Some aspects of economic crime during the war (1941-1945) (on the example of the Kazakh SSR) 战争期间(1941-1945)经济犯罪的某些方面(以哈萨克斯坦苏维埃社会主义共和国为例)

At present, scientists focus on the problems of social history, and psychology of the population as they create a holistic view of the social life of society, the system of labor organization, labor relations of workers as well as material and domestic conditions during the Great Patriotic War. At the same time, such aspects of social life as economic crime during the war received little or no attention in the sphere of special scientific research for a long time. The aim of this article is a comprehensive analysis of economic crime in the USSR by the example of Kazakhstan during the Great Patriotic War. Authors attempted to study economic crime during the war, features of labor motivation, collective psychology, and the inner world of ordinary Soviet citizens through the analysis of historical sources, which allows considering complex social roots of economic crime. The article identifies factors that influenced the growth of crime during the war years, such as the forced evacuation of the population; mobilization in the army; shortage of industrial and food essentials; introduction of card system; difficult working and living conditions of workers, improper work of internal bodies of the Soviet state. The most widespread types of law violations and the ways of their perpetration are revealed in the example of specific enterprises of the Kazakh SSR. The article presents the role of Soviet legislation and state bodies in solving this problem. This article is based on a new set of historical sources extracted from archives («Special Folders» of the Central Committee of the Communist Party, documents of the Party Control Commission, letters and complaints to the authorities, business correspondence, etc.).

Theoretical and methodological foundations for the study of the civilization essence 文明本质研究的理论和方法基础

To date, in the history of mankind, many types and theories of civilization have been formed, opposite to each other, irreconcilable, sometimes even hostile. At first glance, different types and theories of civilizations that are opposites to each other create the basis for friction and struggle. However, in our opinion, the variety of types and theories of civilizations does not interfere with the development and prosperity of civilizations, since these theories study the essence of civilization from different points of view, more deeply and comprehensively. In fact, what seems at first glance wrong and impossible with a more detailed and comprehensive analysis turns out not to be so. So, the type of civilization is primarily a scientific concept that includes the stages of development of society, society, ethnos, etc., while an important role in the formation of civilization is played by the commonality of the formation of cultural, economic, historical, social, demographic, etc. components, common foundations and values of spiritual life associated with the development of culture, its potential for further development.

Study of the Turkic-speaking population in the south of Western Siberia by employees of the Research Institute of the Art Industry (NIIHP) in the 1950s and 1970s 艺术工业研究所(NIIHP)的雇员在20世纪50年代和70年代对西西伯利亚南部讲突厥语的人口进行了研究

In the 1940s-1970s, the ethnographic study of the territory of the modern Republic of Altai was conducted by both ethnographers and representatives of the neighboring sciences. During this period the population of the Altai Mountains became the object of field research of art historians and specialists from the Research Institute of Art Industry (hereinafter referred to as NIIHP). The publication aims to show the contribution of the staff of the Art Industry Research Institute to the study of the Turkic-speaking population of the south of Western Siberia within the historical boundaries of Altai Krai. The publication aims to reveal the routes and results of expeditions on the territory of the Altai Republic to study arts and crafts and decorative-applied art of the indigenous population of the Altai Mountains. The main source base for the research is the archival funds of the Scientific Research Institute of Arts and Crafts, most of which have remained in the All-Russian Museum of Decorative-Applied and Folk Art (hereinafter referred to as VNIIHP). The basis is formed by the reports on scientific topics and business trips, as well as visual sources (sketches, photographs, drawings of artists). The source base created by the staff of the NIIHP is not only varied but also of very high quality due to the high professionalism of the staff artists and photographers of the Institute who participated in the expeditions. The territory of the modern Republic of Altai was covered by the fieldwork of 4 expeditions in the 1950s (1951, 1954, 1955) and one in 1979. The initial interest of the researchers in studying this territory was in the culture of the Turkic-speaking population, Turkic traditions of carpet-weaving, and ornamentation. The main objects of research were the architecture of houses, domestic utensils, clothes, shoes, as well as ornaments, and weaving items. The field expeditionary activity of NIIHP is very important for the study of ethnography of the Turkicspeaking peoples in the south of Western Siberia and opens great potential for its further research in different fields of ethnographic science. The expeditions resulted in the collection of a considerable amount of illustrative material, not introduced into scientific circulation and not analyzed from the standpoint of ethnography Expeditions included the acquisition of exhibits for the Museum of Folk Art of the NIIHP, including those of the Turkic-speaking peoples of the south of Western Siberia, which can be used for research on various topics. Also of interest for researchers are the materials of analytical reports of the NIIHP staff, which can be used for comparison of the results and further analysis.

