The concept of urban environment is very extensive, it has many confidential features and it is a complex mechanism for the formation and development of fundamental priorities of the urban environment foundations, which ensures the creation of favorable conditions for the improvement of the natural environment. It can be stated that the creation of favorable environmental conditions for the formation of the overall environmental situation plays an extremely important role in solving the problems of environmental protection of public health. In this regard, it seems necessary to formulate a certain proactive atmosphere that would create the appropriate conditions for the activities of the relevant structures.

One of the defining concepts in the process of studying the problems of ecological and economic interaction is increasingly so-called "decoupling", which implies the elimination of the contradiction between the possibilities of ensuring economic growth and reducing the level of environmental impact. The most important area of management, in which the achievement of decoupling effect is extremely important in terms of reducing the consumption of natural resources, is agricultural production. In this regard, the article assesses the level of resource decoupling in the agricultural sector of the Rostov region.

Формирование и развитие особо охраняемых территорий приобретает исключительно важное значение не только с экологической точки зрения, но и с экономической и особенно — с социальной. Поэтому решение сложных задач по обоснованию территориального обустройства природохозяйственной деятельности, включая и рекреационную, приобретает все большее значение, и общество вынуждено планировать комплекс мероприятий по охране окружающей среды. Рассматриваются современные особенности природохозяйственной практики Ростовской области на микрои мезоэкономическом уровнях, анализируются полномочия органов местного самоуправления в сфере природопользования и создания особо охраняемых природных территорий, предлагаются направления повышения социо-эколого-экономической эффективности регионального природопользования. Formation and development of protected areas has an extreme importance, not only from an environmental point of view but also from an economic and especially social one. Therefore, the solution of complex problems in the justification of the territorial arrangement of natural activities, including recreation, is becoming increasingly important, and the society is forced to plan a set of measures to protect the environment. We consider the current features of Rostov region, its natural practices at the micro and mesa levels, powers of local selfgovernment bodies in the sphere of nature and the creation of protected areas are analyzed, ways of increasing socio-environmental and economic efficiency of regional nature is taken into account.

Современная практика природопользования выступает сдерживающим фактором устойчивого социально-экономического развития. Аналогичные проблемы характерны для большинства регионов европейской части России. Рассматриваются современные социо-экологоэкономические проблемы использования природных ресурсов на примере Ростовской области, исследуется загрязнение природных сред в результате производственной деятельности, выявлена структура производственных отходов по отраслям экономики региона, уточняется природохозяйственная специфика крупнейших промышленно-хозяйственных агломераций региона, определены параметры загрязнения природной среды. На основе полученных данных обоснован комплекс организационноэкономических и административно-правовых мероприятий, направленных на минимизацию деструктивного воздействия хозяйствующих субъектов и основных природопользователей региона на микрои мезоэкономическом уровнях. Modern environmental management practice acts as a deterrent to sustainable socio-economic development. Similar problems are typical of most regions of the European part of Russia. The study examines modern socio-ecological-economic problems of using natural resources on the example of Rostov region, examines the level of environmental pollution as a result of production activities, identifies the structure of industrial waste by sectors of the region’s economy, clarifies the environmental specifics of the largest industrial and economic agglomerations of the region natural environment. Based on the data obtained as a result of the study, a set of organizational, economic, administrative and legal measures was substantiated aimed at minimizing the destructive impact of economic entities and main users of the region at the microand mesoeconomic levels.
