TÜRKİYE VE AZERBAYCAN ARASINDAKİ İLİŞKİLERİN MALİ VE İKTİSADİ ANALİZİ

Iktisadin ve Kamu maliyesinin onemli konularindan biri olan enerji, gecmisten bugune insan hayati icin elzem bir ihtiyactir. Insan hayatinin hemen hemen cogu alaninda kullanim alani bulan enerji, mevcut rolunu ve alan cesitliligini, her gecen gun arttirarak surdurmektedir. Soz konusu kaynaga sahip olan ulkeler, hammadde zenginligi sebebiyle onemli avantajlar elde etmektedir. Uluslararasi politika cercevesinde, enerji kaynagina sahip olan ulkeler, uluslararasi duzeyde onemli kazanimlar elde etmektedir. Turkiye ise henuz enerji alaninda istenilen rezervlere ulasamamis olmasina ragmen rezerv kaynaklarin arz guvenligi temelinde ekonomik yollarla tasinmasina aracilik ederek rezerv dezavantajini bu yolla avantaja cevirme gayretindedir. Ulke topraklari icerisinde yogun enerji tuketiminin karsisinda ihtiyac duyulan arz miktarini dusuk maliyetle ve surdurulebilir yollarla temin edebilmek icin komsu cografyalarla cesitli projeler gelistirmistir. Ve bu projeler boru hatlari vasitasiyla meyvesini vermistir. Turkiye sahip oldugu topraklar ile jeopolitik acidan avantaj sahibidir. Bu avantajini degerlendirmek adina yuruttugu stratejiler neticesinde enerji alaninda koridor pozisyonu ustlenmektedir. Turkiye bolgesindeki istikrarin surekliligi adina komsularina nispeten uluslararasi sahada daha fazla guven veren bir ulke konumunda oldugu icin enerji arz guvenligi hususunda ihracatci ve ithalatci ulkeler arasinda guvenli koridor olma rolune uygundur. Son yillarda TANAP ve Trans Adriyatik hattinin faaliyete gecirilmesiyle bu alanda onemli bir ivme yakalanmistir. Turkiye ve Azerbaycan arasindaki iki devlet tek millet dusturunun ortak menfaatler cercevesinde gerceklestirilmesi ile Turkiye’nin enerji alaninda Rusya’ya olan bagimliligi da onemli oranda azalmistir. Ozellikle son iki yilda Dogu Akdeniz’de gerceklestirilen arama ve tarama faaliyetleri netice vermeye baslamis ve dogalgaz rezervleri anlaminda umut verici gelismeler saglanmistir. Bu calismanin amaci Turkiye ve Azerbaycan ulkeleri arasindaki enerji iliskilerini hem iktisadi hem de mali acidan irdelemektir.

