COMPARISON OF MACHINE LEARNING CLASSIFICATION ALGORITHMS FOR PURCHASING FORECAST 采购预测中机器学习分类算法的比较

With the development of computer technologies and invention of internet, many concepts have entered our lives. With the starting of wide usage of globalized internet network, concept of machine learning has emerged in time for smarter management of data flow in big dimensions. In line with technological developments, all activities began to be carried to digital environment and as a result of this, concept of e-commerce has entered our lives. E-commerce is one of the areas where machine learning is used most widely. By examining product purchasing situations in accordance with data available at the enterprises, various researches have been made for selection of most appropriate model in order to predict future data. In the study it was mentioned about concepts of e-commerce and machine learning and by applying Logistic Regression, Naive Bayes and Support Vector Machines being machine learning classification algorithms, it has been aimed to determine the model having best accuracy ratio.
随着计算机技术的发展和互联网的发明,许多概念进入了我们的生活。随着全球化互联网网络的广泛使用,机器学习的概念应运而生,可以对大维度的数据流进行更智能的管理。随着科技的发展,所有的活动都开始进入数字环境,电子商务的概念也因此进入了我们的生活。电子商务是机器学习应用最广泛的领域之一。根据企业现有的数据,考察产品采购情况,选择最合适的模型进行各种研究,预测未来的数据。在研究中提到了电子商务和机器学习的概念,并通过应用逻辑回归,朴素贝叶斯和支持向量机作为机器学习分类算法,旨在确定具有最佳准确率的模型。

Today's organizations need skilled employees for survive, develop and compete. Because investment in human capital, which is the most important factor for organizations, plays a key role. Therefore, organization success highly rely on the success of managers and employees. It is great importance for the success of an organization in which managers pay attention to the opinions and suggestions of employees and ensure their participation in decisions making. Otherwise, organizations can face with inefficiency, poor performance and employee dissatisfaction and silence.The purpose of this study is to investigate the effects of toxic leadership behaviors on organizational cynicism and employee silence in public sectors and to determine the relationship between these concepts. In accordance with this purpose; A questionnaire consisting of personal information form, toxic leadership scale, organizational cynicism and employee silence scale was applied to public sector employees in Istanbul (Anatolian side). The data obtained via the survey method were evaluated by factor analysis, correlation analysis and regression analysis. As a result of the research, it has been accepted that there are significant relationships between toxic leadership, functioning silence and organizational cynicism. At this point, it has been shown that toxic leadership behaviors have significant effects on organizational cynicism and employee silence in order to be successful organization and recent studies  has shown that these concepts have become the focus of interest of researchers. In addition, these concepts can constitute a serious obstacle to success factor in organizations. JEL Codes: M54, D23 ,l2

COVİD-19 VE ÖZEL TİYATROLARIN İKTİSADİ DURUMU

Bu çalışmada Covid-19 salgın döneminde en çok etkilenen kültür ve sanat kurumları olarak özel tiyatroların iktisadi yapısı ve o tiyatrolara yapılması gereken yardımlar incelenmektedir. Özel tiyatroların da kamusal mal ürettiklerine ilişkin gözlem ve açıklamalardan sonra, özellikle hem vergisel ve idari destekler hem de tiyatrocuların kendi aralarındaki dayanışmanın sağlayacağı yararlar tartışılmıştır. Tiyatro talebinin de arttırılması gerektiğine vurgu yapılmış ve talebin arttırılası için de önerilerde bulunulmuştur.
本研究探讨了在 Covid-19 大流行期间受影响最大的文化艺术机构--私营剧院的经济结构,以及应向这些剧院提供的援助。在对私营剧院也生产公共产品这一事实进行观察和解释之后,讨论了税收和行政支持的益处以及剧院所有者之间的团结。还强调了增加对剧院需求的必要性,并提出了增加需求的建议。

