This study aims to explain factors that have influenced the e-government service quality in Kuwait during the Coronavirus Disease 2019 (COVID-19) pandemic. Data is collected data from 392 users of the e-government services in Kuwait. The analysis has revealed that having a functional e-government portal allows citizens to complete their transactions and depend heavily on using the e-government services. Moreover, trust, ease of use, and citizen's support were also significant in terms of affecting service quality. The findings also show reliability of content and appearance of information as significant factors. COVID-19 had moderating influence on the relationship between reliability, trust, and citizens' support with e-government service quality. These results imply that citizens care about the functionality of the e-government portal and that it allows them to conduct all the transactions and processes that they need. These findings are useful for government officials to understand the most important elements for e-government service quality and thus design services.

Recent advancements in Artificial Intelligence (AI), is expected to have a major impact on the ways governments provide services to the population. The major objective of this paper is to identify success factors for AI adoption in public sector organizations and understand the interrelationships among them. Eleven factors were identified from the literature and were modeled using ISM method. The results show that “Top Management Support” and “Supportive Regulatory Environment” as most important drivers enabling AI adoption in e-government. Further, the variable “Training & Skill Development” is found to be a critical link in developing “AI driven Services Ecosystem” leading to business process transformation in e-government. The findings of this study are expected to provide an insight to further improve and promote adoption of AI based solution in facilitating e-government. The results of the study are among the first academic attempt to shed light on the key role of enablers supporting AI adoption in an emerging economy.

This study seeks to test and examine the relationships and impacts of e-government development and e-participation on the financial disclosure of public sector accounts in the context of small island countries. To study the relationships and impacts, the authors drew on (1) e-government development index and (2) e-participation index as measures of e-government development and e-participation. They developed a public accounts internet financial disclosure index (PAIFDI) to measure the online financial disclosure of public sector accounts. A total of 30 small island countries were selected for this study. Data were generated from the 2018 United Nations e-government survey and through assessment of the national websites of 30 small island developing countries. The findings from this study also showed that e-government development has a positive and statistically significant impact on PAIFDI, at a 5% level of significance, holding all other variables constant.

In the last few decades, technological advancements in the power sector have accelerated the evolution of the smart grid to make the grid more efficient, reliable, and secure. Being a consumer-centric technology, a lack of knowledge and awareness in consumers may lead to consumer opposition, which could imperil the grid modification process. This research aims to identify and prioritize the factors that can be considered barriers to technology acceptance for smart grid development in India. This study follows an integrated approach of literature review, AHP, and FERA. In the present work, 17 barriers have been identified and ranked on the basis of the social, technical, and economic paradigm. This study finds the impact of government policies and stakeholders' involvement in consumers' acceptance of smart grid technology and its importance towards improving the quality of life of Indians. The government should play as the main proponent. The present work will contribute to developing and upgrading the basic framework for the smart grid in a developing country like India.

The purpose of the paper is to systematically review the literature of enablers and challenges for implementation and adoption e-health service. The review aims to identify the most critical success factors and barriers related with the development and growth of the e-health services under different circumstances. A total 68 relevant publications related to enablers and challenges of e-health services were selected from a total 694 research papers. These publications were thoroughly reviewed to find out the critical factors influencing the e-health services. The findings indicate that there are five broad factors viz. technological, environmental, organizational, social and economical along with four major stakeholders’ viz. citizens, patients, caregivers and service providers which influence the e-health services. These factors act as enablers as well as challenges for proper implementation and adoption of e-health services in different situations. On the basis of the findings of the review, a conceptual diamond model of e-health services adoption has been proposed.

The study examines some of the facilitators of governmental employees’ creativity by developing and testing a model linking perceived high-involvement human resource practices (HIHRPs) to an employee’s creativity (EC), via the mediating mechanism of an employee’s felt trust (FT). Online questionnaires were used to collect data from 241 staff members at a main governmental university in Jordan. Structural-equation modeling (SEM) via AMOS and the PROCESS macro in SPSS were used for data analysis. The study found: 1-HIHRPs as a bundle had a positive significant influence on EC, however, as discrete practices, only empowerment and competence development had significant relations with EC. 2-HIHRPs (as a bundle and as discrete practices) had positive significant influences on FT. 3-FT was positively and significantly related to EC. 4-FT mediated the relations between HIHRPs (as a bundle and as discrete practices) and EC.

This study examines the usage of eTax systems using the unified theory of acceptance and use of technology (UTAUT) as a theoretical base. A quantitative methodology using partial least squares-structural equation modelling (PLS-SEM) was used to test the study model against data collected from 209 taxpayers who completed the research questionnaire. The outcomes of this study manifest necessary theoretical extension of the UTAUT model and practical contributions during the pandemic of COVID-19. The findings of this study reveal that the behavioral intention to use eTax systems is highly influenced by performance expectancy, effort expectancy, social influence, social isolation, and anxiety about technology. Similarly, the behavioral intention of eTax systems and anxiety of COVID-19 infection demonstrate a substantial association with the actual usage of eTax systems. Interestingly, the study's findings also show that the anxiety of COVID-19 infection moderates the association bounded by usage intention and actual use of eTax systems.

A typology of user was explored as to behaviour and perception of e-Government through a telephone survey involving 405 Internet users between 60 and 79 years of age. Ten different groups were identified by means of dimensionality reduction techniques followed by a cluster analysis. The main conclusion is that there is no consistent pattern, although among the groups which do use e-Government, they have less concerns than the rest and see less need for modifications to be applied to adapt the websites to the needs of seniors. Within this older age group, two types are clearly identified. Those who feel uncomfortable, which explains their avoidance of e-Government, and to a lesser degree, those whose lack of contact with public administration may be due to a lack of interest for such services. It appears that a senior-friendly offering together with learning opportunities would increase interest for this channel.
