Formation of cyber-physical models in the economy is perceived as an imperative and the objective reality. However, the issues of developing scientific and methodological support for projects aimed at creating digital business models, namely, economic algorithms for their evaluation, are currently unsolved. The purpose of the study is to work out a system of indicators for assessing the impact of industry 4.0 technologies on economic growth, and further verification of the performance. The empirical base for the study is the reporting documents of the largest national carrier — Russian Railways Holding. The research methods include a descriptive diagnostics, statistic data structuring, a correlation analysis of data, a comparative analysis, and others. The results: the author proposes a system of statistic indicators for assessing the impact of industry 4.0 digital technologies on economic growth parameters, and makes an assessment of these indicators in Russian Railways Holding. Conclusion: investing in a digital business model enhances economic growth, increases marginalization via electronic channels and other means of interaction with the consumer, and provides for optimizing operating costs.

Students are active participants in the educational process. The events of recent years have affected seriously the activities of the University. The authors conducted a sociological study in 2 areas: the pandemic situation and its impact on the educational process; strategic direction of the university development. The article presents the results of a sociological study of students of Baikal State University (BSU) with a detailed description of issues related to satisfaction with the educational process, including the use of an online study mode. A set of issues related to the proposals of students on the strategy for the development of the university is considered. Students are satisfied with the education in general and in the relevant areas, as well as the high quality of training specialists at BSU. Objective and subjective difficulties encountered by students when switching to online learning are analyzed. The advantages and disadvantages of distance learning according to respondents are described. The examples of the responses are given, the grouping of which allows to adjust the direction of the university development. Social aspects of communication of students with teachers and employees are distinguished. It was concluded that students of BSU have preferences for obtaining applied education as well as oriented to the development of modern professional skills. The results of sociological research influence the formation of new approaches to learning and the development direction of the university, in general.

The practice and theory of modern management associates the assessment of efficiency with the results of the company's work or changes in the level of use of individual resources. The criteria are results such as profit, profitability, labor productivity, the level of financial independence and others. We judge about the effectiveness of management by changes in these criteria. The number of criteria varies, and the results often show opposite conclusions about the level of effectiveness. This approach is not relevant in market conditions since the external environment, in which the company operates, remains beyond the assessment zone: with a shrinking market, profit may decrease but this is not evidence of deterioration in management. The second methodological problem is the lack of assessment of the management process itself as a set of certain actions. The purpose of the study was to develop a scientific approach to assessing the effectiveness of management in a competitive environment. The article presents a methodology for assessing efficiency not only in terms of results (management efficiency) but also actions (process efficiency). The research methodology is based on critical analysis and synthesis of theoretical and practical approaches to management assessment. The unity of the assessment of the management process and its results is the scientific novelty of the proposed methodology. The methodology was illustrated by the example of the Irkutsk Oil Company.

Contemporary tourism has become one of the key sectors of world economy. The Russian Federation and People’s Republic of China are the countries with a huge tourism potential and opportunities for cooperation in this area. The objective of this article is to reveal prospective directions for the development of cooperation between Russia and China in tourism business. On the basis of the analysis of the projects in the area of tourism, the authors identified the most prospective projects and drew a conclusion about the necessity of digitalization of the tourism sector to enhance competitiveness of the companies engaged in it, as travel industry has to change its strategies and look for new ways of travelling because of the Coronavirus pandemic. The conducted analysis of the statistical data of 2019–2020 allowed the authors to draw a conclusion that, notwithstanding the new global challenges the tourism faces, the mechanism of business partnership between our countries is constantly improving and cooperation in tourism has become one of the significant factors for the development of strategic partnership between China and Russia.

The paper considers management of sovereign wealth funds established in the countries located in the transboundary territories of the Russian Federation, China, the Republic of Kazakhstan and Mongolia. Sovereign wealth funds have gained great importance in the global financial market, which indicates the relevance of the study of these institutions of financial and economic activity. The purpose of this research is to assess the efficiency of management of sovereign wealth funds. The objects of research are sovereign wealth funds, the subject of research is management of these funds. The methods of research used in the article are comparative cross-country analysis, structure analysis and systematic approach. As a result of the study, it was concluded that the management of China's sovereign wealth funds is highly efficient, Kazakhstan's long-term fund management policy based on the Norwegian model is advantageous, and the activities of Mongolian funds show lack of transparency. A recommendation is given to include profitable risk assets in the portfolio of a Russian sovereign fund in order to increase its profitability.

Essential issues of toponymy presuppose studying separate words to reconstruct the denotative meaning of geographical names that were lost in the modern language and to find out how the peculiarities of the local topography, the inhabitants’ activities, etc. are reflected in them. It is possible to solve this kind of problems using intellectual methods of data analysis on the basis of information technologies. However, in scientific literature on toponymy, such methods are practically ignored. The article is devoted to the study of the origin and semantic meanings of geographical names based on finding semantic associates and calculating the semantic similarity of words using the embedding model. According to the proposed method, the origin of some toponyms of the Irkutsk region was determined, their semantic relations were revealed. The dichotomy method was used for toponyms that have two roots in their structure. This made it possible to improve the operation of the model by clarifying the morphemic composition of the original word. The method of word transformation was used to determine the etymology of the toponym «Moscow». We have received new versions of the origin of the toponym. It is shown that the application of the methods based on distributive semantics and vector representation of words, obtained on the basis of large arrays of text data, significantly expands the possibilities of research in the field of determining the origin of toponyms and clarifying their meaning.

