The protection of e-government information security and the construction of its operational safety system have become very important research topics in the e-government field. Since egovernment information security involves many factors, the construction of the system is a systematic project. The analysis of e-government information security's requirements and internal, together with external factors that may threaten e-government information security is the fundamental premise of studying how to establish the e-government information security system. An egovernment information security system suited to China's realities should be established according to the design principles of balance, integrity, dynamic characteristic and so on, by the design strategies of dividing the level of security, perfecting the security mechanism, improving price versus performance ratio and so on, and by the frame of three dimensions: technology, management, law, etc. The construction of e-government information security system is not once and for all. That is to say, this is a project that can not be completely finished.

According to the expected utility theory, people with different risk preference have different psychology under the same rates of return. People with the same risk preference have the same psychology under different market environment. However, the prospect theory gave us another result. The psychology of investors is changing under different rates of return. Chinese securities market fluctuated widely in 2006 and 2007. We study the psychology of faculty and students in universities under the different market environment. We analyze the relation between the movement of stock market index and psychology of Small and medium investors. We found that the higher the rates of return the more positive attitude of the small and medium investors.

In local taxation system, the taxation task is heavy, the supply and demand conflict of human resource is obvious and its allocation problem is also protruding. This thesis studies on the influential factors of human resource allocation in local taxation system, proposes a relevant hypothesis and makes the empirical analysis by taking City N as an example. On the ground of questionnaires and personal interviews, it adopts the means of factor analysis to confirm the influential factors including work intensity, work difficulty and work environment, it also uses MLR (Multiple linear regression) to verify the assumption. And the research result indicates that there is significant positive correlation between work intensity and number of personnel, which confirms that work intensity is the key factor that affects people allocation while the connection between number of personnel and other two factors (work difficulty and work environment) are comparatively weak.

To select and retain high-potential talents is very critical for modern companies or organizations to maintain competitive advantages in such rapidly changing environment. Traditional personnel evaluation methodologies focusing on performance ranking, related test result and general image feedback from direct managers will no longer be appropriate to employees in knowledge-based economy. This paper aims to design an effective, transparent, objective and business strategy aligned computer aided human resource personnel evaluation system integrating financial performance with non-financial aspects during the process of each task. This evaluation system offers an integrated view of overall talent competency and potential, which gives more scientific warranty for HR decision-making. Besides these, the process-based personnel evaluation information system provides an information exchange platform based on Web 2.0 technology, which helps employees to proactively attend and to influence the evaluation process, which makes it more transparent.

This paper has examined the modularization tendency of fashion firms by characteristic analysis and provided the framework of value creation to policy-makers in handling with fresh ideas and new design, exploration and development of fashion products and dissemination and consumption of fashion goods. The benefit of this model presented in this paper is to extend the modularity theory, and its utility in industrial economics. It also serves to integrate many existing fashion theories in a more holistic manner, thereby removing unimportant factors in these theories.

A study on the emergence is beneficial to the understanding and mastery of the basic rules governing the development of Research University's core competence system. The emergence of this system originates from its features, such as non-linearity, self-organized behavior, openness and so forth, as well as the complicated system environment, non-conservation of systematic knowledge and intelligence of the subject. Full play of the material effect, the scale effect, the structural effect and the environmental effect will contribute to the continuous emergence of Research University's core competence system, and therefore the new properties and hierarchies of core competence system emerge.
