INTERPRETATION, ITS ORIGINS AND THE IMPORTANCE OF THEIR PRESENCE FOR THE ADVANCEMENT OF NATIONS AND PEOPLES 解释,它的起源和他们的存在对国家和人民的进步的重要性

Praise be to God, lord of the worlds, and prayers and peace be upon the most honorable of the prophets and messenger, our Master Muhammad and upon all his family and companions and yet: The Holy Quran is the miraculous and immortal book of God, as it is unique in its style – The eloquent Arabs did not realize everything that was in it while they were at the top of eloquence and statement. Likewise, the Quran has many style and miracles through its interest in important issues that open the doors of knowledge to people that no one else opened before, A person may reach the interpretation of any of the verses of the Quran through the advanced and modern means that we live in in our current era. These verses contain cosmic signals that were not known at the time of the revelation, which gives an indication that the Holy Quran is an industry of civilization and the renewed mind of the nation. This paper is considered an inductive research study entitled (Interpretation, its origins and the importance of their presence for the advancement of nations and peoples). To show the extent of the ability To keep pace with the interpretation and its origins of the issues of the times and to achieve the goal of advancing nations and peoples. This research came with an introduction, two chapters, a conclusion and indexes as follows: The introduction includes: The importance of research, research objectives, research methodology, research problem, and research plan. The first topic includes the definition of interpretation and its principles. This topic deals with the definition of interpretation in language and terminology ,the definition of principles in language, the definition of the principles of interpretation in terminology in its compound sense, the status of interpretation and the care for it, as well as the origin and development of interpretation. The second topic came under the title of the impact of interpretation on the progress of nations and peoples. This topic deals with : the interpretation gives new horizons for understanding the revelation as well as the interpretation of the industry of civilization and the renewed mind of the nation. Then the conclusion; it deals with the most important results, which are;- 1-The interpretation and its principles give: the appropriate solutions for every issue and event in every time and place. 2-If the entire Holy Quran were apparent, then the scholar and the ignorant would be equal in its interpretation, but its miracles prompted scholars and commentators to work on looking for knowledge of its mysteries and searching for its subtleties. 3-Researching the interpretation and its origins and exerting efforts by employing modern means increase the quantity and quality of persuasion among many of the recipients and targets of the Islamic call.

THE EFFECTIVENESS OF FISCAL POLICY IN ATTRACTING FOREIGN DIRECT INVESTMENT(LIBYA CASE STUDY) 财政政策在吸引外国直接投资方面的有效性(利比亚案例研究)

The primary goal of this study was to examine the role of fiscal policy in stimulating and attracting foreign investment to Libya from 1990 to 2020, specifically through its components of investment spending policy, tax policy, and general budget balance.The role of tax policy through the stimulus provided to investors to invest their capital, and the analytical, descriptive, and standard approach have been relied upon as they are the appropriate approaches for the nature and requirements of the study, Through analyzing the financial policy tools affecting the attraction of foreign direct investment and a standard analysis, building a model that is compatible with the variables of the study The results of the descriptive analysis showed that the investment spending policy is an expansionary policy in cases of high oil revenues, and a contractionary policy when oil revenues decline. Because of the strength of fiscal policy tools (investment spending and the general budget balance) to attract scarce foreign direct investment due to their significant impact, and the weakness of tax policy due to its insignificant impact on foreign direct investment, it is clear that the tax policy must be activated. By creating a tax system that helps attract foreign direct investment, rationalizing investment spending to create a suitable climate for attracting investment, working on political and economic stability, and activating laws that help attract foreign direct investment.