Bu calismada, Dunya Degerler Arastirmasi’nin (WVS) 2014 doneminde bilim ve teknolojiye bakis acisi ile iliskilendirilen alti degisken alinarak 60 ulke arasinda Turkiye’nin konumu incelenmistir. Bu amacla, farkli Kumeleme Analizi teknikleri ve Cok Boyutlu Olcekleme kullanilmistir. Veri setinde aykiri gozlem tespit edildiginden Robust Kumeleme Analizi uygulanarak, K-Ortalamalar yontemine gore daha homojen kumeler elde edilmistir. Cok Boyutlu Olcekleme ile ulkelerin konumlarinin grafiksel boyutlari elde edilerek, Kumeleme Analizi sonuclari desteklenmistir. Sonuc olarak, farkli yaklasimlar ile elde edilen kumeler karsilastirildiginda benzer ulke profillerinin ayni kumede oldugu gozlemlenmistir. Ward, K-Ortalamalar ve K-Kirpilmis Ortalamalar yontemleri ile elde edilen kumeler incelendiginde Turkiye’nin, ozellikle Islam ulkelerinden Misir, Pakistan, Kuveyt ile benzerlik gosterdigi gozlemlenmistir. THE RESTRUCTURING OF THE ADMINISTRATIONAL-ORGANISATIONAL APPROACHES OF BUSINESSES IN THE PROCESS OF INDUSTRY 4.0 工业4.0进程中企业行政组织方式的重组

Industrial revolutions have long since been mandatory for humanity in order to adapt to the age and innovations, resulting in the search of new ways to sustain productivity. Regardless of the line of business or the historical background of a sector, the concept of industrial revolution underlies the historical development of all sectors. The main reason is that production sustainability occurs when humanity presents their products at the same time announcing them. Consequently, new ideas, creations and revolutions can develop. Based on this, the first Industrial Revolution developed as a direct result of mechanisation while the Second Industrial Revolution developed as a result of electricity, and the Third Industrial Revolution developed as a direct result of computerisation.  Nowadays, the Fourth Industrial Revolution aims to transform Internet of Things and Internet of Services into production. In the near future, enterprises will adapt to these innovations and hence improve their technologies, managerial and organisational perceptions, administrative levels, decision-making and logistic systems, as well as production facilities by means of developing global networks as part of Cyber-Physical Systems. Thanks to Cyber-Physical Systems, enterprises will carry out information production, control function, smart machines and storage systems independently within the production environment. This system will provide a rapid development of concepts like production, engineering, material procurement, industrial processes, supply chain, and life-cycle systems.Therefore, the aim of the present study is to theoretically analyse how managerial and organisational perceptions of enterprises undergo changes following the adoption of Industry 4.0 using literature review, which is defined as second-hand data, and to discuss the issues considering the restructuring of management-organisation of enterprises in accordance with this developing trend.Jel Codes: M10, M12, M13

JAMAICAN CRIME AND ECONOMY 牙买加的犯罪和经济

This research paper examines an overview of literature on the most recent issues that are allied to crime and violence in Jamaica. They have been an issue which has affected the Caribbean as a whole but due to the islands many social and economic problems, it has shown an increase in crime and violence most noticeably in Jamaica. This issue has caused millions of people to live in fear due to the constant and never-ending crime and violence. The horrors of violence and crime has undoubtedly had a more profound and significant negative impact on the young population.  My research will focus on the aspects of violence and crime in Jamaica. This paper will also cover the general conditions in Jamaica, the organized crime and the conventional violence, and how the impact of the crime has had an effect on economic growth. My conclusion will focus on the policies which these countries have to change that will significantly reduce crime and violence and as a result will provide a better social and economic future for all of its citizens. The aim of this research is to have a broader understanding about crime and violence in Jamaica and to raise global awareness about their conditions and the humanitarian problems.Jel Codes: A13, E71

