To date, in the history of mankind, many types and theories of civilization have been formed, opposite to each other, irreconcilable, sometimes even hostile. At first glance, different types and theories of civilizations that are opposites to each other create the basis for friction and struggle. However, in our opinion, the variety of types and theories of civilizations does not interfere with the development and prosperity of civilizations, since these theories study the essence of civilization from different points of view, more deeply and comprehensively. In fact, what seems at first glance wrong and impossible with a more detailed and comprehensive analysis turns out not to be so. So, the type of civilization is primarily a scientific concept that includes the stages of development of society, society, ethnos, etc., while an important role in the formation of civilization is played by the commonality of the formation of cultural, economic, historical, social, demographic, etc. components, common foundations and values of spiritual life associated with the development of culture, its potential for further development.

This article is concerned with the oral memories of the descendants of Kazakhstani Germans living in the East Kazakhstan, about the deportation of 1941 and its consequences. The study analyzes the policy of the Soviet state towards the German population within the framework of the deportation policy. The content of the article is based on interviews of three descendants of the deportees, as well as materials from their family archives. The article introduces into science new factual material from sources of personal origin. The information obtained during the interview, as well as sources from the family archives of the interviewee, systematize and enrich knowledge about the tragic events of the mid-twentieth century, including the forced resettlement of entire peoples, and detail many facts of national history. In the study the problem of the dynamics of self-identification of Germans is studied in the context of historical memory, which includes ideas about the lifestyle and standard of living in various periods of the existence of an ethnic group, confessional memory in ethnic consciousness, and memory of interethnic communication culture, using historical and anthropological methods.

At present, scientists focus on the problems of social history, and psychology of the population as they create a holistic view of the social life of society, the system of labor organization, labor relations of workers as well as material and domestic conditions during the Great Patriotic War. At the same time, such aspects of social life as economic crime during the war received little or no attention in the sphere of special scientific research for a long time. The aim of this article is a comprehensive analysis of economic crime in the USSR by the example of Kazakhstan during the Great Patriotic War. Authors attempted to study economic crime during the war, features of labor motivation, collective psychology, and the inner world of ordinary Soviet citizens through the analysis of historical sources, which allows considering complex social roots of economic crime. The article identifies factors that influenced the growth of crime during the war years, such as the forced evacuation of the population; mobilization in the army; shortage of industrial and food essentials; introduction of card system; difficult working and living conditions of workers, improper work of internal bodies of the Soviet state. The most widespread types of law violations and the ways of their perpetration are revealed in the example of specific enterprises of the Kazakh SSR. The article presents the role of Soviet legislation and state bodies in solving this problem. This article is based on a new set of historical sources extracted from archives («Special Folders» of the Central Committee of the Communist Party, documents of the Party Control Commission, letters and complaints to the authorities, business correspondence, etc.).

The article deals with the state policy of Kazakhstan in the field of space activities. The author identifies three elements that traditionally underpin public policy in Kazakhstan. The first element is the state's participation in the industry, which can be in an active or passive phase, depending on the existence of a valid state development program. The second element is the legal framework that regulates relations between all current and potential industry participants. The third element is institutional development, the presence of production infrastructure, organizations, and human capital employed in the industry and emerging activities, established practices, and procedures. The author uses a conceptual approach that assumes that the state, among all possible actors in the space industry and plays a decisive role in it, including due to such a factor as techno-politics, that is, the use of technological and scientific achievements of space in national construction. For this reason, the article is mainly focused on the analysis of state development programs implemented in the space industry over the years of independence. The evolution of the goals and objectives of public policy, its correlation with external risks and opportunities, the results achieved, and the remaining problems are traced. The current global trends in the development of the industry, which challenge the space industry in Kazakhstan, are noted. It is concluded that now, the space industry of Kazakhstan has not achieved its strategic goals – to reach the level of commercial projects with a steady demand for the services provided.

This article analyzes the ideological foundations and origins of modern Tengrism in Kazakhstan. In the search for spiritual landmarks during the period of nation-building, neo-Tengrianism arises, on the one hand, as a revival of the original Kazakh traditions and values. On the other hand, it is being actualized as a response to re-Islamization, or rather the emergence of new Islamic movements, including their radical ideas and practices, which run counter to traditional Kazakh culture. The article presents an analysis of the ideas causing the growth of interest in the Tengrist worldview. The works of Chokan Valikhanov, Lev Gumilyov, Murad Adzhi, Nurmagambet Ayupov, Serikbol Kondybai, Yedige Tursunov and other authors are considered as basic sources influencing the ideology of neo-Tengrianism. The analysis of the works of informal leaders of neo-Tengrian communities in Kazakhstan was also conducted, namely the conceptual and ideological aspects of neo-Ttengrianism in the works "The Truth. The Sacred System of Qazaq" and "QASIET. The Power of the Spirit of the Great Steppe". The paper concludes that under the influence of the ideas and concepts of the above authors, a new generation of followers of neo-Tengrianism as a worldview, system of practices, generating ideas aimed at strengthening the national identity, can emerge.