This study aimed to determine the degree of compatibility between the standards of (NCTM, 2000) and the formula of concepts mentioned in the kindergarten curriculum in Palestine, and the standards received from the National Council of Mathematics Teachers in the United States of America (NCTM, 2000) for the kindergarten stage, and then define the concepts Related to mathematics and included in the curriculum related to kindergarten in Palestine, after which the degree of compatibility between standards and concepts was determined, and the extent to which the curriculum achieved standards in its cognitive structure was determined. Descriptive and analytical approach was used on the kindergarten curriculum. The results of the study showed the extent of compatibility between content and standards as follows: Concerning the field of numbers and basic operations, the agreement rate was 86%, and the amount of agreement in the formulation of concepts is very high, and with regard to the field of engineering and measurement, the compatibility rate was 71%, and the amount of agreement in the formulation of concepts is high. As for the field of data analysis and statistics, as well as patterns and relationships, the percentage of consensus was 75%, and agreement in conceptual formulas was high. The researcher recommended the necessity of full compatibility between the concepts contained in the curriculum and the standards related to the NCTM document, that the conceptual formulas be similar, and work to introduce technology into the educational learning process and link it to NCTM standards

Since the financial crisis of 2009, debates are still open on the flaws of the conventional financial system as it is developed and applied internationally. Indeed, several works have revealed the importance of developing a so-called "ethical" finance such as Islamic finance in view of its supposedly "positive" impacts on the socio-economic development of countries. It is in this context that the present work examines the causality between Islamic finance, economic growth and institutional quality in a sample of MENA countries over a time series from 2000 to 2014. It finds that even after controlling for the effects of the determinants of economic growth and mainly those of institutional quality, Islamic financial development is found to be negatively correlated with economic growth.

THE BINDING THEORY IN THE LINGUISTIC STUDY AMONG ARABS AND IN THE WEST 阿拉伯与西方语言学研究中的约束理论

Binding has acquired an important place in both the old and modern language studies. Therefore, the present research is directed towards this aspect to tackle binding in the Arabic perception in light of Chomsky’s binding theory. Binding found much concern in in the transformational generative theory, especially in the fourth phase, which is the “government and binding theory”. It considered it as one of the general principals presented by universal grammar, which aims to specify the common characteristics and features of all the human languages rules. The research marked as “the binding theory in the linguistic study among Arabs and in the wester” aims at comparing between binding among Arabs and in the west. The re ason for this is attempting to understand the construction of the Arabic sentence within the frame of binding and its mechanisms in order to stop at the role it performs in keeping the confusion away from sentences and facilitating its automatic processing for the sake of computing and developing Arabic

The semiotics of the literary character is one of the branches of linguistic semiotics, which paves the way to highlight the personality in a more profound and accurate way to reveal the hidden The Holy Qur'an, as the most prominent and wonderful literary text, carries with it enormous linguistic marks, and the many characters mentioned directly by the Holy Qur'an are important linguistic signs. Here, her study comes in a semiotic direction that leads to revealing the meanings, concepts and connotations of this character. We have also dealt in our research with the aesthetics of the place in the story of Yunus (peace be upon him), and we proved that the place has a semiotic and actual role in creating the narrative, as the imaginary narrative has a role in giving specificity to the real space that shelters the Qur'anic character, which is In turn, she moves and squirts according to where she is sheltering on her journey. We have divided the two types of place, the reference and the miraculous, into safe and fearful places.

This study aims to reveal the degree of difficulties facing kindergarten administrations in Jerusalem Governorate and its relationship to the effectiveness of principals from the view point of principals and teachers. The case study includes (143) teachers and kindergarten principals. Researchers adopt the descriptive analytical method, and collected the data throw a questioner that consist of (52) paragraphs divided into two axes: the axis of the difficulties faced by kindergarten administrations and the axis of effectiveness of principals in kindergartens. Each axis has three areas. The questioners was verified. The study revealed that there are no statistical differences, while there are differences in the variable of years of experience such differences were in favor with less than 5 years. Moreover there are Differences that are relevant to educational qualification and years of experience, and the study provide a number of recommendations, at the top of which was first to work on enacting laws for the work of kindergarten educators specifying the duties, responsibilities and working hours, second To involve kindergarten educators in practical training courses that enhance their potential and develop their capabilities

