Purpose – This paper aims to study the ethics of “smart” advertising and regulatory initiatives in the consumer intelligence industry. Increasingly, online behavioural advertising strategies, especially in the mobile media environment, are being integrated with other existing and emerging technologies to create new techniques based on “smart” surveillance practices. These “smart” surveillance practices have ethical impacts including identifiability, inequality, a chilling effect, the objectification, exploitation and manipulation of consumers as well as information asymmetries. Purpose – This paper aims to investigate the impact of copper access regulation on broadband household adoption for each technology (xDSL on copper infrastructure, FTTx on fiber infrastructure and cable modem). It provides a forecast of the penetration rate of broadband access for each technology (copper xDSL, fiber, FTTx and cable modem) through 2020. Design/methodology/approach – This paper uses an empirical approach using a dataset covering 15 European countries. The dynamic of the adoption path is modeled by a logistic function. Copper access regulation is measured by two variables: copper access charge and copper wholesale access share, i.e. the ratio of copper wholesale access provided by the incumbent to alternative operators out of the total number of copper accesses. Purpose – The purpose of this paper is to identify and analyze the key uncertainties and to construct alternative future scenarios for Internet content delivery. The relative positions and roles of different actors and content delivery technologies in each scenario are then discussed. As traffic volume rapidly grows, the current Internet architecture faces scalability issues. To meet the demand, technical solutions utilizing caching and name-based routing are developed. Design/methodology/approach – This work followed a scenario planning process, and two workshops were organized for identifying the key trends and uncertainties. Industry architecture notation was used to systematically illustrate and compare the constructed scenarios. Findings – Of the 94 forces identified, the revenue model and Internet service provider's (ISP’s) role in content provision were singled out as the two most important uncertainties, upon which four scenarios were constructed. Purpose – This paper aims to provide a critical assessment of the Internet of things (IoT) and the social and policy issues raised by its development. While the Internet will continue to become ever more central to everyday life and work, there is a new but complementary vision for an IoT, which will connect billions of objects – “things” like sensors, monitors, and radio-frequency identification devices – to the Internet at a scale that far outstrips use of the Internet as we know it, and will have enormous social and economic implications. Design/methodology/approach – It is based on a review of literature and emerging developments, including synthesis of a workshop and discussions within a special interest group on the IoT. Purpose – The purpose of this paper is to measure the cumulative, holistic impact of discrete information and communication technologies. It also provides a glimpse of applications and service adoption, which complements more traditional perspectives such as technology penetration. This approach is utilized to measure achievements in implementing a policy such as Europe's Digital Agenda. Design/methodology/approach – Measuring digitization should cover the transition to digitally intensive societies across multiple sets of metrics, capturing not only technology penetration, but also its use in order to understand the full impact of digitization. For this purpose, a composite index was developed based on six overarching components: affordability, infrastructure investment, network access, capacity, usage, and human capital. Purpose – The purpose of this article is to provide an overview of key issues and concepts related to discussions of the internet, its governance, and its multi-stakeholder model. Design/methodology/approach – The method adopted is to discuss definitions of internet, to identify the key characteristics of internet, to define the multi-stakeholder approach, and to discuss the results it has achieved. Findings – The article finds that the internet is different from other networks, albeit not exactly in the ways that are commonly mentioned, and it finds that the internet's current governance mechanisms can be improved, in particular by increasing the role of more traditional governance mechanisms such as intergovernmental organizations. Originality/value – The analysis and conclusions are not found in previous literature, and they are meant to provoke further research and discussion.

Purpose – The purpose is to review public policies and government interventions in the book publishing industry, a sector where public policies have blossomed. The paper concentrates on five major issues: intellectual property rights and issue of infringements (piracy), the debate about the fixed price of books (vs free market) or the agency versus wholesale models, VAT discrimination between printed books and e-books, the role institutions like libraries and registration authorities, and competition issues. Design/methodology/approach – This article is based on an extensive set of research initiated by the EC JRC IPTS on the “Statistical, ecosystems and competitiveness analysis of the Media and Content Industries”.
