The article presents the results of a study of students' health in terms of cardiovascular system indicators in conditions of distance learning and self-isolation during the period of COVID-19. The analysis of circusseptal (near-weekly) rhythms in students revealed the dominance of synchronization of indicators of the cardiovascular system in conditions of distance learning. It indicates that the students chose the same mode of educational activity, living independently of each other at a considerable distance, and it turned out to be safe for the cardio-respiratory system of students. The data obtained make it possible to recommend a combination of traditional and distance learning modes using modern IT technologies, subject to the development of sanitary and hygienic standards that are safe for health.

Medical and psychological studies conducted by the authors in the midst of the first wave of coronavirus pandemic (June 2020) to identify psychological consequences in the professional activities of oncologists in the context of coronavirus pandemic showed the following. In a situation of professional tension, in the uncertain and unpredictable conditions of medical outcomes, additional risks arise for the psychological and professional health of the doctor. There is a psychological "depletion" of that professional resource of a doctor, which directly affects the doctoring process effects. The critical research findings on such descriptors as burnout and communicative tendencies point to a problem of divergence with the principle of participation in personalized medicine. According to the results of the study, two-thirds of the examined oncologists have an explicated burnout syndrome and a low level of communicative components in communicating with cancer patients.

The rapid development of society has not only positive effects. Anthropogenic impact on the ecosystems of the planet often leads to destructive and irreversible consequences. The COVID-19 pandemic, which swept the whole world in 2020, once again demonstrates the need to find a balance between humans and nature. Conservation of the environment is one of the key tasks not only of governments that formulate environmental policies, but also of supranational organizations. A lot of the world's research is aimed at demonstrating the quantitative harm caused by industrial pollution through metamathematical calculations. They prove that air and water pollution leads to irreversible consequences for human health: an increase in respiratory diseases, an increase in mortality from malignant tumors. Of course, in the long term, such consequences will affect the economic indicators of the state's development. That is why management in the field of ensuring environmental safety in a modern state is one of the key branches of management. Environmental safety is the permissible level of the impact of external factors, which ensures the state of protection of the planet's ecosystem and basic human interests from the negative impact of industrial activities, emergencies of various kinds and their consequences.

The purpose of this study is to evaluate the impact of COVID-19 pandemic in Romania in 2020 over the estimated exchange rate and also identifies the magnitude of the depreciation of the national currency at the end of 2020. Appreciating the economic impact of this epidemic, as well as a worsening of the macroeconomic situation in Romania, accelerated starting with October 10, 2020, it is estimated that these negative effects will be felt until the end of 2020, when the EUR / RON exchange rate can reach the threshold of 4.9295 RON. In this fiscal context, international investors began to prefer investments in safer assets, such as gold, which recorded the highest price in the last 7 years.

The COVID-19 Coronavirus Pandemic, occurring on a global scale, has quite serious negative consequences for the economies of all countries. Kazakhstan's economy is also experiencing the negative consequences of forced quarantine measures, which has created an entirely new situation of characteristic economic recession, which is a serious challenge not only to governments but also to economic science. The article considers factors that have a significant impact on social and economic stability. Preventive measures to stabilise the economy and reorient business strategies to take account of new challenges are necessary to ensure this stability. The article is devoted to the problem of finding ways to manage the economy during the crisis, focused on the point impact of state regulation measures, and new strategic approaches in business. The article is several in-depth studies and publications of the authors on the problem of finding ways of economic stabilization in the regions of Kazakhstan. Priority measures of state support of business-oriented to the use of non-financial instruments are proposed, the priority of preservation and possibility of further recovery of small and medium businesses that will have an adequate impact on consumption level is justified. Several business strategies have been proposed to address this challenge during the pandemic. Their particular feature is that they provide an opportunity to prepare for business recovery in previous forms and volumes.

