Library Promotion currently holds custodial (minor) positions in Information Science and Library Education at various universities in Indonesia. So don't be surprised if the production unit, which is then called the library, stagnates and stops working. Developing a blog-based library expands the possibilities of your user base, but using a freeware database is sufficient to become the backbone of your library automation. In the current Development 4.0 era, library promotion through Instagram social media is considered more effective and efficient. Interaction between librarians and users can now take place virtually by utilizing existing information technology. The researchers looked specifically at one account of university libraries: universities. Communicating with users via Instagram is an effective way to advertise in university libraries. This article also describes the forms of interaction provided by the Instagram application and how the UIN North Sumatra Library itself uses the facilities available on Instagram. The data collection method consisted of observing the Instagram account of the North Sumatra State Islamic University Library and conducting a literature review. The results of a survey conducted by the UIN Sumut library utilized all existing facilities on Instagram to promote the library. Reading books for children is very important for a child's growth and development, especially when entering a formal educational environment such as elementary school. This activity aims to explore the benefits of having a literacy house, especially to improve children's learning abilities. Using participatory rural appraisal methods or techniques and data collection techniques through interviews, observation, focus group discussions and literature review. The results of the study show that the Ranggi Literacy House at the PWI Complex, Percut Sei Tuan, Deli Serdang acts as a source of learning for children, especially underprivileged children, a place for character formation, and a source of information for parents. in child care, community recreation and training facilities, even facilities for mothers to express their talents. The results of the study indicate that the availability of children's literature in the mother and child library services is quite adequate. Judging from the suitability of literature for the age level and information needs of children, it is in accordance with the availability of 3D collections for children who cannot read, and the availability of fairy tales, comics, religious books, history books, and other textbooks. The use of children's literature at the Ranggi Literacy House is quite good. This is shown by the enthusiasm of users in reading literature and utilizing the available facilities. Obstacles faced by the Ranggi Literacy House in improving the reading culture of its users: they do not yet have an audio-visual collection, even though audio-visual collections can contribute to improving children's reading culture because in reality children tend to prefer using technology and prefer to see and hear. However, in fulfillment of this, the Ranggi Literacy House also often holds watching folklore or other stories together as a form of character education for children. The development of digital library services must begin with the development of human resources in the library. This needs to be done because at this time the field of Information and Communication Technology has become a basic need for libraries. The researcher uses an approach approach with the aim of revealing the data that is decomposed by data sources and participants to find out how the technological aspects in the library cooperation network and digital library information in the city of Medan, to obtain quality results from the research conducted. The results of this study indicate that the collaboration between libraries in the city of Medan is quite good and cooperates with each other, this is marked by the collaboration carried out in the scope of technology and digital library development. Social media gives previously silent masses an expressive voice in a possible participatory democracy. The majority of these are critiques of Henry Jenkins' writings, who is an advocate of web-based participatory democracy. Jenkins was attacked by Fuchs for minimizing participation to its cultural value and so disregarding the importance of ownership in determining the scope and mode of participation. A truly participatory democracy must also be a property democracy, as Fuchs demonstrates. A fully participatory culture must also have equity in ownership so that everyone has access to the means and visibility of cultural production and distribution.

This study employed a qualitative research approach that made use of primary data. The phenomenon of hate speech against religions including Islam in Indonesia is a serious problem. One of the ways to spread hate speech against Islam is by using social media such as YouTube. This problem is already regulated in Law Number 11 of 2008 concerning ITE (Information and Electronic Transactions) in Article 28 Paragraphs 1 and 2 and Article 45A Paragraph 2. This study aims to observe the phenomenon of hate speech in general and hate speech against Islam in particular, on YouTube social media in Indonesia during the period January-June 2021. This study is qualitative in nature and based on library research. The study found that the phenomena of hate during the period under study, in general, increased. However, such an increase is not stable. It highly increases during the General Election season in 2019. During the period January-June 2021, the study at least three accounts which directly attacks Islam, namely, Muhammad Kece, Joseph Paul Zhang, and Saifuddin Ibrahim. The nature of hate speech against Islam carried out by those three accounts comes in the form of insulting, harassment, slander, provocation, and hoaxes. Islam prohibits hate speech and stipulates it as a criminal act with the category of ta'zir. The Indonesian government has also taken firm steps to eradicate hate speech on social media. Meeting the information demands of users absolutely requires collaboration between libraries. The purpose of this research is to find out the value and necessity of library collaboration as well as the challenges that must be understood in order to successfully complete this collaborative activity. This essay is organized logically and is presented based on various sources. Because it is expected that no one library has a complete collection, cooperation with other libraries is needed, so the principle of collaboration between libraries is practiced. In addition, the following library collaboration tools can be used in collaboration: index, abstract, master catalog, magazine master catalog, bibliography, and master catalog. The progress of data systems in the current global era is very meaningful because at this time an institution or industry is not free from the use of PCs as a tool to help process information. Data systems using very advanced and modern PC technology will make it easier for us to carry out information processing that can save time, space and costs. This research uses a qualitative research approach. In terms of terminology for Baydan and Taylor, a qualitative approach is a research method that produces descriptive information in the form of recorded words or words. This research shows that UINSU has carried out the development of a library data system, namely the digital library of UIN North Sumatra. The Digital Library application used by the UIN North Sumatra Medan library is an integrated application where each part of the management of bibliotech collections and consumer services is connected to each other.
