The article studies the topical problems in counteracting the processes of agricultural land degradation in the Rostov region. It emphasizes the importance of the integrated ameliorative arrangement of the ravine-gully systems aimed at mitigating the consequences of the water erosion, and describes the practical experience of implementing such measures. It is substantiated that it is the integrated approach that enables protection of the soils, most susceptible to erosion processes, increases soil-fertility and, on the whole, ensures more sustainable use of land resources

Artificial land plots represent an important aspect of modern territorial planning. They can solve the problem of land scarcity, foster the design of the innovative projects, enhancement of the environmental sustainability, development of the infrastructure and civil construction. However, there exist certain challenges and risks related to the use of the artificial land plots. But, on the whole, the inclusion of the artificial land plots in the territorial planning system is a relevant and important objective that requires thorough analysis and consideration of many aspects — from the environmental sustainability to social value.

The issues of the territorial planning legal regulation and territorial entities’ land resource potential application are studied, as well as the law enforcement practices of development and validation of the territorial planning documents as a single legal and technical framework for deployment of the capital construction facilities and establishment of the appropriate legal land use regimes. Moreover, the problems of the territorial planning documents’ quality and possible ways to minimise their number or eliminate thereof are analysed. Thus, the necessity to optimise the Federal State Information System of Territorial Planning (FSIS TP) based on integrating the data of the Unified State Register of Real Property, the Urban Planning and Management Information System and other related information sources involved in the territorial planning is justified, which would enable accumulation and reflection of their structural components in a single geospatial system.

The expediency of using a geosystem approach to the analysis of processes taking place in the frame of the regional socio-economic systems is substantiated. The key features and properties of geosystems are highlighted, and the main contradictions of such systems at the regional level are identified. Based on the results of the conducted analysis, it is stated that the geosystem paradigm of regional development ensures formation of quite a holistic perspective thereof by taking into account the interrelation of the natural, economic and social processes and phenomena, in the context of their dependence to the specific features of a certain territorial space where they get manifested.

The comparative analysis of approaches used in different countries of the world for implementation of the import substitution policy is carried out. The attention is focused mainly on comparing the specific features of the Latin American, East Asian and mixed models of import substitution. With regard to the Russian experience of transfer to such a policy, which has, to a greater extent, a coercive nature, the need to direct it towards the innovative development has been stated.

The problem of incomplete information presented in the Unified State Register of Real Property (USRRP) and issues referring to the registry errors in the information entered in the Unified State Register of Real Property, the procedure for correcting thereof, the need of implementing the new methods of forming and correcting the information in the Unified State Register of Real Property are being investigated. Alongside, the initiative to optimise the state services provision in the frame of the “National Spatial Data System” programme, which is aimed at future integration of the information about the real estate objects, property rights for them, cadastral valuation and other features, is analysed. The aims for implementation of such a system have been sorted out, namely, the formation and implementation of the digital geospatial maintenance, ensuring the completeness and credibility of information in the USRRP, enhancing quality of the state and other services provided by the Federal Service for State Registration, Cadastre and Cartography (Rosreestr).

The unfavorable ecological situation, as a result of anthropogenic activity, contributed to the emergence of the need to protect natural massifs and the formation of specially protected natural territories (ООPT). Currently, protected areas perform the most important function of preserving and re-storing wildlife resources, thereby being the most effective mechanism for maintaining the ecological balance of territories and preserving natural biodiversity. The article deals with specially protected natural areas of the Rostov region as elements of the region's ecological framework system.

Agricultural production on the territory of LLC "Rus" of the Semiluksky district of the Voronezh region was carried out without taking into account the factor of soil erosion, which led to gradual degradation of land and an increase in the area of arable land, characterized by a strong soil washout of more than 50% of the arable land. The analysis of the agricultural production of the enterprise, natural and climatic factors, soil conditions, as well as the conducted erosion assessment of arable land showed that the land use area is in urgent need of a complex of land management measures aimed at combating erosion. To create favorable conditions for agricultural production, we have de-veloped a set of land management measures for territorial organization, taking into account the man-ifestation of soil erosion. The planned planned measures create a solid foundation for sustainable agriculture, taking into account the factor of soil erosion. . Organization and arrangement of the territory on the anti-erosion principle will prevent the negative impact of erosion processes, improve the agroecological situation on the territory of the enterprise, increase the environmental sustainability of the territory.

The technical support of the process of creating a cartographic basis for improving the efficiency of territorial management is considered. It is proved that digitalization of information about all management objects is based on the initially implemented stage of preparation of a digital model of terrain and relief. The effectiveness of management decisions depends on the detail and quality of the developed cartographic framework. The authors summarize the practical experience of using innovative technologies in the process of developing a cartographic framework, it is shown that the most promising direction here is the introduction of neural networks. The specifics of their application in the process of creating a digital model of terrain and relief are analyzed.
