The article is based on documents stored in the State Archives of the Almaty Region (Almaty, Republic of Kazakhstan), Fund 489, Op. 1: «Documents of the Semirechye Regional Department for National Affairs» (1918–1919) «, highlights the activities of the Regional Department for National Affairs in the early years of Soviet power in Semirechye (Zhetysu). The department, establised in November 1918, was at that time the only body connecting the Muslim population with the Soviet regime and protecting it in the difficult conditions of the Civil War and social changes. This was the period of the so-called “Colonial revolution”, when the “proletarian” government lobbied for the interests of the Russian population (including the Cossacks and the wealthy peasantry), ignoring the interests of the impoverished (“proletarian”) Muslim population. The Soviet government treated the Muslims, who were mostly nomadic and semi-nomadic population, as the «dark masses». The article argues that the Regional Department for National Affairs acted as a defender of Muslims during ethnic conflicts caused by the anti-colonial uprising of 1916 and its aftermath. The department defended the Muslim, primarily Kazakh and Kyrgyz, population from the new government, which the Muslims perceived to be genuinely Russian. The main directions of the Regional Department’s work related to the protection of the indigenous population are considered: 1) general legal assistance; 2) assistance in the settlement of interethnic conflicts; 3) aid to the starving people; 4) assistance and protection during the mobilization of Muslims for agricultural and public works; 5) assistance to Kazakh women in trouble; 6) helping Muslim children; 7) the fight against the Russification of office work; 8) upholding the special position of the nomads and explaining the essence of the nomadic economy to the Russian leaders of the region.

The article is devoted to the issues of the revival of historical memory and national identity, and the study of sacred places in the Irtysh region. The main purpose of the article is to provide information about sacred places forgotten because of the former Soviet totalitarian system. Using the well-known Marxian expression “religion is the opium of the people”, the Soviet authorities adopted it to radically destroy the religious consciousness, and the traditional belief system of the Kazakh people and pursued an ideological policy against the established religious outlook of the people. As a result of the atheistic policy of the authoritarian government, the traditional spiritual system of the Kazakh people was destroyed, the names of saints were ignored, sanctuaries were closed, and national identity was in danger of disappearing. Therefore, during the political processes, to preserve the ethnic identity and national self-consciousness of the Kazakh people, they were emasculated, in the conditions of the proclaimed ideological setting for the construction of a single "Soviet nation". We believe that the restoration of the memory of the period when the historical thread broke, the revival of the past is a reality born of the demands of the time. The article comprehensively analyzes the historical and cultural role of the sacred objects of the Irtysh region. In general, field materials in the Irtysh region show that the ritual of pilgrimage to the holy places is an integral part of Kazakh society. Therefore, the process of artificial elimination of this phenomenon in the daily life of the Kazakh people will not bring any good. In this article, the authors, based on ideological, ethnographic, and toponymic data, locate the sacred places of the Irtysh region, and show their historical and cultural significance.

The article analyzes the "Report on the military warfare of the task group in Kazakhstan in March, April and May 1930" which has been deposited in the Archive of the President of the Republic of Kazakhstan (APRK). The document refers to the middle of 1930 and directly relates to the events that took place in the Kustanai and Kyzylorda districts of Kazakhstan - the armed uprisings of the Kazakh sharua (peasants) against the policy of agricultural campaigns and forced collectivization. The goals and objectives of the study include, first of all, understanding the significance of the source chosen by the author for enriching ideas about the processes and phenomena that took place in Soviet Kazakhstan in the late 1920s and early 1930s. In addition, the conditions for generating the "Report ..." are identified, which characterizes the cause-and-effect relationships of the emergence and development of armed uprisings on the territory of the Kustanai and Kyzyl-Orda districts. The source materials demonstrate the level of knowledge of its authors about the background of the events and their orientation allowing a comprehensive and objective assessment and determination of the activities of specific units and subdivisions of the Red Army, divisions of the VOGPU, their place and role in suppressing armed uprisings on the territory of the Kustanai and Kzyl-Orda districts.

