The article considers various aspects of the application of smart technologies and smart education (smart learning) in the modern educational space. The authors emphasize that smart education is a reflection of a new type of education system aimed at the process of acquiring skills and competencies for flexible and adapted interaction of pupils and student youth with the social, economic and technological environment. The idea of smart education is based on the provision of various educational services, the creation of individual educational trajectories, the use of global open educational resources and creates real opportunities to use the advantages of the global information society to ensure educational needs and interests.The basic principles of smart education and the role of modern smart technologies in the domestic educational space are defined, their innovative and creative character is emphasized.The article points out the importance and necessity of taking into account three important elements of smart education in education, which determine the disclosure of its potential - innovation, flexibility and creativity.

REGULATORY AND LEGAL PROVISION OF SOCIAL REHABILITATION OF PERSONS WITH DISABILITIES 残疾人社会康复的监管和法律规定

The creation of an accessible society in which all members have equal rights and opportunities requires the organization of appropriate measures from the state. First of all, it concerns the formation of the appropriate policy and the implementation and implementation of all the tasks at all levels of the state. The existence of laws, acts, decrees, strategies will outline the direction of the state and determine its priorities.The article deals with regulatory and legal support for social rehabilitation of persons with disabilities. The author analysed the international legislation, which declares the basic rights and guarantees of a person, including people with disabilities. The regulatory and legal framework of Ukraine, which guarantees the right of persons with disabilities to a full life, is highlighted.The article also defines the main concepts of «person with disabilities», «child with disabilities», «social services», «social rehabilitation», «rehabilitation of persons with disabilities», «inclusive resource centre», etc.An analysis of individual articles of the legislation, which, in the opinion of the author, require special attention was carried out. These articles are of key importance in building an inclusive society and realizing the rights of persons with disabilities. The key goals and objectives of the legislative framework for the creation of a barrier-free society have been determined. The author also states that interdisciplinary nature is reflected in legislation, which in turn contributes to a comprehensive solution to the problem.The importance and necessity of social rehabilitation of persons with disabilities is defined. After all, this will determine their integration and adaptation in society.

RAPE AS A WEAPON OF WAR 强奸作为一种战争武器

War is an extraordinary, shameful and bloody phenomenon. During the wars that were fought in different countries of the world, people faced sexual violence from their enemy. Unfortunately, this situation currently exists in Ukraine. During the war launched by Russia on February 24, 2022, civilians are killed by firearms, and thousands of public infrastructure facilities (schools, hospitals, kindergartens, social security services, shopping centers, churches, etc.), high-rise and private buildings are destroyed.In addition to firearms, Russian troops-aggressor also use rape as weapon. There are several explanations why sexual violence is a weapon, and they are presented in this article. Rape and violence perpetrated by aggressors during war are often aimed at terrorizing the population, destroying families, humiliating soldiers whose women and children are left behind, and, as the war in Ukraine has shown, abuse and humiliate even elderly men and women, destroy families and communities. In some countries, there were even ideas that rape will change the ethnic composition of the next generation. Crimes related to rape and other types of sexual violence are usually latent. Victims do not want to talk about it, do not want to testify for many reasons: re-traumatization, stigmatization, and publicity. But evidence of Russian war crimes in Ukraine is collected by the International Criminal Court in The Hague, so such crimes must be registered. Victims must have a very strong motivation to testify. In some countries, it is already possible to receive compensation for causing damage. This is a tool that, on the one hand, can stimulate testimony, registration of a sexual crime, and on the other hand, to receive material compensation that will improve the standard of living. Social workers, together with other specialists, must advocate for the possibility of receiving reparations for victims in Ukraine.The article contains an answer to why it is important to document the facts of violence and rape, and which mechanisms of assistance exist in the world for victims. The article highlights importance of the work of specialists, namely social workers, psychologists and lawyers, in providing assistance to victims.This article focuses on the work of social workers in the situation of sexual violence during the war, and points out that, in addition to working on improving the provision of assistance to victims, social workers should learn the experience gained in the war situation in Ukraine and the experience of other countries.

THE RETRO EXPERIENCE IN MANAGING THE FINANCIAL ACTIVITIES OF INSTITUTIONS OF HIGHER EDUCATION IN UKRAINE AND THE STUDENT SOCIAL SUPPORT 在管理乌克兰高等教育机构的财务活动和学生社会支持的复古经验