Philosophy of independent living: the state of inclusive education in Kazakhstan (overview analysis of modern research) 独立生活哲学:哈萨克斯坦全纳教育现状(现代研究综述分析)

Disabilities have the right to participate fully in the life of society. The philosophy of independent living is connected with self-determination, so that disabilities decide what is best for them. To overcome the barriers that exist in the social space, they need not only ramps, special equipment and trained personnel, but also a change in people's attitudes. This is not about charity, but about rights. It is necessary to adopt appropriate laws, create a fully developed social infrastructure and a friendly environment. The authors of the article reflect on the concept of «Philosophy of independent living», highlighting its key point – the conceptualization of disability problems and building an adequate attitude in society to disabilities and people with special educational needs. An inclusive approach is central to the philosophy of independent living. Undoubtedly, the problem of adaptation of persons with special educational needs to the education system is one of the most pressing issues in the global discourse on disability. At the same time, it cannot be argued that research in the field of inclusive education has become quite widespread in the world scientific community and educational space. There are huge differences between national levels of research and their interpretative frameworks. To identify the state of inclusive education in Kazakhstan, the authors attempted a review analysis of modern scientific research in this area conducted by national scientists. In addition, emphasis is placed on another important aspect of inclusive education – assistive technologies.

The work analyzes the review of K. Uskenbay and R. Hautala attended a lecture by Doctor of Historical Sciences, Professor Burkitbay G. Ayagan “History of the Great Nation – the Golden Horde. Lecture course. – Almaty: Litera-M, 2020. – 224 p”. The author of the lecture course responds by expressing his position on the review of his lecture course, published in № 1 (138) / 2022 in the journal of the Bulletin of the L.N. Gumilyov Eurasian National University. The work considers the views of colleagues on scientific positions K.Z. Uskenbay, recommendations to the reviewer are made to improve the quality of his work. B.G. Ayagan fixes and substantiates the list of claims on the quality of reviews prepared by K.Z. Uskenbay and R. Hautala. It is indicated that reviewers do not possess knowledge of the work of the Timurid chronographer Yazdi (Yazdi) and Rashid-ad-Din, quotations from which works are used by the author of the course of lectures and those who do not like it. Besides, it is marked by their ignorance of the new scientific literature, where it is reported about the burial place of Uruskhan, the common ancestor of the founders of the Kazakh Khanate Zhanybek and Kerey. The author of the book also brings out a list of reviewers, whose works, which determine the scientific value of the course of the lecture B.G. Ayagan, were published earlier and were criticized by K.Z. Uskenbay and R. Hautala. It is noted that their work was not attended by the previous reviewers of the regalia and the work on the history of the Golden Horde and post-Golden Age states, which confirm their competence in the review of research papers. The author explains his position and the history of conflict with I.V. Erofeeva, which is often referred to as K.Z. Uskenbay in the criticism of labors of B.G. Ayagan. It is noted that the whole conflict is erased by amicable understanding. Evaluating the character of the notes written by K.Z. Uskenbay and R. Hautala, the author of the lecture notes that the passage in the text of the passage review that “in the whole book skips the anti-Russian Anti-Soviet position of the author” is similar in form to the denomination and labeling of the characteristics of the totalitarian system