The article presents discussions concerning the phenomenon of digital ethics. The terms, concepts, categories and criteria used in digital ethics are considered depending on the field of functioning – information ethics, computer ethics, and orthodox ethics. The cultural, social, industrial, philosophical and ethical aspects of the functioning of digital ethics are compared. A separate case concerning the impact of digital ethics on issues of interpersonal communication, including through the description of positive and negative scenarios for the use of digital ethics is considered.The genesis of previous, early, historical studies, approaches, ideas, concepts, somehow affecting ethical issues, especially digital ethics, is given. The resolution of contradictions between Western and Eastern ethical traditions applied to digital ethics has been carried out. The obstacles revealing the essence of the weak organization of ethical postulates are characterized. The need for a unified network of applied regulatory documents on digital ethics for the purposes of social well-being has been formalized and recognized. Various examples from the diverse layers of human life are given, allowing us to argue about the reference to digital ethics or ethics in general. The conclusion is made about the development of ethical concepts as a promising direction with significant evolutionary trends. A description of the methods, principles, and functions which the society can use for further research in this direction has been carried out.

Last twenty years it is admirable fact that South Korean film production have gained the best position in world market as American, British and European counterparts. Korean movie Parasiteby Bong Joon Ho grabbed both Oscar and the highest price of Festival de Cannes. As we know films is not art only. Regarding previous researches, each movie presents its social and political context, values and culture to international audience. Therefore, it is crucial and actual to examine influence “to minds and hearts” of South Korean cinematography that has several million fans worldwide. The paper is aimed to study use of “soft power” and promotion of national culture in Korean films. Research is conducted by observation of Korean drama movies in Netflix. Four web-series were chosen as case study. Collected date is analyzed in terms of content analysis. Authors highlighted that South Korea sees Korean dramas as effective tool for cultural promotion and nation branding.

In the second half of the 18th century trade between the Kazakh Khanate and the Qing Empire, the so-called «silk for a horse», had the status of interstate trade. This trade was shaped and developed by the needs of trading partners. The rulers of the Kazakh Khanate sought to further develop animal husbandry, which was the economic basis of the country. They sold livestock products and thereby solved market problems to meet the daily needs of the population. The Qing Empire conquered Zhonggaria and began to strengthen its power in this territory. While maintaining its power in Zhonggaria, in order to strengthen the defense and develop cattle breeding, the Qing Empire had to solve the problem of demand for all types of livestock, in particular horses. In view of the bilateral need, the issue of developing mutually beneficial trade arose. Out of this bilateral need, the two sides set out to develop mutually beneficial trade relations. This topic is being studied by domestic and foreign scientists. However, there are still many obscure historical issues surrounding the topic. Incomplete publication of historical data is one of the main reasons for this situation. Our goal is to find answers to such still obscure questions. The results of the research work showed that fairs were created during the trade between the Kazakh Khanate and the Qing Empire. At first, fairs were organized in Urumqi, then in Gulja, Chuguchak, Khobda and other places. The holding of fairs was directly related to the initiative of the Kazakh khans and sultans. Kazakh khans, sultans, biys and batyrs agreed to solve such important issues as opening trade fairs, running trade caravans, they always put the protection of the state interests of their country in the first place. The article is written based on Chinese sources, describes the historical role of the rulers of the Kazakh Khanate in the formation and development of trade, including the opening and development of fairs.

The main goal of scientific research is to confirm important periods in the life of the writer with archival documents, from the memoirs of contemporaries and close relatives. In this regard, documents from the National Archives, the personal fund of Kemel Tokayev of the Central State Archives, the National Academic Library of the Republic of Kazakhstan were considered by author. The relevance of the topic of the article lies in the significance of the role in history and assessment of the heritage of the individual, the little-studied biography of the writer, who stood at the origins of the detective genre in Kazakh literature. The author focuses on the historical events and processes experienced by Kemel Tokayev, such as the Hunger of 1931-1933, the Great Patriotic War, the post-war cultural upsurge in the Kazakh SSR. Recently, the issue of the hunger has been discussed at the state level, which gives opportunities for studying this period in the life of the writer. In connection with the declassified archival documents, a field is opened for researching the course of hostilities, in which the front-line writer took a direct part. In this article, the author sets tasks based on the previously listed events in the Soviet period and makes an attempt to complete the tasks using the available documents. The main problem, which is considered by the author, is the insufficiently studied personality of Kemel Tokayev, from the point of view of the historical science of Kazakhstan.