HOLLANDA’NIN TARIMDAKİ YAPISAL DÖNÜŞÜMÜ VE BU DÖNÜŞÜMÜN ULUSLARARASI TİCARETİNE YANSIMALARI

Türkiye tarımı ile karşılaştırılan ülkelerin başında tarımsal üretimi ve dış ticaretindeki başarısı ile dünyanın en büyük ikinci tarımsal ihracatçısı konumunda bulunan Hollanda gelmektedir. Konya ovasından daha küçük bir ekilebilir tarımsal araziye sahip olan Hollanda’nın bu başarısı sürekli olarak basında, akademik çevrelerde ve siyasi söylemlerde ön plana çıkmaktadır. Ancak bu soruya cevap verebilmek için yapılan literatür araştırmalarında Hollanda’nın tarımdaki yapısal dönüşümünü ve buna paralel olarak tarımsal dış ticaretindeki başarısını inceleyen ulusal sınırlarda akademik bir çalışma bulunmamaktadır. Çalışma bu yönüyle Türkiye’deki literatüre giren ilk çalışma olma özelliğine de sahiptir. Türkiye’nin tarımdaki yapısal dönüşümü üzerine daha önce birçok kitap, makale ve araştırmalar yapılmış olduğundan bu çalışmada Hollanda’nın tarımsal alandaki yapısal dönüşümü ve dış ticaretine yansımaları üzerinde durulacaktır. Bu kapsamda Hollanda’nın tarımdaki bu başarısının altında yatan tarihsel gelişimi kısa bir şekilde irdelenecek, devamında günümüzdeki tarımsal üretimine, uluslararası ticaretine yansıyan sonuçları ve bu başarıda kilit rol oynayan Ar-Ge yatırımları, inovasyondaki lokomotif kurumları, toplam faktör verimlilikleri ve uluslararası ticaret etkinlikleri ampirik veriler ile ortaya konacaktır.
荷兰是世界第二大农产品出口国,在农业生产和对外贸易方面取得了巨大成功,是与土耳其农业相比较的国家之一。荷兰的农业耕地面积小于科尼亚平原,但其成功在新闻界、学术界和政治言论中不断得到强调。然而,在为回答这一问题而进行的文献研究中,还没有一项跨国学术研究同时考察荷兰的农业结构转型及其在农业对外贸易中取得的成功。在这方面,本研究也是首次进入土耳其的文献研究。由于已有许多关于土耳其农业结构转型的书籍、文章和研究,本研究将重点关注荷兰在农业领域的结构转型及其对对外贸易的影响。在此背景下,将简要分析荷兰在农业领域取得成功所依据的历史发展,然后通过实证数据揭示在当今农业生产、国际贸易以及研发投资、创新火车头机构、全要素生产率和国际贸易活动中发挥关键作用的成果。

Orgutler acisindan hayati oneme sahip orgutsel adaletin, yine ayni derecede onemli bir baska degisken olan orgutsel bagliliga etkisinin incelendigi bu calisma, Istanbul ilinde, perakende sektorunde faaliyet gostermekte olan tek bir isletmenin, sadece satis personelinin katilimiyla gerceklestirilmistir. Diger calismalarin aksine, bu calismanin sadece bir tek isletmede ve bir tek departmanda, yaklasik ayni gorev unvanina sahip katilimcilarla yapilmasindan dolayi arastirmadan elde edilen sonuclar, diger cevresel ve orgutsel degiskenlerin etkilerinden arindirildigi icin onemlidir. Elde edilen sonuclar bilgi adaletinin duygusal bagliligi etkiledigini, dagitim adaletinin hem duygusal hem de devam bagliligini etkiledigini, islem adaletinin de sadece normatif bagliligi etkiledigi ortaya konulmustur.JEL kodlari: M19

ÇAĞRI MERKEZLERİNDE İŞ YÜKÜNÜN İŞTE TÜKENMİŞLİK DUYGUSU ÜZERİNDEKİ ETKİSİ

Cagri Merkezleri, 2000'li yillar itibariyle ivmelenen gelisim surecinde ozellikle teknolojik gelismeler ile hem ulusal hem de kuresel duzeyde ciddi bir hacim kazanmistir. Bu gelisim, is gucu anlaminda artislara yol acmis yani sira cagri merkezlerinin uretim ve verimlilik ile kar elde etme gereklilikleri kaynakli is yapmalari dogal bir is yukunu beraberinde getirmistir. Rekabetin artmasi, maliyetleri dusurme zorunlulugunu beraberinde getirmis, bu da cagri merkezleri icin calisma saatlerinin ve is yukunun artmasina sebep olarak kârliligin belli seviyelerde korunmasi zorunlulugunu olusturmustur. Is yuku hem isveren hem de isgoren acisindan performans ciktilarini etkileyen belirleyici bir unsurdur. Calisanlar cogunlukla is yuklerinden sikayet etmekte, motivasyon ve performanslari dusmekte, sonucunda orta ve uzun vade de tukenmislik gibi olumsuz tepkiler soz konusu olmaktadir. Is yukunun temel etkileri stres ve tukenmislik duygularidir.Arastirmada Turkiye'de faaliyet gosteren cagri merkezi calisanlarinin is yuklerinin, iste tukenmislik duygusu uzerindeki etkisinin arastirilmasi amaclanmistir. Arastirmada olusturulan model temelinde kullanilan olceklere dair anket Istanbul ili ve Anadolu illerindeki cagri merkezi sektorunde calismakta olan 850 kisiye uygulanmistir. Yapilan analizlerle is yuku ve iste tukenmislik arasindaki iliskinin etkisine bakilmistir. Arastirma bulgularina gore, is yukunun iste tukenmislik duygusu uzerindeki etkisi oldukca belirgindir. Is yukunun artis gosterdiginde isgorenlerin isteki tukenmislik egilimlerinin de artis gosterdigi gorulmektedir. Bu sonuca gore cagri merkezi yoneticilerinin is yuku dengelerini dogru degerlendirmeleri kurumun ileriye donuk is sonuclari acisindan onem teskil etmektedir.JEL kodlari: I19, J24, L89, M1