The relevance of the study is determined by the need for a historical and pedagogical analysis of the financial activity of higher education institutions of Ukraine and social support of students.The purpose of the article is to characterize the features of financial management of higher education institutions of Ukraine in the 19th and early 20th centuries and the social support of students.Achieving the goal of the article made it possible to use general scientific methods: analysis, synthesis, specification and generalization for analytical processing of sources and characteristics of financial support of higher education institutions; the method of historical actualization of the problem - to focus attention on those phenomena of the past that have scientific and practical value for the present.The content of normative documents on the organization of management of financial activities and social support of students in domestic universities of the 19th and early 20th centuries was analyzed. The sources and procedures for financial support for the activities of universities, lyceums, and higher women's courses are indicated. Based on the analysis of archival sources, it was established that patronage support for the activities of higher education institutions during the researched period was significant. The peculiarities of paying for education by students, providing them with benefits for paying for education and financial assistance, conditions for exemption from paying for education in the studied period are outlined. Possibilities of using the constructive experience of the past for social support of higher education seekers in modern institutions of higher education are outlined.A conclusion was made about the perspective of the study of the problem of social support of students of higher education institutions in the 20-30s of the 20th century

USE OF ART TECHNIQUES TO PREVENT TEENAGER AGGRESSION IN MODERN CONDITIONS 在现代条件下使用艺术技巧来防止青少年的攻击性

The article discloses the problem of younger teenagers’ aggressiveness prevention in current challengeable times. The purpose of the article is to determine the benefits of using art therapy during a crisis period, as well as highlight using art techniques in the prevention of aggressiveness among younger teenagers in general secondary education institutions. Theoretical (analysis, synthesis, systematization, generalization) and empirical (survey of children aged 11-12) methods were used to prepare the article.The prevention of aggressiveness among younger teenagers is defined as a direction of socio-pedagogical activity, which involves a set of measures aimed at preventing, limiting, and localizing the phenomenon of aggressiveness among younger teenage children in the social environment. According to the results of the survey, the causes of aggressive behavior of teenagers were revealed (injustice; unpleasant situations and circumstances that provoke them; bullying, insults from classmates; comments from elders, teachers, parents, etc.). Methods of teenagers self-control in cases of strong angry emotions (such as conflict avoidance, communication with friends who keep spirits up, wishful thinking, relaxation, breathing techniques, constructive expression of resentment, etc.) are summarized.It is substantiated that art techniques is an effective method of preventing rising aggression in younger teenagers. It is noted that art therapy is a multifaceted technological tool that is attractive to children and easy to use. The key advantages of using art therapy during and after armed conflicts are highlighted. It was determined that such types of art therapy as video therapy, music therapy, photo therapy, etc., have particular importance now. The specified types are characterized, the advantages of their use in war conditions are outlined. Key considerations of art therapy application in institutions of general secondary education are disclosed.

AGE CHARACTERISTICS OF SOCIAL ADAPTATION OF PEOPLE WITH VISUAL IMPAIRMENTS 视障人士社会适应的年龄特征

The article reveals the main features of adaptation of visually impaired people in the social environment. Special attention is paid to the differences in the forms of social adaptation in different age phases of life depending on the degree of visual impairment and the time of acquisition of these defects. The article singles out two types of disabled people with visual impairments: those born blind and those who are blind, who have peculiarities of adaptation in the surrounding space. It is indicated that there are six age-related phases of adaptation of visually impaired people. In particular, the first phase associated with early age is characterized by the desire to learn to walk, to master the immediate material world, and to establish communicative ties with relatives. The second phase – preschool childhood is associated with the establishment of initial social ties outside of family relationships, in groups of preschoolers, mastering the game. The third phase, which correlates with the school years, is characterized by a desire to acquire knowledge and social experience on a par with sighted children or vice versa, a decrease in activity, withdrawal from the family. The fourth phase (post-school age) is associated with the desire to be self-sufficient and independent in all spheres of life. The fifth is characterized by the desire to create normal conditions for life on the basis of acquired achievements. And finally, the sixth (retirement age) is determined by the desire to preserve the acquired social and material status, communicative ties. Each of these phases is also characterized by the dominant social environment in which disabled people with visual impairments adapt: the first is the family, the second is the family and preschool institution, the third is the family and school, the fourth is the work or educational team, the fourth is the labor team and one's own family, the sixth is the family and public associations. It is noted that the adaptation of a person with visual impairments can be considered as a peculiar process that requires the use of special social and psychological means of overcoming obstacles in social adaptation. The role of psychological-pedagogical and social services in this process is indicated, which should take into account the age phases of the visually impaired and the time of their acquisition of these disorders.