At present, environmental pollution by fuel combustion products is one of the key problems in the heat supply sector. It affects the entire population of the Earth. The purpose of the research is to substantiate the necessity of ecological upgrading of thermal power facilities in the Irkutsk region and using a part of municipal solid waste as an alternative fuel at thermal power facilities of the Russian Federation. The research shows that the use of the two kinds of fuel (solid biofuel and alternative fuel) can reduce the anthropogenic load. This measure can be a way of energy efficient disposal of accumulated and annually generated production and consumer waste. The transition to alternative fuels can be most efficiently implemented in boiler houses. This is due to lower capital investments in the modernization of boiler houses as compared to the modernization of thermal power plants. The calculations in the article confirm that the implementation of environmental modernization of regional heat supply systems is not economically beneficial for entrepreneurs. The state should supplement the methods of regulation with targeted co-financing of programs for the modernization of thermal power facilities in order to accelerate the processes of modernization of heat supply in the Russian Federation. At the same time, the recipients of support must comply with the established indicators further on.

The importance of strategic management of the socio-economic development of regions in conditions of uncertainty is becoming increasingly important. The aim of this article is to identify the main problems in organizing activities of strategizing and forecasting of social and economic development of a region. The research conducted using the systemic mental and action approach showed that comprehensive strategic planning at the regional level is impossible without normative forecasting and environmental analysis, which state government bodies of the territorial entities of the Russian Federation do not pay sufficient attention to. Such stages of strategizing as forecasting and strategic planning play a major role in the process of strategizing. The article clarifies the concept of strategic management (strategizing) in relation to the socio-economic development of regions. It was found out that the shortcomings of the methodological tools and low level qualification of experts lead to a low quality of the developed forecast documents and management decisions. Suggestions have been developed to support the forecasting of the socio-economic development of the region through the use of qualitative forecasting methods. The proposals include criteria for the selection of experts for the development of forecasts, as well as a conceptual distributed scheme for collecting expert opinions on the prospects for changing various aspects and directions of the socio-economic development of the region.

Consumer extremism has recently taken the form of a mass phenomenon, gradually penetrating into the insurance industry. Since it negatively affects not only the reputation and financial position of individual insurers, but also the development of the insurance market as a whole, the task of finding ways to counteract the facts of unfair behavior of consumers of services is becoming urgent. It should be borne in mind that consumer extremism is a complex, multifaceted phenomenon: it has legal, and at the same time social, economic, psychological foundations, motives and consequences. Therefore, it is extremely important to go beyond the purely legal aspects in this research. In this regard, the purpose of the work was to identify the most significant aspects in the study of consumer extremism as a phenomenon that takes place in the insurance market. As a result of the study, we came to the conclusion that it is necessary to take into account both the consumer's polysubject connections, which arise in the insurance market, and the multidisciplinary ones, which are formed within a particular insurance transaction. When assessing a possible area of relations where consumer extremism can manifest itself, we should take into account all scenarios of consumer’s activity from the passive one, in which the relationship does not go beyond the «policyholder — insurer», to the proactive one, when representatives of the insurance infrastructure are involved in the relationship. In the result a set of measures has been offered which would help prevent consumer extremism cases while implementing insurance relationships.

It should be borne in mind that consumer extremism is a complex, multifaceted phenomenon: it has legal, and at the same time social, economic, psychological foundations, motives and consequences. Therefore, it is extremely important to go beyond the purely legal aspects in this research. In this regard, the purpose of the work was to identify the most significant aspects in the study of consumer extremism as a phenomenon that takes place in the insurance market. As a result of the study, we came to the conclusion that it is necessary to take into account both the consumer's polysubject connections, which arise in the insurance market, and the multidisciplinary ones, which are formed within a particular insurance transaction. All the household sector throughout the Russian Federation needs to improve housing facilities. The objective of an optimally organized economic system of a state is to provide a state or market possibility for all the categories of citizens to meet their demand for housing. The aim of the research is to identify the necessary structure of market housing supply in terms of number of bedrooms. The supply and demand in the first housing market are analyzed in order to substantiate the developers’ shaping of the housing supply strategy. Structurizing on the basis of the number of apartments and bedrooms is emphasized. As a part of the research, the problem of finding the optimal living area allocated for apartments with different number of bedrooms was formalized and solved. Due to the solution, developers will be able to create a housing proposal, taking into account the number of bedrooms, аnd state government bodies will be able to plan construction orders for citizens supported by the government more accurately. It was recommended to include the calculation of the indicator «number of bedrooms per each member of the family» into the methods of calculating target indicators of the state program for the Irkutsk region «Available Housing» for 2019–2024 (into Part 3 «Target Indicators of the Subprogram «Housing Construction Support in the Irkutsk Region» for 2019–2024»).