AN EMPIRICAL RESEARCH ON STRATEGIC MANAGEMENT: A RESEARCH ON SME MANAGERS 战略管理的实证研究:对中小企业管理者的研究

SMEs are the main economic actors in terms of the healthy development of the countries’ economies and the increase of social welfare level. The continuity and success of these enterprises also have some social effects. Socially, effective use of capital, employment creation potential, support for development and effective meeting of customer demands are among its most important and strategic features. The aim of this study is to determine the level of knowledge of SME managers in Karaman province about strategic management discipline tools and to reveal their views on strategic management. Within the scope of the research, SMEs in the Karaman Organized Industrial Zone were determined according to the complete count method and a questionnaire study was applied. The differences in opinion and knowledge level according to the demographic variables of the participants were analyzed. According to the results of the research, there is a significant positive relationship between education level and strategic management awareness.
中小企业是国家经济健康发展和社会福利水平提高的主要经济主体。这些企业的延续和成功也产生了一定的社会效应。在社会方面,有效利用资本、创造就业潜力、支持发展和有效满足顾客需求是其最重要和最具战略意义的特点。本研究的目的是确定卡拉曼省中小企业管理者对战略管理学科工具的知识水平,并揭示他们对战略管理的看法。在研究范围内,采用完全计数法对卡拉曼有组织工业区中小企业进行确定,并采用问卷调查法进行研究。根据人口学变量,分析了被调查者的意见差异和知识水平差异。根据研究结果,教育程度与战略管理意识之间存在显著的正相关关系。

The aim of this study is to determine the level of knowledge of SME managers in Karaman province about strategic management discipline tools and to reveal their views on strategic management. Within the scope of the research, SMEs in the Karaman Organized Industrial Zone were determined according to the complete count method and a questionnaire study was applied. The differences in opinion and knowledge level according to the demographic variables of the participants were analyzed. Son yillarda hizmet ihracatinda artis yasanan hizmet sektorlerinden birisi de saglik turizmi olmustur. Saglik turisti sayisi  ve turizm geliri artisinda kuskusuz kuresellesmenin, iletisim teknolojilerinin ve ulasim imkanlarinin gelismesi, gelismis ulkelerde bekleme surelerinin uzamasi ve  saglik hizmetinde artan maliyet baskilari en onemli etken olmustur. Ulkemizde turizm politikalarinin onemli konularindan birisi haline gelen saglik turizmi, ekonomik anlamda ulke gelirine arti deger katmakta ve var olan mevcut imkanlarin da kullanimina sebep olarak sadece “saglik” olarak degil diger turizm aktivitelerini de icinde barindiran firsatlar sunmaktadir. Katma degeri oldukca yuksek olan bu sektorun gelisiminde son yillarda izlenen olumlu ulusal politikalar, verilen devlet destekleri ve tesvikler onemli rol oynamistir. Nitekim 2003 yilinda saglik turizmi amaciyla ulkemizi ziyaret eden kisi sayisi 139.971 kisiden 2019 yilinda 662.087'e, gelir ise 203 milyon dolardan bir milyar dolarin uzerine cikmistir. Hukumet tarafindan verilen tesvik turlerinde ve tesvik oranlarinda onemli artislar gorulmustur. Bu calismada  saglik turizmi ve gelisimi, saglik turizminde devlet destegi ve tesvikler konulari kavramsal olarak ele alinmistir.JEL Kodlari: H51, Z30, I1

