Integrative Use of Computer Vision and Unmanned Aircraft Technologies in Public Inspection: Foreign Object Debris Image Collection. 计算机视觉与无人机技术在公共检查中的综合应用:异物碎片图像收集。

Unmanned Aircraft Systems (UAS) have become an important resource for public service providers and smart cities. The purpose of this study is to expand this research area by integrating computer vision and UAS technology to automate public inspection. As an initial case study for this work, a dataset of common foreign object debris (FOD) is developed to assess the potential of light-weight automated detection. This paper presents the rationale and creation of this dataset. Future iterations of our work will include further technical details analyzing experimental implementation. At a local airport, UAS and portable cameras are used to collect the data contained in the initial version of this dataset. After collecting these videos of FOD, they were split into individual frames and stored as several thousand images. These frames are then annotated following standard computer vision format and stored in a folder-structure that reflects our creation method. The dataset annotations are validated using a custom tool that could be abstracted to fit future applications. Initial detection models were successfully created using the famous You Only Look Once algorithm, which indicates the practicality of the proposed data. Finally, several potential scenarios that could utilize either this dataset or similar methods for other public service are presented.

Lessons from China - The Formation of a Social Credit System: Profiling, Reputation Scoring, Social Engineering 中国的经验——社会信用体系的形成:分析、声誉评分、社会工程

Against the background of China's Social Credit policies to foster pro-social behavior, this study provides a conceptual underpinning for such incentive schemes by defining their underlying elements and parameters based on official Chinese government statements and related literature. The first element is the creation of digital profiles of individuals based on an interpretation of real-world interaction and behavior by combining various data sets to gain an extensive description of each character. The second element is the quantification of those profiles by defining a multifaceted construct of ‘social reputation’ and transferring the derived profile into a single score. The third element is the delineation of pro-social behavior. The two central control parameters are the policy for the allocation of merit scores as well as the determination of incentives and sanctions based on respective scores. Each element is examined and discussed in the context of current independent applications in different social settings. Within this frame of reference, the study provides a framework of potential effects that a social credit system may have on public and private life.

Big Data, Anonymisation and Governance to Personal Data Protection 大数据、匿名化和治理到个人数据保护

In a massive processing data era, an emerging impasse has taking scenario: privacy. In this context, personal data receive particular attention, witch its laws and guidelines that ensure better and legal use of data. The General Data Protection Regulation (GDPR) - in the European Union - and the Brazilian General Data Protection Law (LGPD) - in Brazil - lead to anonymisation (and its processes and techniques) as a way to reach secure use of personal data. However, expectations placed on this tool must be reconsidered according to risks and limits of its use, mainly when this technique is applied to Big Data. We discussed whether anonymisation used in conjunction with good data governance practices could provide greater protection for privacy. We conclude that good governance practices can strengthen privacy in anonymous data belonging to a Big Data, and we present a suggestive governance framework aimed at privacy.

Using MCDA for Selecting Criteria of LGPD Compliant Personal Data Security 运用MCDA选择符合LGPD的个人资料保安标准

The protection of personal data is a problem that has been discussed in several countries. Most countries create laws and regulations to protect fundamental rights and privacy. The main data protection regulation approved by the European Union (EU) is the General Data Protection Regulation (GDPR). This regulation regulates how personal data should be protected and how data may be shared between other countries. Brazil recently enacted the Brazilian General Data Protection Law (LGPD) with various standards for security and privacy of personal data. This paper aims to select the best alternatives for the implementation of security criteria at the University of Brasília (UnB). We use the Multiple Criteria Decision Analysis (MCDA) process with the Preference Ranking Organization Method for Enriched Evaluation (PROMETHEE) II method to select the best to worst alternatives, according to the criteria selected in the MCDA process using the method Analytic Hierarchy Process (AHP). The results found demonstrate that the Data Privacy Risks criterion is the highest priority criterion for the implementation of personal data security at UnB since LGPD’s main objective is to keep personal data private and accessible only to the data subject. Furthermore, it was found that the LGPD principles with the highest implementation priority were: 0.28 Priority Security, 0.26 Priority Needs and 0.25 Priority Prevention.
