New Mechanisms of Polar Amplification Triggered by the Arctic Sea Ice Loss 北极海冰损失引发极地放大的新机制

The effect of positive feedbacks is associated with the phenomenon of the so-called Polar amplification, due to which an increase of the surface air temperature in the Arctic in recent decades was approximately 2.5 times higher than in the other latitudinal zones. Reduction of the Arctic sea ice acted as a “trigger” that provided an intensification of feedbacks, which were either not manifested at all or were ineffective under the conditions of the prevalence of thick consolidated ice. In addition to the well-known and described in the literature feedbacks that are acting in high latitudes, two new mechanisms are introduced: “seasonal memory” in the ice cover properties and “atlantifi- cation”. It has been shown that these mechanisms contribute to the further reduction of the Arctic sea ice. In the East-Atlantic sector of the Arctic Ocean both mechanisms operate in concert, enhancing the end result. According to climate scenarios, Arctic warming is projected to intensify in the coming decades, causing changes in various environments. It can be expected that an important role in this will be played by positive feedbacks that provide the Polar amplification in modern conditions, when the Arctic climate system is in an unstable transitional state.

The evolution of mankind is based on the expansion of the capabilities of Homo sapiens based on the development and mastery of technology as cultural tools for development. A letter and a book are prime examples. Today the human personality has been expanded not only with a pen, a watch, a spyglass and an encyclopedia but also with a calculator, an automatic translator, a digital navigator, access to the World Wide Web and other digital means of expanding the mind which tremendously increase the power of the human brain. We evaluate graduates in terms of their ability to engage in cognitive, labor, and other activities as an extended personality who masters digital means and is able to make a moral choice in a digital society. The system of educational goals, planned results, standards, programs should be addressed specifically to the extended personality of the student and teacher.

Assessment of Hazardous Cryogenic Processes Impact on Engineering Facilities in the Arctic 危险低温过程对北极工程设施影响的评估

Comprehensive studies of the state of the infrastructure in the Russian Arctic were carried out. The degree of deformation of objects and the impact of dangerous cryogenic and nival-glacial processes on the stability of build- ings and constructions were assessed. It was established that a number of cryogenic processes that are dangerous for the infrastructure were developing in urbanized areas of the permafrost zone. They are caused (or activated) by anthropogenic impact or by climatic changes. Thermokarst, thermal erosion and thermal abrasion of banks, icings formation are activating. The tangential forces of frost heaving increase due to the increase of the active layer depth. Almost all the buildings and the life support systems at the territories of the national settlements of the Polar re- gion are in an emergency or pre-emergency state. The percentage of deformation of the engineering infrastructure varies from 20% to 80% in industrial centers, which is often caused by the development of dangerous cryogenic processes. A methodic was developed to assess the negative impact of the most destructive processes on the infra- structure of settlements. It takes into account the degree of damage to the territory, the duration, and repeatability of processes. The risk assessment was carried out for one and a half dozen settlements in the Russian Arctic, with special attention paid to the infrastructure of the north of Western Siberia. The impact of waste disposal on the infrastructure of the Arctic was analyzed. A classification was proposed based on the degree of their influence on permafrost foundations. Proposals on stabilization of geotechnical situation in Arctic cities are given.

The article briefly highlights the main results of the activities in the field of studying the waters of the Arctic Ocean and the Arctic seas over a period covering the last decade. Information about the most significant expeditions carried out in the high-latitude Arctic after the International Polar Year 2007/08 and large summaries of the obser- vation results are given. Attention is drawn to the preservation and deepening of trends in changes in thermohaline conditions in the water area of the high-latitude Arctic seas.