The article describes the practical experience of the Kyiv City Center for Social, Vocational and Labour Rehabilitation of the Disabled in implementing the activities of inclusive tourism as an effective means of comprehensive rehabilitation of disabled persons and an effective tool for integration into society. The program is based on the following algorithm: diagnostics (vocational, social, psychological); classroom sessions based on complexity levels (initial, intermediate, sufficient); checking the retention of classroom material; routing. Personal participation in the excursions; outcomes, results, emotional effect monitoring.Following implementation of the study, a combined positive effect has been experimentally proved and the following rehabilitation effects have been recorded:− social effect – new social contacts, forming social roles, integration into society, forming confident and effective attitudes, developing communication skills and raising self-esteem;− psychological effect – reduced anxiety, improved psychological well-being, developing, forming, adjusting moral personal qualities; overcoming stressful situations, developing a pro-active attitude;− occupational effect – preparing for professional activity, self-fulfilment, adaptation, readaptation, restoring or acquiring occupational capacity, training, retraining, identifying the need for retraining, taking into account personal proclivities and preferences;− educational effect – understanding the outside world; meeting new people; broadened outlook; developing observation skills, transforming view of the world, acquiring new knowledge, skills and abilities, increased creativity, increased interest in learning and obtaining new knowledge, developing responsibility;− labour effect – preparation for labour activity, development and possibility to use own potential in the labour market, self-fulfilment, restoring or acquiring working capacity, developing teamwork skills;− physical health – physical activity, therapy and prevention of psychosomatic diseases through organizing physical activity, reduced anxiety, strengthened nervous system and increased immunity, improved general well-being.

This article is about the problems that can lead to a significant increase in antisocial behavior of Ukrainian youth. In particular, the prevention of its development and the prevention of its emergence. This article will focus on rethinking the role of antisocial behavior of youth in society.This article aims to analyze and characterize the problems, features, and trends of the study of antisocial behavior in youth, as well as to specify the search for a systematic approach to develop effective ways to improve the quality of preventative measures and social educational services.The goal of the system is to provide preventive measures for the development of antisocial behavior in youth and to solve the life problems of individuals and social groups. Also to create appropriate conditions under which these groups will be able to independently solve their problems, restore lost skills and functions, and overcome or minimize them.The focus is on developing a strategy for preventing antisocial behavior in the youth of Ukraine, the USA, and the rest of Europe to meet the informational needs of youth in Ukrainian society.It was determined that the prevention of antisocial behavior consists of the systematic supply of counseling services, which are carried out during the period of adaptation of the individual to the new conditions of the social environment.The perspective issue is the study of the development process of youth's antisocial behavior during the conditions of war on the territory of Ukraine. It presupposes the process of rethinking and finding the essential characteristics of the process of youth socialization, which requires a high level of social responsibility and national consciousness from each person.

The article considers the essence and tasks of the examination of the quality of social work as an analytical study and evaluation by specialists of social aspects of programs, projects, problems or situations, forecasting the consequences of their implementation, changes in the situation, as well as the development of recommendations to prevent or overcome their negative impact; approaches (assessment of the situation and analysis of the activities of organizations, services, institutions that carry out this activity) and stages (identification of the circle of experts, identification of the problem, drawing up an action plan and establishing the regulations for the examination, development of criteria for expert assessment, determination of forms and methods of expressing results) are highlighted examination) its implementation, the expediency of using a wide range of interrelated methods of quality assessment (accounting of service recipient complaints, questionnaire survey of service recipient satisfaction, results of external control and audits, etc.), focus on quantitative and qualitative indicators of the effectiveness of social work, taking into account institutional (organization of work and working conditions, legal procedures) and personal (employees, their motivation, qualifications) influencing factors on productivity, orientation towards standardization of social work.Three main indicators of the quality of social work are summarized: economy as the optimal use of resources for a specific task or service, productivity as the proportionality of the use of resources and the achievement of results, efficiency as an indicator of the level of achievement of the expected result (results) at an adequate cost and in the planned time.The need for high competence of the expert, mastery of professional evaluation methods, ability to analyze and formulate scientifically based and practically oriented expert conclusions is emphasized.

The article analyzes the psychological-pedagogical problem of forming a valuable attitude to nature and its individual objects in children, which is relevant to the national education system. The theoretical foundations and conceptual provisions for solving this problem in the 20th and at the beginning of the 21st centuries are revealed. The issue of the creative implementation of Vasyl Sukhomlynskyi's pedagogical heritage in relation to solving this important problem has been updated.The understanding of the specified problem in modern pedagogical science and practice in the context of reforming the national education system and implementing the Concept of the New Ukrainian School is characterized.Four psychological levels of children's knowledge of the environment and the formation of appropriate value attitudes towards it in the creative educational environment of a modern educational institution are defined and substantiated (awareness of the environment or its individual objects based on sensory perception of the realities of reality; awareness of one's place and role in the environment as a single integral socio-natural system; formation of concern for the state of the environment; awareness of the direct influence of the environment as a whole or the state of individual natural objects on the formation of a child as a personality)/ The stages of forming a child's subjective attitude towards nature or its individual objects as a value category are characterized, such as the accumulation of elementary knowledge and experience of interaction with the surrounding world or its individual objects; determination of the totality and content of own needs, their hierarchy in the mind of the child; determining the nature or individual objects (sets of objects) or phenomena of the natural (socio-natural) environment, which, according to the child's belief, can satisfy his needs; the child's awareness of objective connections between objects of nature and their own needs; analysis of the effectiveness of the results of one's own behavior or activity in the environment to satisfy one's own needs.