In this study, the effects of monetary and fiscal policies on the health sector aims to examine the example of Turkey. As a result of the study, it is seen that the fiscal policy is more effective than the monetary policy because the coefficients of the variables in which the fiscal policy is represented are larger than the coefficients of the variables in which the monetary policy is represented . In the study, two different models were used to determine the effects of monetary and fiscal policy in order to examine the effects of monetary and fiscal policy on the health sector. Firstly, cointegration analysis was done through the established models, and then, the VAR model, the relationships between variables, error correction model (VECM) and Impact-Response analysis were applied. As a result of the research, it was seen that fiscal policies are more effective and sensitive policies on the health sector compared to monetary policies.Jel Codes: E52, E62, I11, 023

Information and communication technologies have gained importance with the increase in computer usage and the rapid spread of the Internet after 1980. Productivity in the economy has increased considerably with the spread of information and communication technologies. Economies have turned to using information and communication technologies in order to develop and expand their market shares, to produce at less cost and to increase productivity. In this study, it is aimed to investigate the causality relationship between developments in information and communication technologies and labor productivity with the causality analysis of Konya (2006), which is the Bootstrap Panel causality test, for 1985-2010 period and OECD countries with data. The results obtained differed from country to country. While significant causal relationships have been identified in some countries, no causal relationship has been identified in some countries.Jel Codes: J23, O33, D21

Bilgi çağı olarak nitelendirilen günümüz iş hayatında çalışanların örgütsel sürdürülebilirlik için taşıdığı önem oldukça fazladır. İnsan unsurunun üretim faktörlerinin en değerlisi haline gelmesi bu önemi arttırmaktadır. Çalışanların örgütsel süreçler için gayret ve çaba göstermesinde onları etkileyecek liderlik yaklaşımlarının olması bireysel ve kurumsal performansı ve tatmini arttırmaktadır. Bu kapsamda çalışan davranışlarının örgütsel çıktılar üzerinde belirleyici olması araştırmacıları davranışsal tutumlar üzerine çalışmalar yapmaya yöneltmektedir. Son yıllarda popüler bir kavram olarak ele alınan toksik liderlik, örgütler ve çalışanlar için istenmeyen bir unsur olarak kabul edilmektedir. Toksik liderliğin çalışan davranışlarını ve tutumlarını olumsuz yönde etkileyebileceği düşüncesi bu çalışmada yer alan model önerisinin temelini oluşturmaktadır. Yıkıcı ve yıpratıcı bir liderlik türü olan toksik liderliğin üretkenlik karşıtı iş davranışlarının oluşumunu hızlandırması beklenmektedir. Ayrıca toksik liderliğin çalışanların örgütte kalma istekliliklerini azaltarak bireyleri işten ayrılma niyetine yönlendirebileceği öngörülmektedir. Bu çalışmada toksik liderlik, üretkenlik karşıtı iş davranışları ve işten ayrılma niyeti değişkenleri kavramsal olarak ele alınmış ve bu değişkenler arası ilişkileri ortaya çıkarmak üzere araştırma soruları oluşturulmuştur.

It is observed in the World economy perspective that regional development differences cannot be still solved in our present day when global system continues. In fact, while it is known that there are income and development differences between the developed countries and underdeveloped countries of the World as from the ancient times of the history, it is clear that due consideration is not attached to the inequality problems. For this reason, it is tried to find the impacts of the utilization opportunities provided with globalization and the reasons leading the problems to continue within the scope of this research conducted on increasing the social and economic development levels in the underdeveloped countries thanks to the global system. Although too long years have passed after the starting of the globalization in the World, both there are development differences among the countries located in different regions and the social and economic development differences continue in the different regions within the own national boundaries of any country. The subject of completely removing the inequality and poverty that are the leading ones among the most important problems expected to be solved with the globalization system include the regional development analyses for the purpose of identifying, the intentions of the globalization policies and responsibilities of country government. According to the results of these analyses, while the impacts of the global system on the regional development differences are evaluated, it is aimed to reach the truest provisions required to protect the national interests of the underdeveloped countries in the international commercial activities increasing with the globalization, to re-identify the provisions of the harmonization to globalization and to prevent the negative impacts of the international trade agreements issued.
