Climate change affects the agricultural economy. Sustainable agriculture develops at the intersection of the environment and the economy. The economics of climate change addresses challenges such as improved growth and the climate. When negatively impacted, climate change affects productivity, drives up prices, and leads to more intensive management practices, land expansion, redistribution through international trade, and reduced consumption. According to statistics, over the past 30 years, the impact of temperature changes and the share of regional agro-industrial complex in the economy show that there are possible difficulties in the sustainable development of the country. The article discusses the analysis of regional processes of climate change, to study the economic consequences of climate change on the agriculture of the regions of Kazakhstan, to evaluate the system of measures to prevent the consequences of climate change. In preparing the article, data from the IPCC, WMO, WTO, FAO, UNEP, UNFCCC, UNDP, IMF, WB, OECD, KAZHYDROMET, reports of the Statistics Committee of Kazakhstan, etc. were used.

Since the state is a representative of the interests of all people living on its territory, the presence of most of the land in state ownership is a representation of the interests of the citizens of the country. The objects of the right of municipal ownership of land are land plots located within the boundaries of municipalities that are classified as municipal property on the basis of legislative acts. The right of private ownership of land is one of the forms of ownership, where the rights of use, as well as ownership and disposal of land belong to individuals and legal entities. The relevance of the article is that the authors conducted an analysis of all forms of ownership, on the basis of which the advantages and disadvantages of all forms of ownership used in our country are systematized.

Functional zoning of the territory is the basis for the effective development of the land, the place-ment of linear objects is also part of the zoning process of the territory. This article presents the results of the analysis of the main regulatory documents necessary for the development and planning of the territory. Linear objects are quite complex objects for the formation of documentation on them, further regis-tration and registration. Despite the issue of preparing cadastral documentation that has been worked out from the point of view of legislation, as well as the vast practical experience of entering information about linear ob-jects both in the EGRN and in other related resources, the placement of each object is a unique process that requires additional research. This circumstance determines the relevance of the research topic.

The analysis of the formed market system is given, in which the procedure for determining the ca-dastral value seems to be the most problematic. It is the cadastral value that is the basis for calculat-ing the main indicators of the payment of non-property objects and determines the subject of dis-putes between the state, citizens and entrepreneurs in terms of the amount of such payments. According to the current legislation, namely Federal Law No. 135-FZ of 29.07.1998 "On Valuation activities in the Russian Federation", the results of cadastral valuation can be challenged by individ-uals and legal entities in court or in a commission established under the Federal Register. Since the cadastral value was determined by mass valuation methods, the final value may incorrectly reflect market reality. However, all the current regulatory legal acts, methodological guidelines for evaluation are aimed at more correct execution of appraisal activities and, accordingly, at displaying adequate results of real estate valuation.

The construction industry is very dynamic in nature due to the increasing uncertainty in the economic environment in which building projects have now become much more complex.
