In this paper we present a novel approach to detecting scene text based on the edge and color features. Firstly, because the character edge feature is not sensitive to the luminance changes, we extract the edge features to locate the candidate text region coarsely. Secondly, according to the text row character will keep similar color, we use the K-means clustering to extract color feature and locate the candidate text regions accurately. Finally, we use a trained SVM classifier to distinguish the text region from non-text region in these candidate regions. Experimental results show that our algorithm performs well for detecting scene text with various color, font-size and text alignment.

This paper presents a method of high-precision digital cymometer based on DSP. In the method, high-performance TMS320VC5402 DSP chip is used as the processing core, and the frequency of signals are calculated and corrected by an all phase FFT algorithm. At last, the frequency of the measured signal is displayed by the LED to real time. Experimental results show that the most relative errors of measurement are less than 0.5%, and the precision is high to meet the measurement needs.

This paper concentrates on the problem of minimizing network coding resources with end-to-end delay and delay variation constraints in multimedia network. Network coding resources optimization problem has proved to be NP-hard, and the introduction of delay constraints makes it more complicated to be solved, since essentially the single problem of constructing such delay constrained tree without combining coding resources optimization, is NP-complete. In the process of tackling this problem, the basic model of the multiple-choice knapsack problem (MCKP) is used as an optimized entity for the proposed genetic algorithm (GA) called routing-based encoding GA (REGA). Then numeric results over three network scenarios demonstrate the effectiveness of the presented algorithm, which shows some potential and helpful capacity on topology designing with higher QoS level in practical multimedia network.

How to simplify and rebuild a large scale tetrahedral dataset in order to use in the real time rendering is of more importance. This paper introduces an novel approach using face collapse for rapid progressive simplification and reconstruction of tetrahedral mesh. We use the Maximum Triangular Area Stretch Ratio as the mainly criterion to decide whether the face can be collapsed. In our method, it will delete eleven tetrahedral mesh in every step on average, and the efficiency of simplification and reconstruction is very high in our experiments. Our method also can do well in preservation of the boundary of the tetrahedral mesh.

To prevent management risk of the medical insurance fund and to increase the service level, this paper presents an fundamental data audit approach for medical insurance fund management information system (MIFMIS). It combines manual audit with computer audit. The audit task is accomplished by using internal control audit, application program audit and data file audit. It was used in a practical MIFMIS audit case. And some serious irregularities were uncovered, such as absence of strict execution of internal control system, unsound control measures of application programs in the links of input and processing, and repeated insurance in different systems. The audit conclusions and suggestions have been accepted and rectification measures have been carried out, thus promoting the improvement and perfection of MIFMIS.

With the development of display hardware, computing power, transmission and rendering algorithm, 3DTV is becoming the most promising technology that provides the users a more natural viewing experience than 2D displays. But most 3D movies need to wear 3D glasses to watch. Naked eye 3D is the ultimate goal of the development of 3D technology. Multi-view rendering by depth image based rendering (DIBR) is one of the key and difficult technologies in the naked eye 3DTV system. In this paper, a multi-view rendering hardware architecture based on FPGA consisting of hybrid parallel DBIR and pipeline interlacing are proposed to improve the performance. The results show that our algorithm has comparable efficiency, and hence it is promising for practical application.

This paper presents a new deployment formulation in order to improve coverage in Sensor Networks. Sensor deployment is an important issue in designing sensor networks. This paper studies the geometric properties of voronoi diagram, addressing a divide-and-conquers deployment protocol in an area of interest. This novel methodology can deploy homogeneous sensor while heterogeneous sensor in whole area. By this methodology the solution of the deployment of each voronoi polygon can be formulated as nonlinear function. Simulation results show that this method can improve coverage within a short deploying time.

The ultimate boundedness is one of foundational concepts, which plays an important role in investigating the global asymptotic stability, its control and synchronization for dynamical systems. The ultimate boundedness of stochastic Cohen-Grossberg neural networks with time-varying delays is investigated. By employing Lyapunov method and matrix technique, some novel results and criteria on stochastic ultimate boundedness are derived. Finally, a numerical example is given to illustrate the correctness and effectiveness of our theoretical results.

To better adapt to defect detection requirements of the industrial printed matter on the assembly line, this paper proposed a rapid defect detection algorithm. First we improved the Surf algorithm and made better the detection of the feature point performance and speed effectively; Second, a new FIFO feature point matching algorithm was introduced that could save feature matching time about 50%; Finally we introduced a two-way image difference algorithm to avoid error detecting for contour artifact. Experimental results showed that the proposed algorithm could meet real-time requirements on assembly line.
