: This critical study deals with the issue of refugees and displaced persons from the State of South Sudan and a review of the causes and motives for the problem of asylum and displacement, as well as the challenges facing the United Nations in protecting refugees and displaced persons in the State of South Sudan, which was newly independent in 2011 from Sudan, and the Republic of South Sudan became the most recent 193 country in the world. Despite its separation and independence, challenges persisted and varied between tribal rebellion, ethnic, religious, linguistic, cultural and climatic pluralism, the crisis of national integration or national unity, religious, cultural and ethnic conflicts, human rights violations, armed clashes, insecurity and instability, obstructing the access of humanitarian aid to the displaced, refugees, victims of grave violations and violence, lack of funding for humanitarian operations, foreign interference in the affairs of the newly born state, conflicts over resources, the challenge of poverty, land mines and the clan ownership system in agricultural tenure, and finally, we draw some results and put some recommendations and suggestions.

: This paper aims to define the performance of the local administration, as a field for practicing public services and implementing the state's general policy. In addition, the study focuses on local governance as a mechanism that is applied to local administration practices through standards based on it, such as transparency, accountability, rule of law and participation. Through the diversity of its actors such as the private sector, civil society and local bodies, it can be an effective mechanism in combating corruption at the local level, as well as contributing to achieving local development at the lowest costs and in the shortest possible time. And our desire to touch the effects of applying local governance on local administration, we infer some successful experiences as well as the reality of its practice in Algeria.

: The use of mobile applications for social media is becoming increasingly important. The quota system is crucial to women's political empowerment since it guarantees them specified percentages of representation in elected councils, political party structures, and various political decision-making centers. Many countries have used it, particularly since the Convention on the Elimination of All Forms of Discrimination Against Women (CEDAW) adopted in 1979. However, this system has had many flaws, particularly in its ability to produce feminist leaders who can lead political action like men in all stations and bodies, and this is due to the application of its dysfunctional and varied patterns, whether during nomination or in determining the results, and despite the opportunities it provides. This system is intended to help women improve their skills and experiences on the ground while also providing them with an opportunity to demonstrate their capacity to lead and serve as a role model.

The problem of legislative deficiency raises a slew of issues, both in terms of the constitutional judiciary's scrutiny and the legislative solution. In terms of the constitutional judiciary's oversight, the Egyptian constitutional court decided to monitor the partial defects by identifying the unconstitutionality of the appeal text, which was one of the flaws. However, it abstained from overseeing the legislative abstention, believing that determining whether legislation is needed or not is at the lawmaker's discretion. In terms of tackling legislative omission, Egypt's legislative authority is the House of Representatives, which has legislative competence as well as many other responsibilities. Following the amendment of the 2014 constitution in 2019, it established that Parliament consists of two chambers and proclaimed the Senate as the second house of Parliament aiding the House of Representatives in its competence. There is no doubt that the fatwa (a formal ruling or interpretation on a point of Islamic law given by a qualified legal scholar) is related to the interest of religion and the world and its protection is preserved for them. Recently, some people dared to issue a fatwa based on some texts that they memorized without following the rules of scientific methods of Fatwa. These approaches that scholars have developed to protect religion and the world. Thus, I chose to write in the scientific methods of Fatwa to explain the rules set by scientists and to apply these rules on some contemporary issues. With the combination of the rules and controls laid down by our scholars in the past, with the rules required by the developments of the age and time, and the people’s need at a time of epidemic and affliction. This research examines the fatwa, the characteristics of the Mufti (Islamic Legal scholar), and the stages that the fatwa goes through with a presentation of some fatwas issued by the Egyptian Dar al-Ifta in light of the Coronavirus (Covid-19) as a practical implementation of scientific methods of the Fatwa.
