Public safety has always been a hot topic in the world, yet related data are stored in various forms of structures and have a huge amount. The poor characteristics of these huge amounts of heterogeneous data bring great difficulties to its application. For the purpose of applying these data conveniently and efficiently, knowledge graph was adopted. Public safety knowledge graph can help organize public safety data by an organized and properly utilized form, so that it can be used more optimally in public safety related retrieval, question and answer systems, etc. In this paper, unstructured, as well as structured public safety data were used for constructing, with the support of BiLSTM-Attention-CRF model. To be able to reveal this public safety knowledge graph in an understandable way, Neo4j database was used to store public safety knowledge graph.

In order to realize the recognition of facial expression quickly and accurately, the traditional convolutional neural network is improved in this paper, and the research of facial expression recognition based on LeNet-5 convolutional neural network algorithm is proposed. Firstly, the image is preprocessed, including normalization and geometric transformation. Secondly, the convolution neural network model based on LeNet-5 model is designed, in which the Flatten layer is added, the Dropout strategy is introduced, and the LeakReLU is used as the activation function. At last, the experimental results show that the recognition rate of the improved algorithm is better than that of LBP, sift and hog, but it takes the longest time and the largest amount of computation.

This paper investigates the weighted sum synchronization issue of stochastic delayed memristive neural networks (SDMNNs) via a novel hybrid control (HC). The switching strategy is applied to the controller to cope with the challenges induced concurrently by impulses, stochastic turbulence and time-varying delays. Furthermore, the control costs can be reduced by using this designed controller. Finally, novel Lyapunov functions and new analytical methods are contructed, whic can be used to realize the weighted sum synchronization of SDMNNs via HC.

The management of power technology requires great effort and cost due to its wide coverage and complex data types. However, under the current technical background of deepening informatization degree, negative effects such as large information redundancy and ambiguous information makes it facing greater challenges. Based on this, this paper proposes to realize the effective management of electric power science and technology information by means of knowledge graph. We use the data of electric power science and technology achievements from 2005 to 2018 to build the knowledge graph through the knowledge graph building platform, so as to provide effective management methods for the management of electric power sci-tech achievements

An underwater target ranging and sound speed profile (SSP) inversion algorithm for synchronous beacon is proposed. In the condition of actual SSP unavailable, based on the multipath propagation time-delay estimation, a genetic algorithm is employed to estimate the target range and SSP by eigenray propagation time-delay matching. Lake trial results show the algorithm could achieve target ranging and SSP inversion simultaneously.

Optical lens assemblies are key to affecting lens accuracy. The coaxial alignment could improve the accuracy of lens assembly effectively in automatic assembly system. But it was difficult to capture the full edge of the lens in one image because of the limit of the CCD camera field of view and the image edge of the lens is not sharp. The purpose of this paper is to propose an edge detection method of optical lens based on Holistically-Nested Edge Detection (HED) for a micro-assembly system with coaxial alignment function. First, the edge of the optical lens is got by HED method, and then the thick edge of the detected optical lens is refined image and the pixel points in the middle position of the thick edge of the recognized image is extracted. Finally, the least square method is used to fit the edge image of the lens. The results of comparative experimental shows that this method which can extract edge of the optical lens image automatically is more robust and more accurate than the previous edge recognition methods.

Afinite difference time domain (FDTD) model of the electromagnetic wave of the two-dimensional Maxwell's discrete equation is established, based on the optimization of the Ground-penetrating radar (GPR) antenna frequency (recommended 100MHz), time window length, and sampling interval parameters. In our study, three test schemes are designed: The electromagnetic wave enters the boulder medium from the soil to have the first reflection (top reflection) when a boulder point appears in the homogeneous soil, and then passes through the boulder in the water and re-enters the soil. The secondary reflection (bottom reflection) is generated, and radar image interpretation shows that the size of the boulder is the same as the designed size (0.5m).Then, the interference phenomenon of the reflection waves of the two boulders can be simulated when two boulders appear in a homogeneous soil, and the spatial position and size of the two boulders can be distinguished. For the cultivated soil layer with obvious horizontal stratification, the upper soil layer does not affect the reflection of the boulder when the boulder is located in the lower layer, and the location and size of the boulder can still be accurately interpreted. Numerical test results show that the FDTD method is a very effective method to forward simulate the boulder phenomenon in the cultivated soil layer, which has the advantages of simple principle, high simulation accuracy and fast calculation speed.

This study aims to explore the protective effects of sufentanil-postconditioning on myocardial cells in rats. Methods: Choosing 80 healthy rats, all was established in Myocardial Ischemia-reperfusion Model. Dividing them into 8group(n=10):1)SHAM group;2)CONgroup;3)IPC group; 4~8) SUF group. Observe and count:① The Amount of Apoptosis Positive Cell Nucleus, Total Cell Nucleus, and rate of myocardial cell apoptosis. ②Concentration of cTnI. ③Weight of Left Ventricle, Weight of Ischemic Myocardium, Weight of infarction. The areas of myocardial ischemia and myocardial infarction are also calculated. ④HE staining. Results:① The apoptosis index is significantly lower in SHAM Group than others groups (P0.05). ④For HE staining, the myocardium tissue of rats in SHAM Group shows no obvious pathological change. But the change is visible in CON group. IPC Group and SUF group with mild pathological change. Conclusion: Post-treatment with sufentanil alleviates myocardial ischemia-reperfusion injury in rats.

In the context of load balancing [1], Lu et al. proposed a novel class of algorithms called Join-Idle-Queue (JIQ) for distributed load balancing in large systems, where a group of dispatchers distribute jobs to a cluster of parallel servers. Each dispatcher maintains a queue called Idle-Queue for idle servers. When a job arrives to a dispatcher at random, the dispatcher sends it to a server which in the head of the Idle-Queue, or to a random server if the Idle-Queue is empty. Meanwhile conversely, when a server has no jobs, it actively requests to be placed on an Idle-Queue. Although this algorithm was shown to be quite effective [2,3], it is defective in some respects. This paper presents several new improvements, which makes the algorithm more effective, especially in Cloud-based Flow Security System (CFS). These improvements focus primarily on these aspects, such as the definition of idle server, data concurrency while choosing an Idle-Queue, etc. The experimental results show that the improved load balancing algorithm can improve the utilization of resources in a certain extent.
