These have been in part answered in the papers by Bracken, 1 Hurty, 2 Conn, 3 Dudley, 4 Trask, 5 Rosenau 6 and others. That the problems presented have not yet been solved in all their relations, however, is amply proven by the great diversity of opinion still held by sanitary experts. Further investigation is needed. It is desirable to know many facts difficult of determination. But in the working out of new sanitary problems frequent orientation is necessary in order to keep them in their right relations, to apply the general principles of sanitary science,