THE IMPACT OF ECONOMIC EXPECTATION, SOCIAL CAPITAL AND HOPE ON MIGRATION REQUEST AND ACTION 经济预期、社会资本和希望对移民请求和行动的影响

In this study, the factors affecting the request and action of migration are examined with empirical method within the scope of neoclassical economic theories and behavioral economic thought. A survey of a selected sample was analyzed with structural equation modeling. There was a linear relationship between migration and economic expectation, social capital and hope. It was found that the Economic Expectation Variable had a very strong negative effect on individuals’ decision to immigrate and desire to migrate (γ = -0.99; t = -17.87). Hope variable has a very strong negative effect on individuals’ migration decision and desire to migrate (γ = -0.96; t = -13.66). The Social Capital Secret Variable has a negatively moderate effect on individuals’ decision to immigrate and desire to migrate (γ = -0.48; t = -8.19). It was seen that economic and political conjuncture was effective in the decision of migration of individuals.

FROM FARM TO FORK: HUMAN HEALTH AND WELL-BEING THROUGH SUSTAINABLE AGRI-FOOD SYSTEMS 从农场到餐桌:通过可持续农业粮食系统实现人类健康和福祉

From Farm to Fork Strategy is at the heart of the European Green Deal – the new growth strategy of the EU and a key to the implementation of Sustainable Development Goals (SDGs). From Farm to Fork Strategy is designed for building a fair, healthy and environmentally-friendly food system with an integrated food safety policy in the Union. Current paper presents some of the strategic accents of the main European documents and initiatives concerning future sustainable agri-food systems in the context of human health and well-being through the ecological, economic and social aspects of sustainability. Special attention is also paid to how the future Common Agricultural Policy (CAP) will contribute to the EU Green Deal, food quality and safety, and sustainable development as a whole. Particular examples are presented showing the support to the agriculture and food sectors amid Coronavirus and rural responses to the COVID-19 crisis as collected by the European Network for Rural Development (ENRD). Good practices from Bulgaria are also analyzed regarding the initiatives of promoting local food through farmers’ markets and online platforms and new challenges and best solutions. Conclusions focus on the general measures and actions for the effective transition to a fair, healthy and environmentally-friendly agri-food system.

THE ROLE OF ETHICAL LEADERSHIP IN INCREASING EMPLOYEES' ORGANIZATIONAL COMMITMENT AND PERFORMANCE: THE CASE OF HEALTHCARE PROFESSIONALS 道德领导在提高员工的组织承诺和绩效中的作用:以医疗保健专业人员为例

Today's organizations are looking for ways to improve the organizational commitment and performance of employees in order to have a qualified workforce and maintain sustainability. Organizational leaders' approach to increasing employee motivation positively affects their organizational commitment and job performance. This research, basically focusing on the health sector, tried to specify the effect of the managers’ ethical approach on employees’ organizational commitments, performances, and the role of organizational commitments in this effect. The sampling was composed of 362 healthcare professionals. In this cross-sectional field study, an independent variable model for the ethical leadership approaches and a dependent variable model for the employees’ performance and commitment to their organizations were practiced. Data was collected through Ethical leadership, Organizational Commitment, and Individual Performance Scales. The data collected were analyzed through SPSS and AMOS package programs. A correlation analysis to specify the relationships between the variables and a regression analysis was done to specify the interaction. In specifying the intermediary role of organizational commitment, Structural Equation Model (SEM) was used. The results of the analyses showed positive significant relationships between ethical leadership approaches and organizational commitment and employees’ performance. It was also observed that ethical leadership approaches had a positive and meaningful effect on affective, continuous and normative commitment, the sub-dimensions of organizational commitment, as well as the employees’ performance. On other important finding is employees’ attendance and normative commitment are highly affected by ethical leadership approaches. As a result, it was specified that ethical leadership approaches by the managers are highly effective on employees’ performance and their commitment. It was also noted that organizational commitment played a mediator role on ethical leadership approaches. These findings were seen to be amicable with findings in previous studies. It is expected that this research will contribute to the literature because it is a holistic model including the relationships between variables.