JURISPRUDENTIAL CRITICISM AT THE MALIKI JURISPRUDENCE AND THE DATE OF ITS APPEARANCE 马利基法学的法理学批判及其出现的年代

The founder and imam of Dar al-Hijrah, may God have mercy on him, was the first figure to criticize the Maliki school of thought. According to the testimony of his students at the time, its final form had less hadiths than its original version, which had ten thousand hadiths. And the reason is that he was grammatically correct, as stated in the biographers' and hadith scholars' writings. He was one of the most circumspect in hearing and updating hadiths, thus he left many of them out and waived their inclusion between the two covers of his author, and he also corrected and criticized many of them.Al-Zubayri noted that Malik added al-Muwatta' to over 10,000 hadiths and that he continued to review and remove it year after year until just this remained; if only a small amount remained, he would remove it altogether. Imam Malik, may God have mercy on him, was extremely inquisitive in deduction, but was very critical of the numerous narrations and fatwas, even when he was demanding a fatwa on an issue, he did not provide a ruling on it till after thinking and contemplating, and his response was often with: I do not know. His disciples, the imams of his school of thought, and those who came after them also traveled this route. The Iraqi arguments between them and the villagers with the other competing schools of thought had a significant influence on updating the doctrine's roots, branches, regulations, and traditions, which assisted the Malikis in developing this critical sense. This led to the rise and brilliance of a huge number of scholars in this field, of whom I will highlight the following: Ibn al-Qasim, Sahnun, al-Qadi Abd al-Wahhab, Ibn Abi Zaid al-Qayrawani, al-Asili, alQabisi, Ibn Abd al-Bar, al-Baji, and many others. However, the book of insight and its companion, Imam Abu al-Hasan al-Lakhmi, and his methodology in studying the issues of the madhhab in it, created a milestone, as scholars unanimously agreed that the study of issues in the Maliki school on this method - the method of jurisprudential criticism - did not appear except with this imam Abi al-Hasan al-Lakhmi, who collected criticism. Jurisprudence of both kinds, as he criticizes narrations and sayings in terms of their attribution at times, and in terms of their deduction and graduation on the fundamentals at other times. Imam Al-Lakhmi also rebuked Ibn Rushd, Ibn Bashir and Ibn Yunus, because they believed that Al-Lakhmi’s actions and criticisms did not take into account the regulations considered in graduating the branches from the rules of the doctrine, but the follower of their approach in criticism notices that they followed his example and we re influenced by his way of commenting on the blog.

PREVALENCE OF INTERNET ADDICATION AMONG A SAMPLE OF TRIPOLI UNIVERSITY STUDENTS 黎波里大学生网络成瘾的流行程度

Due to the excessive use of internet among university students academically and socially, this may make them to become addicted to it. This study aimed at assess the prevalence of Internet addiction among University students. Exploring whether there are differences in the prevalence of Internet addiction among university students according to gender, and knowing whether there are differences in the level of severity of Internet addiction according to gender. The study sample consisted of 265 students (158 male, 107 female). The results indicated that the prevalence of Internet addiction was 68.08%, most of participants (51.06%) had a mild addiction, while 17.02% had a moderate addiction, and 36.17% did not have Internet addiction. The results also showed that the prevalence of Internet addiction among males was 72%, most of them (56%) had a slight degree of addiction, while 16% had a medium degree. The prevalence of Internet addiction among females was 54.54%, most of them had a slight degree of addiction (36.36%), and 13.63% had a medium degree. There were no significant differences between males and females in the percentage of individuals suffering from Internet addiction. There were no significant differences in the level of Internet addiction, according to gender.

This study aims to find out the reality of applying strategic educational in Jerusalem Schools from the principals' points of view, as well as the availability of strategic plans. The study population is (136) schools. A study sample of (74%) was chosen from study population in stratified random sampling for (100) school principles. The Researcher applied the analytical descriptive approach to answer study questions including (questionnaire, interview and content analysis). The questionnaire consists of two variables (availability of strategic plan, the existing of the planning team) and also (79) sections. While the opening interviews consists of three interviews with the schools principals' . and content analysis consists of analyzing three strategic plans regardless of educational institution. The study concluded that these schools face many political, economical, and social challenges, which cause the existing of different supervising references, and the absence of the references of supervisors on these private schools in Jerusalem. the availability of strategic plans in Jerusalem schools was 75%. The Researcher recommended the following: the Palestinian Ministry of Education should seek to support, guide and supervise private schools to consolidate their policies and strategies, and seize all opportunities to raise education issues in Jerusalem on all local and international levels as they face renewable challenges due to multiple educational authorities, and extend the circle of active participation in planning to include planning experts and the local community.