The article refers to the decree letter sent by the imperator of the Qing Dynasty, Qianlong, to Khanqoja Sultan, who owned the Eastern region of Kazakhstan at the end of the 18th century. This letter is one of the most important historical sources for a detailed study of the diplomacy of the Kazakh Khanate, especially with its eastern neighbor the Qing Dynasty. After the destruction of the Dzungars, the Kazakh Khanate and the Qing Dynasty established official diplomatic relations, and trade between two sides began to develop. In this regard, many letters were written and sent by the Kazakhs. Today, these letters are stored in the First Historical Archives in Beijing, China. The decree letter that we are analyzing was written by imperator Qianlong and sent to Khanqoja Sultan through the Kazakh ambassadors who visited the royal court. In the letter, the imperator wrote about the Kazakh ambassadors who came to congratulate him on the eve of his 80th birthday, and gave information about the titles and gifts as well. It also mentioned deputy ambassadors and gunners who accompanied the ambassadors. The scientific value of the article increases as the Manchu and Chinese language statements written in connection with it are widely discussed in the article along with the original text.

The social content of human activity, the perfection of the person, the spiritual worldview of a person based on the ethical values of the Islamic religion and the evaluation of time in the philosophical views of Al-Farabi and Al-Ghazaliarticle are presented in the article. There is a concept of intelligentsia that lost its relevance in science. Al-Farabi's intellectual activity in recognizing his own identity, recognizing the truth through knowledge, recognizing the truth of oneself and the surrounding world through Al-Ghazali's methods of mystical recognition of the secret of the Creator were considered. The content of the article consists of the activity of the mind and forms of thinking, the religious anthropological characteristics of a person, the types of society and the needs of its management, the concepts of religious context and business culture. The attention was paid to the methods of determining personality perfection in the creativity of thinkers. In particular, al-Farabi's benevolent city art, the concept of a perfect leader, the needs inherent in the management of society proposed by Al-Ghazali, and Hakim Abay's concept of a complete person were compared. The ethical values and morality of Al-Ghazali in the upbringing of generation are presented. This direction was widely studied in the works of scientists such as A.Kh. Kasymzhanov, A. In this article, manifestations of the gender concept in human society as well as cultural and spiritual framework are analyzed from a philosophical perspective. Theoretical foundations of the postmodern paradigms of the gender concept are differentiated with the consideration of its definitions and main characteristics. Today, the concept of gender, including places and roles of men and women in the international process, is becoming a separate challenge, and the gender has turned out to be the most important issue of the legal system. The history of world philosophy shows that the gender issue bas been raised since ancient times. The article discusses the philosophical meaning of the concept of gender and offers an associative model. For the purpose of the philosophical analysis of the gender issue, the emphasis was placed on various scientific terms, and the content of the article and research methods were used. The article gives a comprehensive examination of both the concept of gender in the history of world philosophy and the process of its evolution in Kazakhstan. When studying gender-related questions in society, the focus has been made not on the physiological aspect only, but, to a much greater extent, on the spiritual and human nature. Although they are equal in legal terms, social, physiological, and psychological differences are also taken into account. It is determined that gender perceptions have a great impact on the cultural status of a person and that the social status of men and women in society is not limited to sexual relations. On the contrary, the most important values in the interaction between men and women are virtue, ethics, and morality.

The article considers the trends in the revival of the cultural landscape of Ulytau. Documents on historical objects are analyzed at the level of political decision-making and conceptual tasks to restore the significance of Ulytau, one of the most “hidden” regions of the Soviet period. It is considered how the symbolic content of historical objects located in the Ulytau region is being updated, and how these objects are being reconstructed into the large complexes of tourism content. From the first years of independence, the revitalization process of the region began with the First Kurultay that united Kazakhs all over the world in 1992 and continued until the celebration of the 750th anniversary of the Golden Horde. An inventory place of the historical and cultural significance of Ulytau was carried out within the framework of strategic programs conducted by the state including the special project “The Sacred Geography of Kazakhstan” within the framework of “Rukhani Zhangyru”. On the one hand, Ulytau is considered the shanyrak of the Kazakh Khanate, a symbol of statehood, identity, and unity; on the other hand, it is a region with a high concentration of sacred objects and a high potential for ethnographic tourism. The author examines the symbolism of the Ulytau landscape by means of three different semantic positions: the first, Ulytau is the beginning of statehood, a symbol of identity; the second, it is considered as an open-air museum; the third, as a tourist center and analyses its cultural potential. The article has been developed on available information published in open Internet sources, archival documents, and scientific works published as a part of the special project “The Sacred Geography of Kazakhstan”, and empirical data taken on the bases of expert in-depth interviews.