In the present study, the authors draw attention to the impact and consequences of the COVID-19 pandemic on criminal proceedings. The authors consider what consequences the pandemic had on the work of the courts, the investigation officers, as well as the authorities executing the court decision on the detention of accused persons. Among the unfavourable consequences, which influenced the criminal proceedings, are the violation of the accused's right to attorney; the impossibility to provide the accused with qualified legal assistance due to the self-isolation of lawyers and quarantine measures prohibiting their entry into the pretrial detention centers; the refusal of investigation officers to postpone the investigative actions because of lawyer’s default due to self-isolation; postponement of court proceedings and the extension of the term of the criminal trials and others. The authors suggest ways to solve the problem in case of recurrent situation, in particular, they propose to provide for provisions at the legislative level to regulate criminal proceedings in the conditions of pandemic, noting a multifaceted approach to solving the problem in order to balance the rights and legitimate interests of the accused and to comply with the norms of criminal procedure legislation. It is necessary to change the attitude towards the pretrial detention as a preventive measure and choose other alternative preventive measures in the context of a pandemic in order to unload the pretrial detention centers and protect the health of both the employees of the pretrial detention center and the persons detained there. Besides, it is necessary to convert criminal proceedings into electronic format and implement modern digital technologies, which allow to limit communication between participants of criminal proceedings as much as possible and provide exchange of procedural documents within the framework of electronic document circulation.

The paper discusses key ways of modifying public-private partnership ecosystem. The necessity of making changes is caused by the COVID-19 pandemic. The article systematizes the concept of interaction between participants of public-private partnership projects within the ecosystem. The project participants are classified as obligatory and optional ones. Appropriate methods have been proposed and accordingly, structural patterns for implementation of public-private partnership projects have been stated. They are to be classified as basic and variable ones. The variables are cumulative and may include up to 3 elements. The most efficient patterns for implementation of public-private partnership projects have been stated, taking into account that the investment capacities of business entities are reduced. The digital transformation strategy for public private partnership has been developed. It implies virtualization of interactions and automation of all related processes.

The paper deals with Russian experience of regional decision-making in the context of a pandemic. The research aims to investigate approaches to decision-making in Russian regions. Research tasks are to systematize the types of regional pandemic policy and to identify approaches to a regulatory impact assessment in the context of a pandemic. The main research method is regional comparative analysis. The authors analyzed the processes of introducing and removing regional restrictions in the context of the pandemic in Russia. The result is a selection of 4 types of regional pandemic policy. The analysis of regional procedures of a regulatory impact assessment showed that changes in procedures were made in individual regions to adapt the order to pandemic conditions and to preserve the legitimacy of decision-making. Speed of regional decision-making in the context of a pandemic win cost assessment in most regions. The research results have practical significance for improving public administration in the regions today in the face of the continuing threat of the spread of the epidemic and for an effective response to pandemic shocks in the future.

This article presents an overview of the psychological and pedagogical consequences of switching to a remote learning format for linguistic specialties at the specialized university due to the coronavirus pandemic (COVID19). The article presents the sociological survey results conducted among the linguistic specialities students of of MSLU (Moscow State Linguistic University) in August 2020 on the pandemic consequences impact nature on the pedagogical process in general and on special issues of teaching language arts, in particular the phonetic aspect. The study results indicate that the difficulties experienced by students are primarily associated with insufficient technical equipment. Moreover, there are problems with concentration, self-discipline, motivation, as well as a lack of interpersonal communication. Within the phonetic aspect framework, the perceptive-auditive and visual perception peculiarities in the remote learning format conditions and mask requirements in face-toface learning format are studied. The conclusions on the need to combine learning formats are drawn. Combining them is necessary for increasing the educational process effectiveness and reducing the students' psychological discomfort and the risk of being infected.

The study results indicate that the difficulties experienced by students are primarily associated with insufficient technical equipment. Moreover, there are problems with concentration, self-discipline, motivation, as well as a lack of interpersonal communication. Within the phonetic aspect framework, the perceptive-auditive and visual perception peculiarities in the remote learning format conditions and mask requirements in face-toface learning format are studied. The conclusions on the need to combine learning formats are drawn. In this article the current issues concerning functioning and development of the additional professional education system as an element of continuing professional education in provision of the country’s breakthrough social and economic development under the contemporary conditions are considered. On the basis of the statistical data analysis, the priority areas of the additional professional education system are considered and the main probable consumers of this service sector and their age distribution are studied. The main problems and controversies, which bar the additional professional education system development under the conditions of constant modernization of the educational system and the substantial changes in the job market demand for competitive labor power, are analyzed and defined. The results, achieved under this research, can be used in preparation of strategic and programming documents and formulation of the measures, aimed at development of the educational system, namely, the additional professional education system.