Hautala attended a lecture by Doctor of Historical Sciences, Professor Burkitbay G. Ayagan “History of the Great Nation – the Golden Horde. Lecture course. – Almaty: Litera-M, 2020. – 224 p”. The author of the lecture course responds by expressing his position on the review of his lecture course, published in № 1 (138) / 2022 in the journal of the Bulletin of the L.N. Gumilyov Eurasian National University. The work considers the views of colleagues on scientific positions K.Z. Uskenbay, recommendations to the reviewer are made to improve the quality of his work. B.G. Ayagan fixes and substantiates the list of claims on the quality of reviews prepared by K.Z. Uskenbay and R. Hautala. It is indicated that reviewers do not possess knowledge of the work of the Timurid chronographer Yazdi (Yazdi) and Rashid-ad-Din, quotations from which works are used by the author of the course of lectures and those who do not like it. Besides, it is marked by their ignorance of the new scientific literature, where it is reported about the burial place of Uruskhan, the common ancestor of the founders of the Kazakh Khanate Zhanybek and Kerey. The author of the book also brings out a list of reviewers, whose works, which determine the scientific value of the course of the lecture B.G. Ayagan, were published earlier and were criticized by K.Z. Uskenbay and R. Hautala. It is noted that their work was not attended by the previous reviewers of the regalia and the work on the history of the Golden Horde and post-Golden Age states, which confirm their competence in the review of research papers. The author explains his position and the history of conflict with I.V. Erofeeva, which is often referred to as K.Z. Uskenbay in the criticism of labors of B.G. Ayagan. It is noted that the whole conflict is erased by amicable understanding. Evaluating the character of the notes written by K.Z. Uskenbay and R. Neo-Tengrianism in Kazakhstan as a response to re-Islamization: In search of ideological roots 哈萨克斯坦的新腾格里主义作为对再伊斯兰化的回应:寻找意识形态根源

This article analyzes the ideological foundations and origins of modern Tengrism in Kazakhstan. In the search for spiritual landmarks during the period of nation-building, neo-Tengrianism arises, on the one hand, as a revival of the original Kazakh traditions and values. On the other hand, it is being actualized as a response to re-Islamization, or rather the emergence of new Islamic movements, including their radical ideas and practices, which run counter to traditional Kazakh culture. The article presents an analysis of the ideas causing the growth of interest in the Tengrist worldview. The works of Chokan Valikhanov, Lev Gumilyov, Murad Adzhi, Nurmagambet Ayupov, Serikbol Kondybai, Yedige Tursunov and other authors are considered as basic sources influencing the ideology of neo-Tengrianism. The analysis of the works of informal leaders of neo-Tengrian communities in Kazakhstan was also conducted, namely the conceptual and ideological aspects of neo-Ttengrianism in the works "The Truth. The Sacred System of Qazaq" and "QASIET. The Power of the Spirit of the Great Steppe". The paper concludes that under the influence of the ideas and concepts of the above authors, a new generation of followers of neo-Tengrianism as a worldview, system of practices, generating ideas aimed at strengthening the national identity, can emerge.

The social content of human activity, the perfection of the person, the spiritual worldview of a person based on the ethical values of the Islamic religion and the evaluation of time in the philosophical views of Al-Farabi and Al-Ghazaliarticle are presented in the article. There is a concept of intelligentsia that lost its relevance in science. Al-Farabi's intellectual activity in recognizing his own identity, recognizing the truth through knowledge, recognizing the truth of oneself and the surrounding world through Al-Ghazali's methods of mystical recognition of the secret of the Creator were considered. The content of the article consists of the activity of the mind and forms of thinking, the religious anthropological characteristics of a person, the types of society and the needs of its management, the concepts of religious context and business culture. The attention was paid to the methods of determining personality perfection in the creativity of thinkers. In particular, al-Farabi's benevolent city art, the concept of a perfect leader, the needs inherent in the management of society proposed by Al-Ghazali, and Hakim Abay's concept of a complete person were compared. The ethical values and morality of Al-Ghazali in the upbringing of generation are presented. This direction was widely studied in the works of scientists such as A.Kh. Kasymzhanov, A. The periodic development of the philosophy of science is seen through several periods, including the relationship between science and esotericism. This also includes esoteric knowledge, occultism, religion and mythology. Noted philosopher and scientist Paul Feyerabend argues that «science should be de-centralized as the ideology of the scientific elite and equated with mythology, religion, and even magic». That is, the philosophy of science today recognizes a number of phenomena and hidden knowledge that go beyond the scope of science, but cannot clearly explain the mechanism of the emergence of mystical knowledge. This terminology is called occultism or occult knowledge. Man always has a special attitude towards mystical phenomena and supernatural phenomena. People who could not understand something without a scientific or logical explanation tried to imagine powerful «gods» responsible for certain events. Occultism is the belief in certain mystical powers that can influence human life. Communication with these forces is available only to selfless people. There are occult practices that help connect with these forces. The Orthodox Church considers the occult a dangerous phenomenon that has nothing to do with Christianity. Occultism is based on the idea of self-development and life outside the Creator. It is a delusion that the tree of good and evil is not only unreasonable, but also useful and harmful to humanity. Occultism is closely connected with the sin of pride and the belief that a person, for example, can turn to the forces of nature and independently endure all the hardships of this world. This article is devoted to the problem of occultism and its well-known currents, reveals their terminological features, meaning and content. The role of occultism in modern science, the relationship between science and occultism is discussed, and a historical analysis is given. The article shows the historical significance of occultism, the emergence and development of occultism, its main branches and directions, its actual significance.

Interdisciplinary approach in modern memory research 现代记忆研究的跨学科方法

The study of memory in philosophy is associated with the search for answers to a wide range of questions that are detailed in different areas of scientific knowledge. In this regard, philosophers turn to the theoretical concepts of sociology, cultural studies, history, psychology, anthropology and other sciences. In Western philosophy, the study of memory has a long tradition based on the principle of rationality. Researchers have developed and continue to develop the terminological apparatus and tools necessary for the study of memory. Despite the accumulated experience of understanding memory, today there are many unresolved problems in Western philosophy, which the author proposes to study in this article within the framework of an interdisciplinary approach in the context of the perception of information disseminated by the media. This is very relevant in the context of globalization and the rapid development of information and communication technologies. The article substantiates that the study of memory in modern Western philosophy needs conceptualization, which is possible only within the framework of an interdisciplinary approach to the study of this phenomenon. The results of philosophers’ research should not be complex and often contradictory concepts, but complementary components of a single built-in system of knowledge about memory, in which there is a place for detailing memory research through the prism of different sciences. In the context of globalization, this will make it possible to exclude media manipulations aimed at replacing conceptual knowledge about memory for the sake of the opportunistic interests of political elites, as well as to take into account the existing advantages of the development of modern communication technologies that make it possible to spread the philosophical conceptualization of memory research in the society.

Lenin in 2020: history politics in Putin’s Russia 2020年的列宁:普京治下俄罗斯的历史政治

The article analyses the historical policy of the Russian Federation and its modern memorial culture areas. The study applies the case studies methodology, i.e., «study of individual cases», «analysis of a single case». The object of study is a socio-political situation associated with the 150th anniversary of V.I. Lenin. An analysis examines the transformation of the contradictory Leninist image in the Russian Federation and the attitude of various social and power structures, based on specific sociological surveys. A thorough study of empirical material allowed us to analyze the basic functions of the historical policy of the Russian Federation at the present stage. It became possible to analyze the interaction and mutual influence of the corporation of professional historians and Russian power structures, the behavior of state and public actors in the process of forming and implementing historical politics and memorial culture. The goal and objectives of the elites and other social strata in the implemented historical policy may coincide, partially correlate or contradict, but in the “Lenin case”, the situation was complicated by the absence of a scientifically defined object of this policy. Both the authorities and society expressed their attitude not to the existing V.I. Ulyanov (Lenin), but to those legendary (or mythical) images that were created in different periods with completely different goals.

The study applies the case studies methodology, i.e., «study of individual cases», «analysis of a single case». The object of study is a socio-political situation associated with the 150th anniversary of V.I. Lenin. An analysis examines the transformation of the contradictory Leninist image in the Russian Federation and the attitude of various social and power structures, based on specific sociological surveys. A thorough study of empirical material allowed us to analyze the basic functions of the historical policy of the Russian Federation at the present stage. It became possible to analyze the interaction and mutual influence of the corporation of professional historians and Russian power structures, the behavior of state and public actors in the process of forming and implementing historical politics and memorial culture. The goal and objectives of the elites and other social strata in the implemented historical policy may coincide, partially correlate or contradict, but in the “Lenin case”, the situation was complicated by the absence of a scientifically defined object of this policy. Both the authorities and society expressed their attitude not to the existing V.I.
